The Role

ECC Adult Social Care, has an effective model that includes four key principles:- prevention; early intervention; enablement and safeguarding. This will enable people, their families and carers to be able to access information and tools to live healthily and independently. Providing an opportunity to respond pro-actively to growing service demand in a sustainable way, within the financial constraints of the Council.

The Business Administrator will focus on providing clerical, administrative and financial support to the residential services. Delivering high quality and responsive administrative systems to ensure that the service has effective financial management and Health and Safety monitoring. In addition, the role maximises the use of other systems to facilitate good quality data collection.

About you

• Educated to RQF Level 3 (A level) or equivalent by experience with a willingness to achieve the award within 24 months of starting the role.
• Evidence of self-development in particular professional area.
• Experience of delivering business support including translating data and dealing with external enquiries, within a social care setting.
• Strong communication skills and an ability to develop a rapport and engage with diverse groups of individuals, particularly challenging family situations.
• Experience of developing strong working relationships with partners, other agencies, and the local community, to achieve joint objectives and offer a supportive framework for vulnerable adults.
• Experience of working within Financial Monitoring Regulations and financial management systems
• Knowledge of a range of computer-based systems including MS Excel, Outlook and Word.

Essential Requirements for the role:

• Functional Skills Level 1 in Maths and English (or equivalent), which is a Grade D/E or 2/3 to begin the apprenticeship
• Ability to reach a Level 2 Functional Skills in both Maths & English by the End Point Assessment (EPA), if you do not already have this
• Have the right to work and study in England
• Have been ordinarily resident in the UK or EEA for three years before the apprenticeship start date

What will you be doing

• Working as part of the residential short break service a key element of this role is planning the bookings for stays at the service as well as transport for individuals, liaising with families/ carers as well as other professionals.
• Responsible for delivering effective administrative support to ensure able to maintain the effective running of the residential home and working to deadlines.
• Provides statistical information to ensure regular management reporting on staff information, such as, sickness; annual leave; overtime and service user information is available to ensure accurate financial charging.
• Responsible for ensuring all relevant financial procedures, including Amenity Accounts, are in place to enable the safe and appropriate handling and banking of all monies, both cash and cheques.

The Opportunity

The Business Development Officer will contribute to the overall commercial direction of the Integrated Passenger Transport Unit (IPTU) by identifying innovative new business opportunities and enhancements to existing services across the IPTU.

The role will support the Business Development team in the delivery of their projects and initiatives contributing towards the overall direction of travel and ambitious income targets. This role will specifically support the implementation of the Essex-wide Bus Shelter Contract.

The ideal candidate would have or be seeking to develop experience of project delivery and implementation within a commercial environment. Contributing to the development of business cases which successfully attain funding is key to success. A knowledge and expertise within the advertising sphere would also be advantageous.

Accountabilities

• Contributing to the development of business cases, across the IPTU, invest to save and infrastructure capital projects.
• Carry out research and collecting data to support business cases, identifying the key associated benefits and risks.
• Responsible for ensuring projects meet key milestones and are delivered on time and within budget; specifically, the Essex-wide Bus Shelter project.
• Work collaboratively across the Council to drive the procurement process for projects
• Manage internal and external stakeholder engagement for projects, taking account of potential sensitivities and ensuring best outcomes for the communities of Essex.
• Contribute to the development of new projects which encourage innovative and entrepreneurial business models and generate income, to deliver a financially viable service on a sustainable basis.
• Update progress recording system to track progress of financial targets across the Business Development function within the IPTU
• Specific individual and shared targets and objectives are defined annually within the performance management framework.
• Lead the production of planning application maps through GIS and submit planning applications to District Authorities

The Opportunity

Our client offers a wide range of services, from the delivery of large multi-phase installations to smaller, more bespoke projects, most of which incorporate soft landscaping works and ongoing grounds maintenance following the completion of the main contract.

Key requirements and tasks:

• Soft landscaping skills of a high standard (planting, turfing etc).
• Experience with the use of machinery (hedge cutters, strimmer's, rotary lawn mowers) etc.

Development Management Senior Engineer (Highways) needed in Chelmsford £50,211 per annum - Reference: 16937

The Senior Engineer (Development Management) will be responsible for managing the implementation of highway works (developer funded) associated with approved planning consents to ensure they are designed and implemented in accordance with planning obligations and the policies of the client.

This postholder will also be responsible for contributing to the implementation of policies, projects and programmes relating to their specific area of work and will also liaise as required, directly with internal and external stakeholders, strategic partners and other providers, and to act as deputy to the Team Leader.

Accountabilities -

• Contributes to the development of policies, plans, procedures and practices to deliver economic and wider community goals, identifying and introducing new practices and procedures to deliver efficiencies and respond to technological advances.
• Contributes to the delivery of the programme of works ensuring it is within budget, programme and specified quality.
• Responsible for budgetary control of specific programmes of work, to ensure value for money.

For all highway works associated with new developments this role will specifically:

- Assist with consultations with the Local Planning Authority for proposed developments.

- Agree detailed designs and ensure planning permission conditions/obligations are met.

- Attend/Chair Meetings and answer site queries/design queries in a timely manner.

- Undertake extensive stakeholder liaison (both internal and external).

- Ensure statutory processes are followed as required if necessary

- Instruct legal agreements to allow developers infrastructure works to be adopted as public highway

- Provide timely and accurate advice to Councillors, District Members, Parish Councils and the general public on all highway-related matters as required.

• Manage and provide technical direction for team members dealing with all aspects of the highway service.

You will ideally have -

• Educated to RQF Level 6 (degree or equivalent) in related subject or equivalent proven experience in the field of highways and/or transportation.
• Evidence of continuing professional development and expert knowledge in relevant professional area, membership of a professional institution such as CIHT is desirable.
• Detailed knowledge of Highway Legislation, relevant design procedures, standards and good practice and a wide range of relevant engineering or service techniques and procedures.
• Demonstrable knowledge of national guidance, legislation and regulations relating to design and implementation of highway schemes. In particular, expertise in the Highway Act 1980 and CDM 2015 is required
• Detailed knowledge and experience in the application of all relevant Health and Safety legislation.
• Ability to build strong networks and partnerships which are collaborative and influential in their nature and engender joint delivery.
• Able to demonstrate good project management experience and conversant with project management tools and Microsoft applications.

Educated to degree level in a related subject or equivalent proven experience in the field of surface water management.

Knowledge and understanding of Flood Risk Management, Land Drainage, Asset Management and the responsibilities of the LLFA.

Demonstrable experience of commissioning, managing multiple consultants and contractors, with an ability to build, create and manage effective multi-agency partnerships with the private sector.

Project management experience, with evidence of successful delivery, including procurement, mandates and legal process.

Highly developed communication skills, with evidence of preparing and presenting clear reports and consultations.

Knowledge of data and asset management, local planning system, legislation and using hydraulic modelling utilising software packages e.g. Micro Drainage. 

Significant expertise in the field of partnership working, formulating plans and strategies, identifying synergies across organisations and the development and implementation of work programmes.
