Introduction

The Finance, Portfolio and Performance (FPP) team is critical to supporting a thriving Parliamentary democracy. We play a leading role in delivering the House of Commons' Strategy and corporate priorities through business and financial planning, analysing performance, and supporting the delivery of projects and programmes across Parliament. Equally important are the financial services, systems, accounting, reporting and Members' services that we provide to keep the House of Commons Service working effectively and efficiently on a day-to-day basis.

The Role

The Business Management Team (BMT) is a sub team within FPP and provides executive level support to Directors in FPP and PACT, including secretariat for both senior leadership teams and a comprehensive business support function.

This role will support the Business Management Director (BMD) to deliver strategy and planning support within both teams across FPP and PACT. It is responsible for the development of business plans as well as ensuring agreed plans are monitored and reported appropriately.

Some of the responsibilities for this role include:

• Manage the business management cycle, ensuring all stakeholders are aware of the annual timetable and agreeing deliverables with responsible owners.
• Support the planning process to capture and report strategic objectives for inclusion to the Corporate Business Plan.
• Responsible for maintaining the principle and corporate risk registers for FPP and PACT, and capture the key controls implemented by risk owners to ensure business objectives are met.
• Support the annual assurance process and coordinate the self-assessment returns for submission to the Governance Office.
• Contribute to and/or lead on specific pieces of wider work and projects as directed by the Business Management Director.

The Health and Safety Business Partner role sits within the House of Commons Health & Safety Team within Governance Office. The Health and Safety team provides services to both the House of Commons and House of Lords and takes a holistic approach to managing the Estate using a Strategic Vision to ensure the Estate is safe.

The Health & Safety Team comprises a number of safety professionals who are collaborating closely with stakeholders across the estate to develop local arrangements aligned to ISO45001 and to maintain compliance to the corporate safety management system. The Role

The Opportunity

This is an exciting opportunity for a Solutions Architect with experience of supporting integrated workplace management systems (or similar e.g. facilities management) to bring their technical skills to the heart of democracy to help make Parliament happen.

Joining the UK Parliament Digital Service, you will be responsible for the technical architecture, design and build of the Integrated Workplace Management System (IWMS). You will undertake structured analysis of technical requests and issues, translating this analysis into technical designs that describe a solution to meet business needs. You will also provide architectural consultation and ad-hoc support for other digital solution needs within the Workplace Management and Built Environment domain.

Experience of understanding the relevant business domain (e.g. maintenance, accommodation, asset management) and of supporting integrated workplace management systems or facilities management systems is required for this role.

• provides technical leadership within the service team, making sure that the technical direction and delivery of the IWMS is consistent and aligned to standards, reference architectures, and roadmaps, collaborating with architectural colleagues as necessary.
• collaborate with the Enterprise Architects to understand Parliament's target architecture, ensuring that the delivery of workplace management digital capabilities align with the digital and technology strategies and meet Parliament's goals and business strategies.
• develops and maintains technical documentation, working with relevant teams to adhere to correct technical governance processes, and to help apply appropriate organisational standards and methodologies.
• identifies the needs of stakeholders and explains how that translates to a technical solution, and advising when technical limitations require business change to meet business needs.
• facilitating discussions between technical and non-technical stakeholders, helping to solve problems using clear, accessible communication.

What You Need

• experience in a relevant technical role, demonstrating good awareness of a range of architectures, technologies, and programming languages.
• awareness of the use of reference architectures and the application of technology policies and/or technical standards, including experience of following clear technical governance processes.
• experience of building relationships with stakeholders, at both strategic and operational levels, with an ability to communicate technical concepts to both technical and non-technical audiences, whilst upholding the values of equality, diversity and inclusion.
• experience of supporting the implementation of digital solutions that enable business change, able to innovate and think creatively, showing willingness to apply new approaches to solving problems and learn new methods and technologies.
• ability to make evidence-based decisions, taking into account risk and complexity, demonstrating an understanding of the impact of organisational context.
• experience of supporting workplace management (e.g., IWMS) or facilities management and built environment systems and solutions.
• the ability to pass security clearance, backed by the right to work in the UK

Clinical To be professionally and legally accountable for all aspects of own work, including the management of patients in your care. To undertake a comprehensive biomechanical and gait assessment of patients including those with diverse or complex presentations/multi pathologies. To use advanced clinical reasoning skills and appropriate assessment techniques to provide an accurate clinical diagnosis of their condition. Formulate and deliver individual MSK treatment programmes based on a sound knowledge of evidence-based practice and advanced treatment options. Advance treatment options can include injection therapy, strapping, manipulation, acupuncture as guided by individual competence. To evaluate and review agreed patient treatment outcomes to facilitate discharge of patients to self-care/onward referral. Assess patient understanding of treatment proposals, gain valid informed consent, and have the capacity to work within a legal framework with patients who lack capacity to consent to treatment. Use a range of verbal and non-verbal communication tools to communicate effectively with adult or child patients and their carers to progress treatment programmes. This will include patients who may have difficulties in understanding or communicating. For example, patients may be dysphasic, depressed, deaf, and blind or who may be unable to accept diagnosis. To prescribe, modify, and fit off the shelf orthoses/insoles as required. To manage clinical risk within own patient caseload, and in line with Trust policies and procedures. To work within Trust clinical guidelines, national and professional body guidelines and standards, thus, to have a good working knowledge of national and local standards and monitor own and others quality of practice as appropriate. To be responsible for maintaining accurate comprehensive patient treatment records in line with recognised professional standards of practice (i.e., from the Royal College of Podiatry, HCPC, and North Mid Trust policies). To record patient appointment outcomes/discharges on RIO in a timely fashion. Where appropriate, to supervise and provide mentoring to other podiatrists and foot care assistants. To be responsible for the maintenance and security of stock in own work area, with the added responsibility of some clinical online ordering. To manage and develop in-house biomechanical training events, and to participate in and attend staff and therapy team meetings. To refer patients as necessary to other healthcare professionals to ensure appropriate care is provided and to follow Trust referral guidelines. To provide MSK targeted health promotion and advice to individuals and or groups where group intervention is more appropriate, and to assist in the development of MSK foot and general foot care literature to facilitate self care. Professional & Managerial To undertake line management HR duties such as recruitment, health roster, and service delivery reviews to support the head of Podiatry, acting in some circumstances a deputy. Maintain and develop current MSK expert knowledge through a variety of CPD training/learning modalities. To attend mandatory training, and to maintain a portfolio which reflects such personal development. To be responsible for providing supervisory and HR function to junior staff. To participate in the staff appraisal scheme both as an appraiser of junior staff, and as an appraisee. Being responsible for compiling your own agreed personal and professional objectives which meet service/Trust objectives. Undertake measurement and evaluation of your work and current practices using evidence-based practice projects, audit, and outcome measures, either individually or as part of a team. Where appropriate taking action to implement improvement measures as agreed with the manager. Be actively involved in professional networking, keeping up to date with developments within Podiatry to facilitate service delivery. To provide support, guidance and training to junior podiatrists and assistants, assessing and evaluating competence. To maintain all areas of the working environment in a clean and tidy condition, meeting Trust/department infection control, and health and safety standards always. To participate in the collection of evidence required by the department to meet key performance targets, CQC evidence, and any other initiatives concerned with Clinical Governance.
