Legal Caseworker - Children and Education Legal Team

Fixed Term - 12 Months duration, Full Time - 37 Hours Per Week

This role has a hybrid working arrangement. We will expect you to attend our Chelmsford offices approximately 1 - 2 days per week. In the first 2 months of appointment to the role, you will be required to attend the office daily for training purposes.

The Role

Essex Legal Services (ELS) provides high quality, professional, legal advice across the Council and to increasing numbers of external clients.

As a caseworker in the Children and Education Team you will assist the lawyers to provide a high-quality advice and litigation service to meet the Council's corporate objectives and will support legally qualified and other colleagues, in providing routine admin and quasi legal tasks. Working directly to lawyers and paralegals, you will be commissioned to undertake various tasks such as preparing court bundles, organising meetings and administrative support. You will contribute to delivering a more efficient, professional service that is valued by our customers and improves their business.

The Children and Education legal team deal with highly sensitive, sometimes distressing, cases relating to child protection matters. You should therefore be resilient and empathetic. The team works at a very fast pace, often dealing with several urgent matters and it is therefore essential you are able to work under pressure and prioritise tasks.

The Opportunity

You will support legally qualified colleagues in the delivery of all aspects of routine legal work within the Children and Education team across the Council and to external customers which will include:

• Dealing predominantly with public law cases including care proceedings and adoption proceedings;
• Responsible for the smooth and efficient running of your allocated lawyers' day to day activities;
• Liaising with external solicitors, barristers, courts and CAFCASS;
• Processing applications, preparing court bundles;
• Lodging documents with the Court and other parties via the Family Public Law online portal;
• Diary management;
• General administration, including preparing bundles photocopying and scanning.

• Good understanding of client needs and provides them with a service they value, which supports them in driving the delivery of productivity and efficiency improvements.
• Supports colleagues in the development of current and future business opportunities, to promote the Essex Legal Services' vision to the external market.
• Responsible for delivering personal objectives in support of the function's overall business plan.
• Develops good working relationships across the Council, schools, other local authorities and the private sector, to ensure a quality service is provided to the customer.
• Specific individual and shared targets and objectives are defined annually within the performance management framework.

The role sits within the Essex Social Care Academy (ESCA) which provides a strong team of support enabling those working in social care to grow and thrive throughout their careers.

The Opportunity

The Practice Education Development Lead will oversee the practice education agenda by providing practice learning opportunities for social work students undertaking BA (Hons) and/or MA, MSc master's degree. Accountabilities

The Experience You Will Bring

• A recognised social work qualification i.e. Diploma, degree or Masters in social work, CQSW, CSS or equivalent, with current registration with the Health and Care Professions Council (HCPC) as a registered social worker.

• Evidence of continuing professional development, aligned to any relevant Professional Competency/Capability frameworks or Knowledge and Skills Statements.

• Significant experience of social work, demonstrating a comprehensive and up to date understanding of all relevant legislation, regulation and guidance.

• Experience of mentoring both Social Work students and newly qualified and experienced Social Work staff, being a subject matter expert in professional social work

• An experienced practice educator qualified to PEPS2 standard or equivalent

• Evidence of developing strong relationships with partners and external agencies, which are collaborative in nature and engender joint delivery.

Education Safeguarding Adviser - Training Lead

This is a countywide role which requires a combination of office / home working, and attendance at other sites across Essex. There will be a need for occasional evening and weekend work.

Reporting to the Head of Education Safeguarding and Wellbeing, this is a countywide safeguarding role to support all Essex schools, Early Years and other education settings. The post holder will support the provision of high-quality training, information and advice to all education settings and ECC Education staff in respect of safeguarding and child protection. They will work collaboratively with the Essex Safeguarding Children Board and a wide range of partners to drive safeguarding work across the county.

This role will lead on the training offered by the Education Safeguarding Team, including the Level 2 and Level 3 training and also the termly safeguarding briefings.

The postholder should have an in-depth knowledge of child protection and safeguarding statutory guidance, Level 3 safeguarding training, and experience of working with schools and other educational settings.

Key Accountabilities

• Act as a source of professional information, advice, and guidance to education settings and ECC staff on safeguarding and protecting children from harm
• Work collaboratively with statutory partners and other key professionals to improve safeguarding outcomes for children in Essex
• Contribute to the development of resources for education settings to support safeguarding work
• Lead on the development of a training and development programme for education settings to support consistent, quality delivery of Level 2 and Level 3 training across all settings
• Lead on delivery of termly safeguarding briefings for education settings to ensure Designated Leads receive relevant information to support their role as safeguarding leads
• Maintain up-to-date in-depth knowledge and information on child protection and safeguarding matters to ensure Early Years settings and schools receive regular and relevant updates on important issues

The Opportunity

Reporting to the Head of Education Safeguarding and Wellbeing, this is a safeguarding role to support Essex schools, Early Years and other education settings within a specified quadrant, but also to support elsewhere in the county as required. The post holder will support the provision of high-quality training, information, advice, and guidance to all settings and ECC Education staff in respect of safeguarding and child protection. They will work collaboratively with the Essex Safeguarding Children Board and a wide range of partners to drive safeguarding work across the county.

This role will work with settings within their quadrant, to raise standards through appropriate support and challenge, to build capacity and expertise and ensure safeguarding duties are met. They will have a role in the training offered by the Education Safeguarding Team, and also lead on responses to safeguarding complaints, ensuring that any necessary work is undertaken.

The postholder should have an in-depth knowledge of child protection and safeguarding statutory guidance, Level 3 safeguarding training, and experience of working with schools and other educational settings.

Key Accountabilities

• Act as a source of professional information, advice, and guidance to education settings and ECC staff on safeguarding and protecting children from harm

• Work collaboratively with statutory partners and other key professionals to improve safeguarding outcomes for children in Essex

• Contribute to the development of resources and also a training and development programme for education settings to support consistent, quality delivery of Level 2 and Level 3 training across all settings

• Contribute to supporting education settings to raise standards through development of self-evaluation and undertaking safeguarding reviews of statutory responsibilities to ensure compliance with safeguarding requirements

• Support delivery of safeguarding briefings for education settings to ensure Designated Leads receive relevant information to support their role as safeguarding leads

• Undertake work to respond to safeguarding complaints and ensure that any necessary action is taken as part of that response

• Support developing resources for education settings on a range of safeguarding issues, including CE, domestic abuse, gangs and violence, honour-based abuse, child protection and harmful sexual behaviour

• Maintain up-to-date in-depth knowledge and information on child protection and safeguarding matters to ensure Early Years settings and schools receive regular and relevant updates on important issues

The Experience You Will Bring

• Educated to degree level, or equivalent by experience
• Evidence of continuing professional development and expert knowledge in relevant professional area
• Sound understanding of child protection and safeguarding statutory guidance and procedures specifically in relation to education
• Evidence of working with schools at a senior level, demonstrating a broad and in-depth knowledge of education
• Proven track record of effective partnership working which is collaborative and influential in delivering advice and guidance
• Exemplar leadership and behavioural skills with the ability to focus on results, forging a strong team from diverse backgrounds to achieve strategic objectives
• Proven ability of proactively influencing, leading and delivering major cultural and organisational change in a complex environment
• Able to communicate with a range of people at all levels

Essex County Council (ECC) is responsible for ensuring that children and young people at risk of missing out on education are supported in being able to access suitable alternative, high quality education provision.

We are seeking a flexible individual to work with providers, schools, families, and other key stakeholders and settings to improve access to education for children who are receiving an alternative education commissioned by the Local Authority.

This role is suitable for an experienced practitioner who is confident working within the education environment and who can work with multiple partners to support children who are currently unwilling or unable to attend school.

Role Responsibilities:

• Responsible for working with providers, families and settings with a specific focus on monitoring and reviewing the attendance and engagement of children accessing alternative education.

Education Officer - Road Safety

About Us

Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways. Essex Highways is a delivery partnership between Essex County Council and our contractual partner.

Essex Highways will deliver a safe, sustainable, and effective highway network for all road users, through sound asset management, scheme/programme identification, delivery, maintenance and management of the network. Liaising directly with elected members, district councils, strategic partners and other providers, the role will manage the implementation of the programmes of work relevant to an operational/service area, in accordance with the strategies and policies of the Council.

The Opportunity

We are looking for a dedicated and passionate Education Officer to join our Road Safety team. In this role, you will play a crucial part in reducing road casualties across Essex by implementing and supporting educational programs and interventions. You will work closely with various stakeholders, including schools, local councils, and strategic partners, to promote road safety awareness and best practices.

As an Education Officer your responsibilities will include but not limited to

• Supporting the implementation of policies and procedures of the wider Essex Highways management systems, e.g. Health and Safety, Environmental, Quality, Construction Design to minimise work related injuries.
• Responding to complaints to meet relevant targets and provide high performance standards.
• Work as part of a road safety interventions delivery team providing education and awareness raising interventions to both children and adults.
• Work closely with partners by providing public facing interventions to support agreed activities to maximise the success of enforcement and current road safety campaigns
• Develop and maintain collaborative links with other agencies, interest groups, businesses, schools, colleges and other educational establishments, agencies dealing with people not in education, training or employment, and those involved with disadvantaged and vulnerable communities to develop strong partnerships for targeted road casualty reduction
• Contribute to the development of appropriate educational materials, including literature and other promotional/engagement aids, to support the partnership in liaison with the County Council and Essex Police communications teams.
• Act as an expert witness at Crown Court, Public Inquiries and Hearings as required; preparing detailed evidence as a specialist on practice issues, liaising with Counsel and Solicitors in case preparation.

The Experience You Will Bring

• Educated to RQF Level 3 ('A' level) or equivalent by experience in Highways.
• Evidence of continuing professional development and knowledge in relevant professional area. Membership of, or working towards, a relevant Professional Institution is desirable.
• Knowledge and application of Highway and Health and Safety legislation, including Construction (Design and Management) regulations.
• Ability to build and maintain effective working relationships with key people both internally and externally
• Knowledge and understanding of educational and evaluation techniques
• Good written and verbal communication skills, including the ability to build and maintain effective internal and external working relationships.
• Knowledge of financial management including budgetary governance and controls.
