As a Supervisory Human Resources Specialist (Employee & Labor Relations), you will perform the following duties:
- Serve as the principal authority responsible for recommending the overall direction of the National Science Foundation's (NSF's) labor relations program through policy and guidance as established by agency senior officials and advising executive leadership of issues having NSF-wide impact.
- Provide authoritative interpretation of laws, regulations, policies, and procedures that govern Labor Management Relations (LMR), develop broad LMR guidance for NSF, and establish and maintain effective relationships with labor organizations.
- Establish authoritative employee relations policies, procedures, and guidelines, make recommendations to management on the need for changes in existing policies, and develop new agency strategies and plans for employee relations.
- Provide managers and employees with information about NSF's employee relations policies, procedures, and guidelines, and advise supervisors and managers on issues related to employee conduct and performance.
- Perform supervisory duties such as coordinating the development of workload objectives, assigning work and priorities to staff, developing performance standards and evaluating employee performance, identifying training needs, resolving employee complaints, and effecting minor disciplinary measures.
