Major duties include, but are not limited to the following: 

GS 09:

• Receives, prepares for assignment, and assigns or delivers new replacement vehicles to assigned customer activity locations. Coordinates a vehicle rotation program by reviewing utilization patterns to achieve maximum efficiency and economy of fleet operations. With guidance participates in the initiation of vehicle procurement action on replacement and additional vehicles based on established replacement standards and consultation with using agencies.
• Ensures GSA Fleet new replacement vehicles are received, prepared for assignment, and assigned or delivered to customer locations under close guidance from higher graded specialist. Under guidance and through marshaling protocols, ensures GSA Fleet vehicles are prepared for transport to auction facilities or for reissue. 
• Assists in determining vehicle repair and maintenance needs and provides initial recommendations to restore vehicles to good operating condition. Upon request and in support of senior specialist, inspects and evaluates major repairs, accident damage, high repair estimates, or complaints concerning quality and timeliness of vendors.

GS 11:

• Evaluates both governmental and commercial partners’ compliance with regulatory, legislative and GSA Fleet policy requirements and guidance. 
• Reviews, measures, and recommends improvements in practices and procedures relating to customer service, cost control, and utilization of vehicles and other resources. Analyzes program areas to identify weaknesses or opportunities for improvement. 
• Receives, prepares for assignment, and assigns or delivers new replacement vehicles to customer locations. Provides maintenance and repair services, including body and mechanical repair, glass replacement, towing and emergency roadside services. 
• Assists in evaluating operations to identify maintenance trends and cost reduction opportunities; addresses customer complaints and operational issues; and identifies issues with regulatory, legislative and internal policy requirements and guidance. Inspects and evaluates major repairs, accident damage, high repair estimates, or complaints concerning quality and timeliness of vendors.

GS 12: 

• Assures delivery and adequacy of Fleet services and assumes responsibility for program efficiency and cost effectiveness. Receives vehicle requirements and identifies resources to meet customer needs. Initiates and facilitates vehicle and accessory equipment procurement actions. Prepares specifications and requirements for vehicles. Determines when to dispose of used vehicles and equipment and directs preparation of vehicles for termination of lease assignment.  
• Reviews, measures, and recommends improvements in practices and procedures relating to customer service, cost control, and utilization of vehicles and other resources. Analyzes program areas to identify weaknesses or opportunities for improvement.  Prepares summaries of findings and recommends improvements in practices or procedures employed in carrying out mission objectives. Visits vendors and customers to ascertain the level of service being provided. Identifies opportunities for expansion of services to non-participating customers and participates in surveys and studies.
• Receives, prepares for assignment, and assigns or delivers new replacement vehicles to customer locations. Provides maintenance and repair services. Reviews the performance of marshalling contractors. Facilitates vehicle repair by inspecting vehicles, identifying/establishing repair sources, reviewing work-in-progress, resolving problems and explaining repair authorization and payment protocols. Identifies substandard performance and recommends corrective action.
• Evaluates operations to identify maintenance trends and cost reduction opportunities; addresses customer complaints and operational issues; and evaluates both governmental and commercial partners’ compliance with regulatory, legislative and internal policy requirements and guidance. Inspects and evaluates major repairs, accident damage, high repair estimates, or complaints concerning quality and timeliness of vendors. Represents GSA in meetings or conferences with customer activities, vendors, and state and/or local governments or entities.

Starting at $62,702 Per Year (GS 09-12)

This position is located within the Federal Acquisition Service. As a Transportation Operations Specialist (Motor), you will perform the following major duties:

• Works with higher graded specialists in researching questions related to effective delivery and adequacy of GSA Fleet services. Addresses and resolves a limited range of routine customer problems. Provides input toward first level decisions. Receives, prepares for assignment, and assigns or delivers new replacement vehicles to assigned customer activity locations. Coordinates a vehicle rotation program by reviewing utilization patterns to achieve maximum efficiency and economy of fleet operations. • Evaluates detailed information and facilitates the resolution of an assigned segment of suppliers' needs and problems. Assists in assimilating and evaluating information provided by suppliers to recommend reasonable action requirements and coordinates service based on usage and cost.
• Collects data and provides initial recommendations for improvements in practices relating to customer service, cost control, and utilization of vehicles and other resources. Analyzes an assigned segment of program areas to identify weaknesses or opportunities for improvement. As part of a team, visits vendors and customers to ascertain the level of service being provided, answer questions, explain procedures, and resolve problems.
• Ensures GSA Fleet new replacement vehicles are received, prepared for assignment, and assigned or delivered to customer locations, under close guidance from higher graded specialist. The Logistics / Inventory Manager APAC is the subject matter expert on the regional inventory management with 3PL service provider and will be able to provide a short and long-term view of the stock position to all teams so that they are aware of products at risk, delays in stock deliveries, when new products are landing, and any items that are over-stocked. Key priorities will be to ensure best availability in both regional warehouse in Hong Kong and cross border warehouses in China, flexing the stock holding strategy based on the latest market intelligence and demand forecasts.

We are looking for someone with experience in managing stock across multiple warehouses and who understands the complexities of a global supply chain. This person must also be an excellent communicator and relationship builder internally and externally, who is willing to roll up their sleeves and get stuck into operational detail, but can also work strategically to overcome long-term challenges in a fast-growing business.

As a Logistics / Inventory Manager you will

• Oversea inventory level across the APAC region to ensure optimal stock levels at different warehouse locations.
• Implement inventory control process with global team and 3PLs, including cycle counting, stock reconciliation, and audits.
• Monitor KPI metrics and implement improvement with 3PLs as needed.
• As a primary point of contact to 3PLs to build and maintain effective business relationship and focal point for co-packing projects.
• Track and monitor warehouse operations end-to-end, work closely with internal supply chain functions team and 3PLs to ensure timely and accurate delivery of goods while maintaining SLA.
• Lead and take initiative with 3PL for SOPs maintenance and remediation process to meet agreed SLA and deadline.
• Coordinate with planning team to ensure stock movement forecast to be factored in our 3PLPs to resource plan and execute our requirements on time and to budget.
• Utilise technology and software tools to streamline the inventory management process with regional insight and process guideline with Global Inventory team.
• Analyze data to identify trends, issues, and opportunities for improvement.
• Prepare and present regular reports on inventory performance to senior management.
• Validate and ensure accurate the monthly 3PL billing according to the contractual agreement and accrual with finance.
• Manage Regional Inventory team, guide and discover innovative methods to ensure continual improvements on inventory accuracy.
• Foster a culture of continuous improvement and innovation within the team.
• Work closely with Senior Supply Chain Manager to align inventory strategies with broader supply chain goals.
