• Provides direct supervision to the staff in the immediate Office of the Director, BIA.
• Provides oversight on the administrative processes and procedures utilized for effective work flow frequently involving highly sensitive and confidential assignments.
• Interacts routinely with members of Congress, Congressional Committees and their staff, other departments of the Federal Government, Tribal leadership groups and key Bureau management.
• Plans and conducts complex qualitative and quantitative analytical studies involving bureau-wide functional/programmatic areas of the Bureau of Indian Affairs.
• Coordinates or leads special investigations, studies or projects involving bureau-wide or government-wide concerns involving topics, such as, land consolidation, water rights, land economic development, etc.
• Serves as the principal advisor to the Director, BIA, on administrative and financial management matters associated with programs and operations.
• Translates major, complex executive determinations into substantive policy issuances, programs, practices, plans of actions, etc., to achieve actual results desired as a consequence of such decisions.

• Serves as one of the IT Specialist/System Administrator technical authorities and subject matter experts for DOI IT business processes.
• Evaluates the technical and functional impact of the introduction of new products and techniques, and advises on their supportability and capabilities.
• Establishes and directs focus on challenging and highly complex project/programs.
• Identifies and resolves highly complex problems that cross organizational boundaries and promulgates solutions.

• Data Administration: Serves as liaison on all respective program data collection/management and system enhancements, new systems development, dashboards development and maintenance, web graphics, Geospatial needs, Story maps, or other support required for data driven decision making and to showcase program performance.
• Research, Reporting and Presentations: Researches and investigates new or improved systems and management practices. Analyzes management information requirements to develop program or administrative reporting systems including the specification, data gathering and analytical techniques, and electronic system evaluations.
• Communication & Customer Service: Maintains extensive contacts with other analysts in the Office of Trust Services, Bureau of Indian Affairs, and the Deputy Assistant Secretary - Management assists in data collection (data calls), and matters of administrative and performance reporting.

This is a bargaining unit position.

• Research, interpret and apply federal HR personnel laws, regulations, policies, and practices.
• Provide comprehensive and strategic recruitment and placement advisory services to serviced clients.
• Collaborate with hiring officials to coordinate the specific recruitment needs of the organization.
• Provide position classification management advisor services that typically deal with difficult, complex, and often issues controversial to position management.
• Review current and proposed policies, procedures, and other guidance and provides input in order to improve effectiveness of HR operations and programs.

• Pathways Program Management: Manage daily administrative activities and requirements for student employees. Monitors academic progress for specific educational and program degree requirements and provided advisement towards degree completion, including continued verification of enrollment and academic standing. Manage and maintain reports on student training and development progress.
• Recruitment and Retention: Support nation-wide recruitment to broaden participation of students enrolled in diverse accredited universities and colleges. Provide expertise on creative approaches to assess, plan, coordinate, implement, and evaluate recruitment and retention efforts.
• Reporting and Other Support: Collect and analyze various program and student demographic data and information to support repetitive and consistent data gathering, analysis, tracking and reporting capabilities.

• Reporting and Data Management: Collects and analyzes a myriad of data and information and consolidates into a format that will be included in and become part of a larger study. Statistical data and analyses are generated on a daily, weekly, monthly, or annual basis, depending on the organization's needs.
• Administrative Management: Perform analyses of quality control processes involving controversial or complex administrative or programmatic issues or problems. Provide recommendations on difficult issues or problems impacting major programs, its organizational structure, or the use of new technology in operational processes. Monitor organization's strategy for changes in regulatory developments, workforce conditions, emerging priorities and directives from higher authorities and evaluates their impact on the program and its resources and provides interpretative guidance to subordinate activities.
• Special Projects: Manage special assignments at the direction of the supervisor to support goals and objectives. This includes working through pre-established plans and ensuring completion of work through efficient management of resources and tactful problem-solving skills.

• Produce briefings, decision memorandums and background papers on a wide variety of issues, problems and matters facing the Indian Affairs organization.
• Serves as a senior contact/focal point for the collection of data and information from the various components of the Bureau organization for projects and assignments.
• Assists with representing the Bureau and other senior staff at a variety of meetings.
• Participates in the performance of special studies of policy and program issues involving issues within the Bureau organization.
• Maintains review and coordination regarding select items of a sensitive policy nature between the Director and high-level officials throughout the Indian Affairs organization.
• Performs in-depth analysis of issues of importance to senior leadership within Indian Affairs.
• Keeps Director informed of day-to-day activities that may develop into problems of a controversial or sensitive nature.
