We are currently looking to recruit a Building Surveyor to join the team at Westdown Camp in Wiltshire.

Landmarc are a government contractor, which look after the total FM on the Defence Training Estate across the UK, collectively we look after 1% of the UK land mass, this consists of 120 sites.

This exciting new role will be responsible for scheduling and delivery of the Facility Condition Management (FCM) survey Programme across the South West region. To conduct surveys on the built, rural and infrastructure assets using an App based reporting tool. To manage survey action arising from surveys including those undertaken by others, ensure appropriate remedial action is conducted and the CAFM (Maximo) system is updated. Produce reports as necessary to assist with Programme and project works.

The post will be based at Westdown Camp in Witlshire and regular travel will be required across the East region, to include sites in Somerset, Devon and Cornwall. There is a degree of flexibility in the role, and hybrid working options are available.

Main Responsibilities

Carry out and manage the Facility Condition Management (FCM) surveys programme including:

• Scheduling of survey tasks in accordance with MIRS (SFG20) on the agreed asset list, ensuring the correct tasks are allocated and programmed to the correct frequency and adjusting if necessary for risk assessed tasks and changes to the Buyer’s requirements

• Carry out surveys of MoD level 2 assets (buildings and infrastructure)

• Undertake a visual condition assessment and assign a condition rating for each facility system based on a systematic visual assessment for each Level 2 Asset (OP need 1-3) in accordance with the FCM Guidance Document by using the DIO (FCM App). Guidance for Carrying out Visual Condition Assessments on the MOD Estate

• Work with the regional Planning Manager for Scheduling and allocation of PPM/PM WO to appropriate managers/supervisors/bought in specialists where tasks skill set sits outside knowledge i.e. electrical Aps, Range inspection tasks, catering equipment, Gas networks etc.

• Support the production of regional KPIs that cover FCM inspection

• Act as focal point for all FCM scheduling and the e-working processes

• Liaise with Contract Support Office as required, including completing requests for information and supporting reporting requirements

• On completion of a survey ensure all works identified are action in line with Landmarc’s process and follow on work orders are raised and information entered on to the remedial works register

• Undertake a search on Landmarc CAFM against selected Level 2 Assets and review work order history to identify trends and check works already reported are in place and managed through to completion in line with agreed process maps

• Undertake a 5% review of completed work in month to provide assurance that the reports are accurate and complete, and that recommendations for Billable Works are being identified and recorded

• Report on progress, highlighting areas for concern and take appropriate action

• Ensure that reports and certificates are reviewed in a timely manner and any remedial actions programmed

• To be a responsible member of the regional management team supporting other team members as required carrying out activities including, but not limited to, investigations

The Ideal Candidate

• Knowledge of Hard Facilities Management gained through a Level 5 qualification such as NVQ in a relevant discipline or gained through appropriate experience
• Knowledge of maintenance and inspection methodologies including statutory and mandatory requirements
• Knowledge gained through membership of an appropriate professional body such as IWFM, Association of Building Engineers or equivalent.
• Knowledge of H&S such as COSHH, manual handling, risk assessments and safe systems of work to IOSH Managing Safely level
• Familiar with the RICS New Rules of Measurement
• Experience of surveying built estate assets and grading their condition through visual survey

You will be part of a small team, primarily lone working on the clearing and then cleaning of empty properties on our sheltered and general needs services as well as completing ad-hoc duties such as removal of fly-tipping and gutter cleaning.

The role of Estate Technician will include:

- Assisting with general cleaning and clearing of void properties
- Conducting compliance checks (fire alarms, emergency lights, legionella testing)
- Completing ad-hoc work orders which may include cleaning of gutters and removal of fly tipping from our schemes
- Completing daily work records and maintaining stock levels
- Ensuring tools and equipment are kept in a useable condition
- Working with customers to resolve issues and improve services

The Solar & Battery Construction Project Manager is a key role within the Solar and Battery Delivery team, responsible for a variety of technical and project delivery tasks, supporting the Construction Manager. Principally you will be supporting the Delivery Team in maintaining assigned project compliance across a range of technical platforms that support the Delivery function. You will also support the enabling requirements of projects through the preparation and submission of the REMIT, BEGA, Generation License and CUSC regulatory requirements.

The Project Manager role will be varied and often fast paced with changing priorities.

Key Accountabilities may include:

- Executing specific project(s) from refinement through execution, including key project deliverables up to and including the handover to the Asset Management team in line with company policy and UK Regulations and Legislations.

- Having accountability for the project on various digital project tools such as the Document Management, Contract Management and Project Directors Reports and project reporting cycles.

- Representing the Delivery team on Acquisitions and Development phase projects, working with Engineering on the selection of appropriate technologies and solutions to meet project requirements, onsite coordination of key surveys & studies, supporting the acquisition of land rights & wayleaves, and submission of Planning Applications.

- Preparing and submitting key project Gate documentation, including project programmes, costs, resource schedules and relevant plans in line with Project Governance Requirements.

- Building and maintaining productive and enduring relationships with Contractors, Stakeholders, Communities & the public to support sustainable delivery of projects.

What do I need?

To be considered for this role, we would love you to have:

- Preferably experience in the electricity energy industry, utility construction, or the utilities sector on major projects. Experience of the Solar and Battery sector an advantage but not mandatory.

- Ability to manage delegated aspects of a major project through development and construction in accordance to NEC3 / FIDIC conditions of contract working with aligned consultants and contractors.

- Familiar with Project Management techniques such as APM, PMI.

- Experience of having worked a team in an office environment to ensure various tasks which relate to others are completed to defined timescales and standards.

- Worked in an environment where understanding of multiple processes is required to be able to deliver outcomes of the role.
