We manufacture our own equipment at our Wigan based facility, and regionally operate out of strategically located depots. We are in full control of our service levels; we operate our own transport fleet and own one of the UK’s largest ranges of shoring and safety equipment.

We operate through a national network of depots across the UK. The depots form an essential part of our delivery capability providing key services across the MGF Group, and we are now looking for a proven professional to fill the role as Property Construction Manager to oversee our property investment strategy to ensure continued success and sustainable growth.

If you have a proven successful track record of managing small works to medium size projects and can implement a turnkey approach from concept to final delivery of works, then this opportunity is for you.

The Role:MGF are currently looking to recruit a Property Construction Manager to oversee all large and minor building works for its existing property portfolio across the UK.

This role will ensure all works are planned and managed to deliver the works safely, to the quality standards, on time and within budget in line with the company policies and procedures. To lead in the management of pre-construction activities and to supervise all onsite construction works.
As the Property Construction Manager your duties & responsibilities will be:

Prepare fully scheduled and priced proposals for the execution of depot improvement works which may be more than £1 million
Prepare fully scheduled and priced proposals for minor improvement works across our network of depots.
Gain budgetary approval for all proposed works.
Provide all necessary coordination of personnel/sub-contractors and depot management and technical support in the delivery of construction work activities.
Consistently demonstrate, promote and develop high standards of safety behaviour, leading by example.
Ensure all required cost and progress data is recorded and submitted to the Operations Director.
Ensure the required services, plant, tools and materials are available for use by the working party where applicable.
Review working documentation to ensure the content of the documents are sufficient and relevant to the tasks to be carried out before appointing a sub-contractor or any other 3^rd party.
Able to survey sites and compile information to prepare detailed schedule of works.
Assist in the preparing of the construction phase plans
Liaise with our Depot Operations Managers to facilitate safe access and zoning of work areas ensuring main depot operations can continue.
Issue permits and include in the work pack.
Write RAMS and review and review sub-contactors’ RAMS.
Carry out setting to work of relevant sub-contractors.
Deliver and record daily activity briefs/pre-job briefs. End of shift debriefs & toolbox talks.
Supervise relevant sub-contractors once appointed.
Oversee any direct works and ensure these are effectively managed. This includes working closely with our SHEQ team to ensure the implementation of required health, safety, wellbeing, environment and quality standards are achieved.
Ensure all works being carried out are covered by a safe system of working, all the necessary briefings have been carried out and review/sign off.
Provide management and programming of works, and requirements for plant and materials where appropriate.
Prepare ITP quality records and manage the implementation.
Completion of project handover documentation.
Responsible for utilities coordination and excavation permitting.
Completion of HSE Inspections.
Drive and implement innovation ideas.

Skills & Knowledge RequirementsEssential:

Utilities infrastructure construction experience
Competent to support front-line operational staff
Working knowledge of relevant legislation, codes of practice, safety and statutory regulations
Logical and organised with excellent time management
Capable of producing and signing of programme of works
Ability to prioritise workload, make decisions and meet challenging deadlines.
Good communication skills (written and verbal) and ability to communicate with the MGF senior team and depot operational teams.
Computer literate, with a good understanding of Microsoft word / excel and outlook.
Experience of managing and setting operational teams to work.
Evidence of managing health & safety in construction.
Full driving licence

Desirable:

IOSH or equivalent
Temporary works supervisor.
NRSWA Supervisor
CSCS manager card.
Site Manager Safety Training Scheme (SMSTS)
Street works supervisor.
Deep excavation qualification
Practical setting out experience (use of GPS / Total station).

Operational and commercial astuteness, capable of delivering timely and cost-effective works.
A proven track record of working within the construction Industry.
An HND/Degree qualified professional with a Min 5 years’ experience within a Construction Management role with end-to-end project delivery experience
Demonstrable experience in planning and organising multiple task operations and enthuse a process driven environment
Capable of engaging effectively at all levels with in the business and wider construction industry.
The ability to work in a fast paced, challenging environment.

• To provide monthly reports to the Head of Estates and Facilities detailing progress of all projects against KPI’s of time, cost and quality.
• Responsibility for research and development by regularly undertaking Research and Development activities associated with Estates and Capital/minor work Projects and conducting a range of estates surveys and audits.
• The post holder will have delegated budget responsibility for Capital Programmes which have approval from Trust Board for the values identified.
• Develop and implement an ISO accredited capital procedures manual. Ensure that all tendering procedures are in accordance with Trust and NHS policy.
• Ensure the Property database is updated, has the correct tenure information, rent reviews, break options, rent, landlord and tenants’ details, etc. captured.
• To be responsible for the delivery of high-quality Estate Development schemes.
