As Chief Pharmaceutical Officer (Clinical Director for Pharmacy and Medicines Optimisation) in the organisation, you will engage with all partners, in line with the ICB 5-year plan and Integrated Care Partnership (ICP) strategy, to develop a pharmacy and medicines optimisation shared system-wide strategy and operational plan. This will be through clinical and patient engagement, linking with national policy, regional and local priorities to deliver maximum value and outcomes for patients, the local population and the NHS.

The role will provide strategic leadership for:
• the pharmacy profession and workforce within the ICS
• medicines commissioning and supply
• emergency planning, preparedness and resilience
• medicines and prescribing initiatives with a focus on reducing unwarranted variation, promoting equity of access and supporting transformational change and,
• supporting COVID-19 recovery and the restoration of sustainable services.

The post holder will lead as an authoritative expert in pharmacy and medicines optimisation across all care settings.

They will provide professional highly specialised advice and guidance on matters relating to the use and supply of medicines to the ICB and, in addition, play a full role in the delivery of the ICB corporate agenda as detailed in its strategic plan. They will be corporately responsible for the delivery and review of the pharmacy service both across the ICB, and the ICS.

Working with other executives, they will plan and allocate resources to meet the four core purposes of Integrated Care Systems (ICSs):

· improve outcomes in population health and healthcare,

· tackle inequalities in outcomes, experience, and access,

· enhance productivity and value for money,

· help the NHS support broader social and economic development.

In this senior leader position, the post-holder carries key corporate responsibilities for the delivery of the ICB’s vision, aims and objectives and, in particular, may lead on behalf of the ICB for:

· the safe and effective use of medicines including the system medicines budget,

· antimicrobial stewardship,

· delegated or transferred responsibilities for commissioning, including any delegated or transferred responsibilities for the community pharmacy contractual framework,

· for regulatory compliance for pharmacy service and medicines use, including for controlled drugs.



Our Integrated Care System (ICS) footprint covers a large geographical area of 1,347 square miles and covers a population of around 500,000 people across the area of Shropshire, Telford & Wrekin. The ICS boundaries are coterminous with our two Local Authority footprints of Shropshire County Council and Telford and Wrekin Council.

We have two acute hospitals, with services delivered by one acute trust, The Shrewsbury and Telford Hospital NHS Trust (SaTH). We also have a specialist orthopaedic hospital, Robert Jones and Agnes Hunt Orthopaedic Hospital NHS Foundation Trust (RJAH). Shropshire Community Health NHS Trust (SCHT) provide our community services, and mental health services are provided by Midlands Partnership University NHS Foundation Trust (MPUFT) which covers Shropshire and Staffordshire.

The region is served by the West Midlands Ambulance Service University NHS Foundation Trust (WMAS). Alongside this, our partnership includes our 51 GP Practices, social care services, and our diverse voluntary, community, and social enterprise sector.

The post holder will need to build and maintain constructive working relationships with internal and external stakeholders, including but not limited to:
• Internal ICB staff including managers, colleagues, and senior management as appropriate
• National and regional colleagues at NHS England
• ICS partners, including portfolio leads, Local Authorities and Provider and Place Collaboratives
• Non-NHS organisations
• Members of the public and service users as appropriate
• Matrix work across all other teams to address interdependencies and ensure alignment of mutual objectives
• External consultancy, as required.

They will need to provide expert specialist advice to the ICB and wider ICS partners on all matters relating to pharmacy and medicines (professional, clinical and programme) in accordance with national and regional policy, including the changing opportunities for pharmacy and medicines’ roles and responsibilities.

Be responsible for the ICB medicines and pharmacy allocations and commissioning.

Represent the ICB at regional/national/international levels on issues in relation to pharmacy and medicines.

Be responsible for providing and receiving the highest level of confidential, highly complex and highly sensitive information relating to drugs and patients. Lead on the development and implementation of the ICB Medicines and Pharmacy Transformation Plan (and/or any other related strategy or plan with a role for medicines required locally or by NHSE/I).

This is a 6-month secondment opportunity for an individual working within the Shropshire, Telford & Wrekin Integrated Care System or as part of the Shropshire, Telford & Wrekin based NHS England National Recovery Support Team. The Chief Delivery Officer is part of the Executive Team who will lead the improvement of the ICS on behalf of the Shropshire, Telford & Wrekin system. The Chief Delivery Officer will work across organisational boundaries at the highest level across the System ensuring that the approach to an integrated system operating model, leading at scale improvement workstreams, and alignment with strategic planning and commissioning develops in line with the ambitions of the System in the coming years.

The Chief Delivery Officer has the following key functions as part of the system operating model:
• The System Control Centre
• The EPRR function and the identified Accountable Emergency Officer
• The system elective scheduling function (RAS and TRAQS)
• Programme Management Office
• Service Improvement
