The Supervisory Veterans Service Representative (Assistant Coach) is an integral part of VSC, BEST, or PMC supervisory team; specific duties include:

• Performs the duties of the Team Coach in his/her absence and shares in those responsibilities on a daily basis.
• Ensures that the team's quality and timeliness of service meets performance indicator goals.
• Responsible for the cost-effective use of resources to accomplish the team's assigned outcomes.
• Gathers, interprets, and recommends appropriate action based on a wide range of data addressing service concerns.
• Analyzes and interprets laws, rules and regulations and their effect on the establishment of new policies, procedures, and/or methods of operation.
• Monitor leave balances, approve/deny leave, and certify timecards.

• Communicate with senior management.

• Maintains Internet based personnel security and access control databases for faculty, support staff, students and contractor personnel.
• Implements building access restrictions and ensures controls comply with applicable regulations and guidelines.

Duties to include but not limited to the following:

• Ensures the effective coordination of care between Veterans Affairs (VA) and maternity care providers in the community, and all relevant VA and community specialist providers treating the pregnant Veteran.
• Works with the local VA Medical Center (VAMC) Office of Integrated Veteran Care
  (IVC) to collaborate on referrals for care in the community.
• Ensures coordination of care among relevant VA providers and the Women Veterans Program Manager (WVPM) and Women's Health Medical Director.
• Facilitates coordination of maternity care for pregnant Veterans on inpatient psychiatric units and/or in residential care programs.
• Retrieves statistical data on maternity care and utilization at the local VAMC using Veterans Health Administration (VHA) databases.
• Provides the Veteran with information about the VAMC's process to obtain maternity care and health supplies (e.g., breast pumps, maternity belts, disposable nursing pads, breast milk storage bags, lanolin cream, intra-uterine devices).
• Ensures that Veterans with positive screening results for depression, Intimate Partner Violence (IPV)/Domestic Violence (DV), Military Sexual Trauma (MST), and Post Traumatic Stress Disorder (PTSD) during their pregnancies or postpartum are referred to the appropriate specialists.
• Evaluates care and outcomes to ensure timely and appropriate provision of services. Advocates for holistic care through Veteran/family education and provider interaction and implements an educational plan to meet the Veteran care needs.
• All other duties as assigned.

The Supervisory MSA at this level plans and directs programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility for supervising at least one subordinate team leader or supervisor. Assignments at this level include, but are not limited to: Evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying education or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports in support of performance measures to senior management.

• Issues correspondence to patients, health care providers and other agencies regarding eligibility, IHS policy and regulations, including letters of denial of payment where the requirements of the IHS Program are not met. Maintains program files including letters of denials with all backup material for reason for denial, elective procedures, etc. Completes timely response to Service Unit Appeals through review of case files and all supporting information. Maintains appeal record files in keeping with the appeal process contained in federal regulations or policies.
• Tracks all referrals to non-IHS facilities to include those referrals to other IHS facilities to support the Case Management activities and continuity of care efforts. Participates in the weekly Case Management meetings, takes minutes and prepares the minutes for record and reporting purpose. Researches and follow up with non-IHS facilities on weekly basis for current medical status and costs to determine whether the case will be a Catastrophic Health Emergency Fund (CHEF) case.

• Performs a variety of routine manual tasks in a kitchen or dining area following established procedures.
• Sets up glasses, silverware, dishes, trays, napkins, condiments, and cold menu items such as salads, desserts, bread, and cold beverages on a serving line or tables. Removes dishes and trays from tables after meals. Washes tables and counters.
• Prepares food by sorting, washing, peeling, and cutting fresh fruit and vegetables. Operates, break downs, and cleans all equipment assigned to the area for food preparation.
• Loads and operate dishwashers. Stores cleaned dishes, glasses and silverware. Vacuums and shampoos carpets; sweeps and mops kitchen floors. Cleans windows and washes walls. Cleans and sanitizes trashcans; disposes of trash.
