Programme Manager for Engineering and Motor Vehicles

As Programme Manager for Engineering and Motor Vehicles, you will be working 37 hours per week which breaks down into 18 teaching hours and 19 hours for planning, prep, assessment and management responsibilities.

The ideal candidate would be either an experienced Programme Lead seeking a new challenge, or perhaps a tenured Lecturer looking to progress their career to the next level.

Assisting the Head of Department for Motor Vehicles over at Slough & Langley College, the Programme Manager is responsible for the development and management of the curriculum directly supporting the Head of Department for Engineering and Motor Vehicles and the Assistant Principal in the smooth operation of the department.

Due to the management responsibility of this role, we are seeking someone who has already received a Teaching Qualification of at least Level 4 capable of exceptional delivery and efficient management of the teaching programme within your areas of competence driving student progress towards successful completion.

Through regular assessment and review of the specifications of courses laid out by different awarding bodies, you’ll work with the department stakeholders to develop strategies, and new curriculum features to improve Motor Vehicles and Engineering at Windsor Forest Colleges Group. Assisting in the dissemination of these strategies and monitor the implementation to ensure the success of our programmes to provide the best outcomes for students.

As a Commissioning Manager, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the East of England. A matrix approach is adopted by closely engaging with the regional pharmacist, service leads, and finance and information colleagues in the effective management of contracts and the implementation of strategies and policies. Manage the interface with acute providers and ICBs for all aspects of contract and performance and undertake the supplier relationship management function.

As a senior lead working internally and externally to deliver projects, initiatives and services to time and in a cost-effective way.
• To support the identification and sharing of best practice in [discipline] to support service improvement.
• To operate in a highly political and sensitive environment.
• Support the portfolio of programmes/projects in demonstrating value for money tracking, managing and delivering agreed benefits.

Provide specialist advice and prepare strategic reports and briefings for directors and stakeholders.
• In depth analysis, interpretation and production of complex and multiple reports.

To lead on the annual contract negotiation process with providers within the portfolio. This will include the development of negotiation strategies and may involve cross organisational working to ensure that the best commercial model is developed.
• To negotiate the inclusion of CQUIN and QIPP schemes into contracts to ensure that contracts are signed off within the contractual timetable.
• To provide a lead role in the development of activity plans for contracts within the portfolio, ensuring that strategies for specialised services are appropriately reflected.
• To organise and chair contract and performance review meetings. Produce all relevant information to ensure meeting objectives are achieved.
• To deputise, where required for the Senior Supplier Manager and assist in the delivery of value for money specialised services across the region.
To manage Provider portfolio in accordance with the NHS Commissioning Framework for Specialised Services.
• To produce monthly performance reports including the development and monitoring of trend information and the production of detailedforecasting across the contract portfolio.
• To ensure that risks within the portfolio are escalated to the appropriate Director. This will include the development of mitigation plans as and when appropriate.
• To review the impact of high cost patients and patient outcomes, arrange and manage interventions where appropriate• To assist in the development and implementation of world class commissioning solutions for effective contract letting, monitoring and management.
• Ascertain and document supplier’s service delivery and business intentions to ensure improvements and business benefits are realised in accordance with plans, standards and targets.
• To collaborate with colleagues in primary and secondary care to ensure that performance upstream of the specialised service element of the commissioned pathway is fully understood.
• To actively manage Departmental operating budget and expenses.
Salary Progression
Applicants will commence at the bottom of Band 8b with a full-time starting salary of £58,972, with a pay step increase after 5 years’ service.

These salaries are offered in accordance with NHS Terms and Conditions and the HEE Pay Progression Policy and are subject to annual cost of living review.
