Street Lighting Principal Engineer
Job Purpose
To lead on the formulation, development and monitoring of the future policies and
programmes on street lighting within the budget available. To lead on the
management of the term maintenance street lighting contract, to include supervision of contractor, checking of work and agreeing invoices
Main Areas of Responsibility:
• To undertake all aspects of planning, design, implementation and site
supervision of street lighting projects.
• To manage and monitor the existing street lighting term maintenance contract
and carry out the necessary procurement requirements, including the
preparation of tender documents, when existing contracts are due for re-
tendering.
• Identifying and agreeing annual lighting maintenance programmes and
proposals, including working on setting a programme of priority works.
• Assessing and challenging lighting project proposals, for continuous service
delivery improvements.
• Undertake benchmarking and implement best practice to improve service
delivery.
• Responding to all enquiries on highway related issues.
• Monitoring the effectiveness of highways schemes, including supervision of
the consultants and contractors, identifying issues and measures to improve
scheme delivery and standards.
• To be responsible for delivering the street lighting service within the allocated
budget (revenue and capital), which includes, monitoring and reporting on
progress to the Team Leader and other senior managers/ clients, particularly
around timescales, cost and quality.
• Seek to secure energy savings and wherever possible introduce carbon
reduction initiatives.
• To develop systems that allow for effective monitoring and control of the street
lighting maintenance contract.
• To respond to developers on street lighting designs for Section 38 and 278
works and give technical approval as required.
• To liaise between the Contractor and third parties to agree works
programmes, deadlines to ensure the smooth operation of the contract.
• To continue to develop the street lighting record system and integrate this
information within the Councils Asset Management Register.
• To ensure that Health and Safety procedures are properly followed in respect
of allocated projects, particularly but not exclusively CDM Regulations.
• To prepare reports, drawings and technical information for verbal, written and
presentations to Council Committees and other purposes.
• Assist in the delivery of other Highways and Transportation Services as
directed by senior managers.
• To liaise within the Council and with other outside bodies as required.
• To give technical advice and information and to reply to correspondence from
Councillors and members of the public.
• To represent the City Council at site meetings with outside bodies as required.
• To attend Council Committees / Member briefings as required
Qualification and training
Essential
• Possess a formal qualification or degree in a relevant discipline or extensive
experience within the specialism (A/I)
Desirable
• Membership of a relevant Institution
• Management qualifications/ formal management training
Hours Per Week: 35.00
Start Time: 09:00
End Time: 17:00
Pay Per Day: £239.85
Location: Liverpool, Merseyside
