Role Purpose

11. Support daily planning, coordination and real-time responsibility for the efficient utilisation of resources including directly employed staff and, if appropriate, contractors. Ensuring that work is available, by collaborating with the resource planning manager, Project Managers, Project Supervisors, internal and external customers to maximise the utilisation of resources.
12. Improve the performance of the team.
13. Removal of barriers to the efficient delivery of work across all directorates.
14. Work with Project Supervisors to improve customer experiences.
15. Establishing a process of continuous improvement through Coaching for Performance, the development of staff and utilisation of new technology.
16. To perform Field Engineer operational audits.
17. Contribute to an ongoing high-level Strategic Resource Plan.
18. Support the team in preparation, readiness and implementation for a system emergency at local tactical team.

Nature and Scope

You will be an experienced engineer and leader with a good understanding of the business from an operational perspective. You will be an important member of the Operational team within London and must have integrity and demonstrate intelligent balanced judgement in all matters, in particular those relating to people at all levels of our business. An understanding of the range and type of both professional and trade skills that are necessary in delivering the businesses goals is required.

Job Purpose:

The Project Engineer's role is to deliver the engineering activities within their allocated project team. To undertake the delivery of Construction requirements relating to the UK Power Networks owned assets and associated infrastructure under the direction of the Lead Project Engineer or Construction Manager as part of the Investment Delivery team.

The Project Design Engineer involves technical modelling support for key projects which deliver income targets and maintain client relationships for projects. The role will monitor income and work closely with colleagues across the Council and partners to market services externally.

Evidence of providing technical and modelling support to ensure successful project delivery and working collaboratively to design and deliver joint objectives, is key to success in this role.

Accountabilities

Supporting the Project Delivery Manager with on-site supervision of scheme delivery on behalf of the Council, for Capital, and other schemes led by Operational Delivery. Working collaboratively to ensure these are delivered to specification, on time, in budget and in accordance with Health and Safety Regulations.

Build good working relationships with customers, continually seeking feedback to ensure services meet expectations and identifying improvements to develop a continuous learning environment.

Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

Educated to degree level in a related subject or equivalent proven experience in the field of surface water management. 

Evidence of continuous professional development with expert knowledge in professional area, with membership of an appropriate professional body.

Knowledge and understanding of Flood Risk Management, Land Drainage, Asset Management and the responsibilities of the LLFA.

Demonstrable experience of commissioning, managing multiple consultants and contractors, with an ability to build, create and manage effective multi-agency partnerships with the private sector.

Project management experience, with evidence of successful delivery, including procurement, mandates and legal process.

Highly developed communication skills, with evidence of preparing and presenting clear reports and consultations.

Knowledge of data and asset management, local planning system, legislation and using hydraulic modelling utilising software packages e.g. Micro Drainage. 

Significant expertise in the field of partnership working, formulating plans and strategies, identifying synergies across organisations and the development and implementation of work programmes.

The Flood Investigation Engineer role is responsible for investigating flood incidents, producing publishable reports and working closely with other Risk Management Authorities and residents to oversee local projects, managing flood risk from surface runoff, groundwater or ordinary watercourses. The role will work with Emergency Planning, Highways and Contact Essex ensuring adequate preparation for a flooding emergency in the event of severe weather situations.

With an ability to build good working relationships across the Council and with Local Planning Authorities, ensuring information about local flood risk effectively informs decision making. Regular data sharing and working with engineers from existing land drainage partnerships is key to success.

• Responsible for carrying out on site investigation of flooding incidents and producing reports. Monitoring progress from contributors and reviewing internal investigation and reporting procedures.
• Responsible for the collation of flood risk data across partners, ensuring it is geo-referenced spatially.
• Responsible for managing local flood risk assessments and projects, including property-level protection schemes.
• Delivers assessment of flood warning and met office warnings to inform resource availability and coordination of messages with Emergency Planning.
• Responsible for ensuring the asset system is linked into flood investigation reporting and can be amended following flood events.
• Builds strong networks of colleagues in similar roles to identify leading edge practice and learning, applying this across the Council.
• Specific individual and shared targets and objectives are defined annually within the performance management framework.

• A relevant degree and/or alternative professional qualification, or equivalent by experience.
• Evidence of continuing professional development with expert knowledge in relevant professional area.

This Commissioning Engineer will report to the Lead Commissioning Engineer and will work within Capital Programme and Procurement based in our Colchester and EPN License Area offices. You will be a permanent employee.

You will attract a salary of £76,229 plus car and a bonus of 3%.

Job Purpose

Plan and perform commissioning testing of all types of substation equipment at all voltage levels following current procedures

Provide Design / Standards support

Carry out witnessing of manfacturers commissioning tests to ensure quality assurance and compliance.

Knowledge, Experienced Required

You will hold either a relevant engineering degree or Higher National HNC/HND qualification.

We ask that you have network operational experience as an Authorised Person (AP) of which a period of time would be as a commissioning engineer.

This is a complex field requiring high technical understanding and proficiency and will include the ability to apply practical engineering sense from fundamentals using a logical disciplined approach to problem solving.

Additional IT skills will allow interaction from lap top to complex modern relay schemes to programme, test, extract fault records and interpret results with a right first time approach.

You will lead site-based teams diplomatically rather than using positional power. You will demonstrate the ability to understand and rationalise conflicting points of view to reach an optimum solution.

Principal Accountabilities

• Ensure safety management prevails throughout all responsibilities and that safety performance is maintained within parameters defined by the Executive. Promote the zero harm philosophy.
• Plan and manage the programme of commissioning work testing and plant acceptance testing leading to safe energisation and successful project completion for both internal and external customers.
• Develop and agree commissioning plans and programmes for projects applying sound engineering knowledge to set standards and ensure through and complete testing of new schemes
• At design reviews working with in-house, contractor and supplier experts evaluate designs, delivering optimisation, leading to scheme design understanding, reduced risk and complete testing methodology.
• Check and apply software programmable logic and settings to protection schemes checking operational and making adjustments to the scheme logic.
• During commissioning testing, diagnose problems and propose modifications to scheme design to provide desired operability.
• As a recognised expert, investigate, advise, diagnose and correct mal operations that occur during the life of the equipment. Drawing on the skills of senior commissioning engineers, collaboration with technical experts in other organisations propose the root cause and to develop permanent solutions to the issues. Often this is required to tight timescales when network equipment has failed in service.
• Work with Network Control, planning and authorising safe energisation of plant on to the network.
• To ensure that Customer Minutes Lost (CML) and Customer Interruptions (CI) are minimised as a result of the activities of commissioning new plant and that schemes will deliver lower numbers over the life of the project.
• To witness contractors testing and to coordinate the use of test sheets, test routines and policy applied.
• Ensure that all settings applied to relays are confirmed back into our company database before energisation. All as built records are completed by contractors and employees to ensure records of work are maintained.

Nature and Scope

Commissioning and the associated quality assurance occur throughout the process of delivering the network capital programme. From the early broad design review to detailed design checks at the later stages. Equipment is checked, tested, safely energised and records updated as part of the process. The role is one of teamwork with many other specialists and colleagues.

Commissioning equipment requires communication and understanding with technical staff Contractors, Suppliers, and Customers and internally with designers and project managers. Technical problems that occur on site are normally handled locally where you will find a way to achieve the end often without reference to higher authority. Often there is no right answer. For this reason communication must be enthusiastic and unambiguous. Risk is often reduced by an ability to understand and rationalise conflicting points of view to reach the best solution.

Work is normally on sites with varying degrees of accommodation. The majority of the work is site-based including outdoor and indoor construction areas and site-based office locations.

Work often has to take place outside normal hours to lower the risk of customer interruptions whilst new plant is commissioned and tested. The planning process towards this can be very long term.

Limited technical guidance is provided to you and normally you will have to request help. General remote managerial guidance is provided.

You will contribute to the development of commissioning testing. Outline rules and policies exist to guide you. New developments are being incorporated into designs all the time resulting in your continuos learning. Commissioning engineers are often required to provide expertise to operational staff when faults or failures affect customers' supplies.

The workload tends to be peaked towards the summer and early winter months and as a result of network outage risk, customer requirements and the demands of the programme, flexibility of working times is required leading to work outside normal hours. You will be a major influence on prioritisation and planning of work.

Decisions on testing and energisation lay with you. You are normally the technical authority on site for resolving problems, faults and failures Cooperation with experts from suppliers, internally and contractors ensures a balanced outcome to site initiated design alterations and acceptance.

Health & Safety Responsibilities

Managers and supervisors carry both legal and company responsibilities for ensuring the health and safety of their employees, those under their control and those who might be affected by the work undertaken, i.e. public, visitors and employees of other organisations. This includes briefing individuals working for them and ensuring there is the necessary understanding, competence and application of requirements to work safely and without harming the environment.

Employees will ensure they understand the health and safety risks involved in their work activities and their responsibility to apply the controls needed to manage those risks to acceptable levels. Similarly where work activities can have an adverse impact upon the environment, and where there are legal requirements, employees will understand those impacts and the controls they must ensure are applied.

Employees need to be aware that for some craft and operational roles that work at height, or use fall arrest devices, there is an upper weight limit of 116Kg due to maximum safe working load of the safety equipment that is used.
