Objective of role

Working to the Assistant Director of Finance – Adult Social Care and Public Health you will have the opportunity to influence the direction of the finance business partnering offer to the directorate. You will support our staff to adapt and make the continuous improvements needed to transform Adult Social Care, working collaboratively to deliver high quality finance information supporting the directorate achieve the efficiencies needed to enable our services to flourish.

About the role

Leadership and Management: You will lead by example and manage the Financial Management team within the Adult Social Care and Public Health directoratewith the primary aim of delivering an outstanding finance business partnering service.

Regulatory Compliance: You will be able to demonstrate a thorough understanding and knowledge of legislation affecting local government finance and service delivery including legislation affecting Adult Social Care Services.

Experience: You will have proven experience of advising and supporting senior managers on key strategic matters relating to finance including undertaking complex financial calculations, options appraisals, sensitivity analysis and variance analysis.

Communication: You will connect better possessing excellent communication skills with an ability toexplain and accurately present complex financial information that non-financial professionals can understand and have confidence in.

Performance Management: You will embrace difference and think bigger to drive the team to deliver continuous improvement to ensure that reliable and robust financial information is provided to support decision making and financial reporting.

Professional Development: Embracing opportunities for personal and professional growth in an ever-changing environment, you will foster a culture of ongoing learning within the service.

Essential Qualifications, Skills and Experience

• CCAB qualified or have relevant experience in an accounting role in local government preferably within Adult Social Care.
• Strong leadership skills with the ability to inspire and motivate others.
• Effective communication and interpersonal skills.
• Commitment to maintaining and improving the quality of services provided.
• Experience of providing advice to secure effective delivery and value for money across the directorate and communicate complex financial issues to all levels of the organisation.
• Ability to work to deadlines and prioritise tasks to deliver on service goals and ambitions is a must
• Proficient IT skills to use spreadsheets, financial systems and other relevant packages for analysis and presentation.

Job Title: Finance Manager

Salary Range: £48,600 – £58,893 per annum

We are looking for a dynamic, forward-thinking, problem-solving team member to join our successful Programme Management Office which is responsible for delivering a wide range of capital projects in schools, residential and commercial properties and corporate buildings across the Richmond and Wandsworth boroughs.

As Finance Manager, you will be required to provide a comprehensive finance management and information service to support the capital projects and programmes being delivered by the PMO. Responsibilities include management, monitoring, review and reporting of spend and commitments at programmes and individual project level ensuring the projects expenditure is in line with agreed yearly cash flow and achieves targeted capital spend. You will provide advice to the Head of PMO in the management and monitoring of departmental budgets. This is a senior role within the PMO team and you should have experience of financial controls of projects and Council financial procedures and regulations.

This role has direct line management responsibility for the Assistant Finance Manager.

Duties will include but not be limited to:

• Responsible for the training, development and work allocation of the Assistant Finance Manager.
• Responsible for the administration and processing of the project payments ensuring there is a clear auditable account of monies expended.
• To be responsible for operating Council virement procedures for building works, recommending, and overseeing transfers between budgets and advising on the treatment and processing of client fees/on-costs.
• To be responsible for the maintenance and management of systems to record accurate programme and financial information on the capital programme and contribute to the continuing development of relevant IT systems to support this.
• Regular liaison with Corporate Finance to agree and monitor capital programme expenditure and budgets.
• To be responsible for the transfer and management of school “devolved capital” funding within the capital programme in liaison with schools and other department colleagues.
• To prepare submissions for internal capital and external funding bids made to the DfE and EFA, acting as departmental link officer, and co-ordinating the financial arrangements for projects involving a range of different internal and external funding sources.

Essential Qualifications, Skills and Experience

• Knowledge of the Council’s financial regulations, processes and procedures applying to the capital programme, payments and procurement.
• Extensive experience of working with local authority financial procedures and arrangements.
• Ability to organise and prioritise own workload, and to meet multiple/tight deadlines.
• Ability to use standard IT packages, specifically Microsoft Excel, to an advanced level as required by the role.
• Education to degree or higher education level or equivalent by experience.
