The primary objective of the role is to lead large scale, complex transformation programmes and projects across the East Suffolk and North Essex NHS Foundation Trust (ESNEFT) organisation and the wider health and social care system.
This will include designing and delivering programmes and projects in accordance with ESNEFT and wider system and alliance strategies in addition to providing direct support to the Deputy Head and Heads of Transformation as required.
The role will be predominately based at Colchester, however, with various components requiring work across both Colchester and Ipswich Acute Hospital locations as well as Community Hospital locations.
You will:
• Lead delivery of specific transformation programmes and projects across primarily Urgent & Emergency Care and Community Services, in accordance with ESNEFT organisational and wider system alliance strategies, business plans and CIP programmes.
• Support both the Deputy and Heads of Transformation for ESNEFT, to ensure that the Transformation programmes and projects are planned and managed effectively, ensuring safe and seamless integration with other existing processes and services.
• Direct line management of staff within the transformation team, working to defined programmes/projects.
• Support and enable the wider aims of ‘Making Time Matter’, the Trust’s wider change and continuous improvement programme.
• Embed the principles of transformation into clinical and service delivery.
• Contracting with customers/ key stakeholders to agree appropriate project timeframes, key performance indicators (KPIs), parameters, deliverables and handover processes in advance of project starts.
• Produce programme charters, project initiation documents (PIDs), project plans and highlight reports for the transformation programmes/projects for which the post holder is responsible; including the development of new ideas through to completion and sign-off.
• Ensure delivery of plans in accordance with milestones and achievement of KPI’s, completing accurate and timely reporting of all transformation outputs.
• Setting up monitoring mechanisms to review performance against KPIs and project milestones, taking action as necessary to secure delivery.
• Take the lead in building capabilities in relation to relevant improvement methodologies, approaches, tools and techniques, and facilitate frontline staff to test, implement and spread sustainable improvement across a system of care.
• Lead process improvement projects to deliver change and efficiency.
• Chair project groups and other forums / meetings as required.
• Lead organisation and system-wide workshops and project groups.
• Give regional and organisational level presentations on transformation progress, sharing best practices and alignment to national recommendations.
• Design innovative, effective and lasting solutions to complex service problems.

Leadership
Work in a strong and effective corporate manner with key stakeholders to clarify, translate and describe transformation programme and project briefs and deliver highly effective outcomes in a politically sensitive and sometimes contentious environment.
This will involve:
• Build strong influential relationships with staff at all levels within ESNEFT and the wider system alliances.
• Build effective alliances to ensure programme priorities are understood and reflect the needs of patients, in order to have significant impact on safety, quality, performance, patient and staff experience and staff effectiveness.
• Act as an ambassador for change, leading innovative and ‘out of the box’ thinking, researching and promoting best practices to ensure effective and fresh ideas are identified and developed.
• Develop as an acknowledged leader and specialist in innovation and improvement initiatives.
Planning, Development and Delivery
• Design, plan, manage and deliver on time and within budget, complex, multifaceted projects, through a process including setting objectives, resources, milestones and measures of success which deliver significant change.
• Ensure appropriate data collection systems are in place or established to ensure changes are evidenced-based and service improvements can be quantified and monitored.
• Ensure that evidence-based practice is fully and effectively deployed in all project work.
• Apply creativity and innovation techniques to projects including learning from non-healthcare sectors i.e. commercial, retail, design.
• Ensure efficient operational management of projects of work ensuring the maximum return on investment and the delivery of excellence.
• Ensure a focus on objectives which deliver the highest standards of performance and patient care.
• Develop and operate performance management systems for projects with a particular focus on productivity measures, quality metrics and cost reduction, set by the NHS, commissioners and regulators.
• Ensure alignment of projects with finance information, patient safety, patient experience and organisational development agendas.
• Provide regular written project reports for boards, committees, key stakeholders as required.
Communication
• Prepare and present high quality reports on the range of projects led by the post holder.
• Undertake excellent communication strategies with those involved in the redesign of services.
• Identify, involve and incorporate the views and needs of patients, the public, NHS staff and stakeholders and ensure their voices are evident in all stages of work
• Create strong partnerships and working relationships with other change leaders so that initiatives are developed in coproduction with the wider healthcare system
• Liaise with other local NHS and social care providers, maximising co-operation and joint
