As the Governance Operations Specialist (Organization Title: Deputy Corporate Secretary) you will provide assisting in the effective management of all activities, operations and matters related to the Board of Directors (Board), Board Committees (Audit and Risk), the Board's Public Hearings, the Investment Committee, and the Credit Committee. The incumbent will:

• Support the Corporate Secretary and OGC's leadership in managing the multi-faceted governance operations for DFC's multi-line investment and development finance transactions and activities as well as maintaining and advancing relationships with the Board, including agency liaisons supporting the Board members designated by the various agencies.

• Serves as a liaison/spokesperson to institutions, such as other U.S. government agencies and the Hill, and advises the CBO on how these institutions' policies and objectives effect EXIM's operations and programs.

• Develops program and product line budgets and uses the business cases to justify/request project budget and provides input to planning budget, security, configuration management, and problem management processes.
• Directs, leads, and coordinates activities of complex IT programs and product lines to ensure established milestones are accomplished on time, within prescribed funding parameters, and in accordance with client business objectives.
• Designs or conducts analytical studies, cost benefit analysis, and other research, and reports on milestones and budgets.
• Determines and secures all resources required to plan, analyze, develop, and implement the assigned programs and product lines.  Assembles a team of technical experts and acquires resources including corporate and vendor IT services, equipment, and other necessary items.  Coordinates resources across organizational elements if necessary.
• Analyze clients information system requirements and consult with clients to determine appropriate product or services necessary to satisfy requirements.
• Develops Contractual documentation (Statement of work (SOWs) and Statement of Objectives (SOOs) for task orders leading to acquisition of IT systems, equipment and services required for programs and product lines assigned.  Reviews and evaluates contract proposals.
• Conducts oral discussions with FDIC personnel at all levels and with representatives from other banking agencies, the banking industry, contractors, and the general public.
