As a General Engineer, you will:

• Lead planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities.

The Community Living Center is comprised of Three (3) distinct neighborhoods: a 10-bed Hospice Unit, and a 66-bed combination Long Term Care/Short Stay Unit/Rehabilitation. The program is designed to provide optimal comprehensive resident care within available resources and is consistent with the Health Care System and Nursing Service mission, philosophy, and goals. The length of stay for veterans in the unit may range from a few days to several years. The length of stay is determined by the individual needs of the veteran, potential for rehabilitation, and availability of resources for discharge to the least restrictive environment. Discharge planning and patient/family education is initiated upon admission and continues throughout the veterans stay in the Community Living Center.

The Restorative Registered Nurse within the Community Living Center will oversee a program designed to improve or maintain the functional ability of Veteran residents, so they can achieve their highest level of well-being possible. This program concept actively focuses on achieving and maintaining optimal physical, mental, and psychosocial functioning. Generally, restorative care is initiated when a resident is discharged from formal physical, occupational, or speech rehabilitation therapy. The Community Living Center has an interdisciplinary team that includes staffing representing Nursing, Dietary, Social Work, Pharmacy, Occupational Therapy, Physical Therapy, Nurse Practitioners, and Physicians. The interdisciplinary team meets each week to discuss care planning and needs of patients. Nurses are competent in the management of patients with complex diseases such as Diabetes, CHF, COPD, Cancer, and Dementia. Staff receives education in other areas, including pain management and end of life care.

The Lead MSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Assignments at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employees work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as liaison between MSA and staff in order to resolve day to day conflicts.

The Lead MSA works collaboratively in an interdisciplinary coordinated care delivery model and performs all related duties; customer service and other duties assigned for the proper and timely treatment of patients and assure appointment schedules are maintained by MSA staff for one or more outpatient clinics. The Lead MSA must assist with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs.

The Lead MSA will have the responsibility of performing the duties related to the Beneficiary Travel Program which includes assuring travel requests are processed in a timely manner and that they are reviewed and appropriate documentation completed before sending to Has or Fiscal Service. The Lead MSA will also train the MSA staff on how to process the beneficiary travel requests. The Lead MSA must assure that the requests entered by the MSA staff are reviewed by the Lead MSA or Supervisory MSA and if the requests are entered by the Lead MSA, they are reviewed by the Supervisory MSA or Supervisory Medical Administration Specialist/designated management staff.

Supports patient safety standards using the correct Veterans Affairs identification of all patients through the use of two forms of identification, name and full Social Security Number. The patient may also present the Veterans Health Identification Card (VHIC) for identification. When assisting the MSA staff in the check-in process, he/she must use each interaction with the patient to validate and update patient demographic information, either in person during check-in or over the phone, to decrease the incidence of returned mail due to incorrect addresses and inability to contact patient by phone due to incorrect number.Assures MSA staff explains the VA's mandate to collect insurance information to veterans, their families, and other eligible patients.

Assures staff collects, scans, and updates health insurance information serving a major role in the revenue process. The incumbent(s) contributes to the revenue collection process by identifying patients with third party insurance. Promotes veteran registration for and utilization of MyHealtheVet (MHV).

Assures front line contact with patients and staff by setting the tone for perception concerning quality of healthcare services at the VA. A high degree of tact and diplomacy is required when dealing with veterans who have multiple health problems and who may be frustrated with the administrative process associated with diagnosis and treatment. A caring, compassionate and sensitive manner is essential when explaining procedures to veterans and their family members both in person and on the phone. When records are received, the incumbent(s) will ensure that all necessary health/administrative information are integrated into Computerized Patient Record System (CPRS) by sending the documents to the appropriate department for scanning.

Incumbent(s) must be able to train staff on the requirements of VHA Scheduling Directives and complete accurate scheduling responsibilities:
a. Schedule appointments and utilize the Electronic Waiting List accurately in a timely manner. All appointments will be made with the patient's input, either in person or by phone. This may require a high level of coordination to avoid patients having to make multiple trips to the medical center or clinic whenever possible.

Major duties include but are not limited to the following:

• Responsible for working with the DVAHCS Education Department and OAA in establishing affiliations with university audiology and speech pathology clinics. This includes conferring with several university department chairpersons, faculty clinic program directors, and university legal counsel for agreement compliance.
• Maintains a database of all university of affiliates with their respective contacts including university accreditation information.
• Possesses the Certificate of Clinical Competence in Audiology (CCC-A) from ASHA and/or is a Fellow of AAA (F-AAA) until obtaining their CCC-A, and serves as the Point of Contact for all university matters including disciplinary and grading actions.
• Develops and maintains an Audiology and Speech Pathology training handbook with the policies and procedures of the DVAMC and the ASPS Service.

2. Introduction to each of the services provided within the clinic
3. Infection Control and RME procedures for each piece of equipment
4. Training on each piece of equipment located within the respective clinics
5. Criteria for referral to other clinics or specialty testing within /outside of ASPS
6. Introduction to the disciplinary teams the Audiology and Speech Pathology students will rotate through

• Coordinates and mentors students to complete hearing screening exams for Police, Boiler Plant and other employees as requested by Occupational Health Service.
• Requests input from all staff on student progress and signs off on all clinic contact hours for students per affiliation (written, electronic TYPON system, or other applications).
• Maintains contact with affiliate at least twice per semester (mid-term and final evaluations) and arranges for site visits from University affiliates as needed.

Duties include but are not limited to:

• Performs Healthcare Planning/Design Management: provides a broad review of all disciplines of Engineering when applied to a healthcare environment to support construction document reviews and preparation; plays an essential role in resolving conflicts in designs and in the construction field to reduce and prevent large cost and time impacts for projects while ensuring the project VA standards and adopted codes; performs evaluations on medical care programs and services to ensure assigned projects are aligned
• Manages Healthcare Design and Construction Administration: uses independent seasoned engineering judgment in evaluating and performing scheduling and layout of operations, inspection, and surveillance of materials, methods, and equipment used in construction; responsible for managing and dealing with constantly changing priorities and deadlines based on engineering workload; responsible for training the facility maintenance staff on new equipment or complex utility systems to ensure the staff have the comprehensions, qualifications and understanding of the systems to maintain and operate.
• Performs Healthcare Construction Management and Post Project Activities: provides direction and guidance to the contractor for construction within the facility; provides training and guidance to the contractor to improve the contractor's ability to work within the medical facility requirements and confinements to better perform the scope of work; performs scheduling and layout of construction operations, and inspection and surveillance of materials, methods, and equipment used in construction.
