This position is a mission critical occupation for HRSA. This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

This position will be filled as a competitive temporary appointment not to exceed 1 year. The appointment may be extended for an additional 1 year and can be made permanent without further competition. This is a supervisory position, and the selectee may be required to serve a one-year supervisory probationary period.

As the Supervisory Management and Program Analyst, you serve as the Division Director for the Division of Program Operations OR Deputy Director for the Division of Customer Support, your major duties and responsibilities include:

• Exercising delegated authority in providing leadership and guidance regarding the administrative and human resource management functions relative to the staff supervised.
• Participating fully with the Director in providing executive leadership for the Division staff, plan, execution, problem solving, delivery of outcomes, and integration/coordination with other Offices activities.
• Providing authoritative advice, recommendations and guidance to the Director and leadership on the appropriateness and direction of current program and policies and the need for policy or program changes.
• Serving as a principal advisor and consultant on broad issues by analyzing issues that arise from legislation, budget proposals, regulatory actions, and other program or policy actions.
• Developing, coordinating, and preparing reports, briefing papers and other documents for formal presentation.
• Supporting the Division Director in providing guidance and direction in the efforts of staff to develop and implement policy and program operations for the Provider Relief Fund and other programs administered by the Division including the evaluation and review of regulations, manuals, program guidance and memoranda, policy letters, and instructions for policy activity.

As a Branch Chief of the Division of Home Visiting and Early Childhood Systems (DHVECS), you will be directing programs of national significance that inform the agency's mission and result in significantly improving access to high-quality essential public health programs, that aim to improve the health and wellbeing of the nation's young children and their families.

Your major duties and responsibilities include:

• Advising departmental leaders on public health principles, trends, resources, evidence based interventions, and latest developments to build strategic alignment of grant and contract priorities across the Division to stimulate collaboration and advance the areas of perinatal health and early childhood development, data, analysis, and evaluation related to the fields of health promotion, optimal social and emotional development, injury prevention, prevention of child maltreatment, and advancements of system-based strategies to improve early developmental health and family well-being.
• Evaluating and analyzing the efficacy of programs to fully demonstrate program impact both qualitatively and quantitively; drafting reports, publications, and other materials to disseminate findings, and respond to internal and external data inquiries to communicate recommendations to advance the maternal and child health field.
• Advising on the development of logic models and program performance measures, ensures program data reporting systems, tools, and procedures for monitoring and analysis are included in program design, as well as assures that all activities are compliant with legislative authority.
• Leading Federal and non-Federal stakeholder engagement to identify gaps, advance evidence-based programs, reinforce the impact of ongoing activities, and develop innovative broad reaching programs that further the Branch's vision and approach to achieving optimal health for pregnant people, young children and families.
• Serving as a member of the leadership team within the Division and promoting innovative problem-solving, role-models integrity, acts fairly and respectfully, and fosters a diverse and accepting work environment.
• Supervising an interdisciplinary team of professionals with expertise in disability, medicine, public health, public policy, maternal and women's health, perinatal health, statistics, economics, data analytics, evaluation, impact analysis, modeling, program management, process improvement and/or administrative support.

• The duties may include, but are not limited to:
• Formulates Agency budget policy; coordinates, interprets, and prepares formal Agency budget proposals and requests, both for annual appropriations and emergency funds.
• Directs and oversees the development, preparation, and review of all budget planning and presentation documents and materials.
• Determines the availability of funds, including appropriated reimbursable, trust, user fee, and transfers from all sources to meet Agency program and administrative needs.
• Evaluates and recommends allocation adjustments or transfers between programs, units, or locations and directs the implementation of approved recommendations.
• Serves and key spokesperson for the Administrator and Under Secretary in dealing with the Department Budget and Program officials, 0MB, and Congressional Appropriations Committees.
• Oversees the development and approval of jacketed correspondence having budgetary implications for the Administrator, Under Secretary, and the Secretary.
• Directly supervises the BPAS staff and advises other APHIS staff in the budget policy formulation, justification, and management activities.
• Assigns and reviews the work of staff to ensure timely performance, soundness, and value.
• Initiates recruitment actions for job vacancies. Evaluates applications, conducts interviews, and recommends selections.

ABOUT THE POSITION

The Director is fully responsible for the overall management, design, development, evaluation, and coordinating of activities for the Center. Implements a full range of duties including all matters concerning personnel recruitment, selection, and performance assessment; development and control of the Center's budget and approval of activities requiring the Center's resources. The incumbent will have oversight and authority of the Block Grant Program for data collection, evaluations, and the National Data Base(s).

Provides leadership in the development of a national substance abuse and mental health epidemiological studies program, including surveys, studies, methodological developments and systems which may involve over 3600 clinics, 1000 programs, 56 State and Territorial mental health and/or substance abuse programs, and numerous federal agencies.

Exercises oversight responsibility for epidemiological studies and service system data collection activities performed by the components of SAMHSA and provides expertise relative to epidemiological field investigations, research methods, statistical analysis and systems design. Assists the components through creative program management and development, in maximizing existing data analysis and collection programs to meet the new and changing needs of the field.

ABOUT THE POSITION

Supports the Director in oversight of all administration functions, including human resource planning and management, financial management and analysis, performance monitoring and reporting systems management, action item tracking, data request coordination, space planning, and any other related activities to assure the fulfillment of the overall administrative standards and process for the office.

Supports the Director in planning and implementing policies and initiatives related to behavioral health statistics, program evaluation and/or epidemiology.

Executive managerial and diplomacy skills are required to perform a variety of high-level policy coordinative, consultative, advisory, and management services. Provide executive leadership in the establishment of short and long-range goals, objectives, and plans for substance use disorders and ensures consistency with goals and objectives established by HHS, the Office of National Drug Control Policy (ONDCP), other federal agencies and the health community.

Provides advice to the Center Director in coordinating and establishing policies, procedures, and standards for cross agency program initiatives i.e., data analytical designs and strategies, evidence based program evaluation and health information technology.
