• Administer and perform duties related to the execution of a variety of public health programs within the Community Health Management and Force Health Elements.

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Major Duties:

This position involves maintenance and repair of grounds, exterior structures, buildings, and related fixtures, requiring the use of a variety of trade practices associated with occupations such as carpentry, masonry, plastering, painting, and other related trades. Duties include but are not limited to:

Carpentry
The incumbent uses skilled techniques to construct, install, repair, and modify wood and wood substitute structures and items requiring close tolerance fit and structural soundness. Typical work assignments include constructing and repairing a wide variety of structural items such as building frames, rafters, concrete forms, walls, staircases, door and window frames, interior and exterior trim, and miscellaneous items such as workbenches, counter tops, bookcases, equipment cabinets, computer consoles, and items requiring limited decorative trim and molding. The incumbent lays out and installs various modular furniture assemblies. The incumbent sets up and operates a wide variety of wood working machines and tools. The incumbent assembles items with a variety of joining techniques such as miters, rabbets, dados, biscuit, and mortise and tenon, and use glues and adhesives to secure wood pieces, veneers, and counter tops. The incumbent uses wood, metal, and various composite materials when installing or replacing interior partitions, flooring (to include carpet, laminates, VCT and other industry standard types), panels, suspended ceilings, counter tops, and moldings. The incumbent interprets drawings, blueprints, and specifications independently, and determines the layout and work sequences and types of lumber or special related materials. The incumbent plans and carries out projects from initial layout to completion. Accuracy, spacing, fit, and structural soundness and finished appearance are essential.

Plastering
The work also involves mixing, application, and finishing of plaster surfaces in the construction and repair of interior walls and ceilings. The incumbent performs new - plastering on all types of backgrounds such as metal, wood or gypsum lath, wallboard, and masonry surfaces, as well as repairs and patches plaster and stucco surfaces.

Masonry
Work also involves the maintenance, repair, alteration, and construction of exterior and interior surfaces and structures built of a variety of brick, block, and stone. The incumbent works from oral instructions, blueprints, work orders, and rough sketches. The incumbent plans and lays out the work to be done, selects the proper tools, determines materials to be used, and accomplishes the work in accordance with appropriate methods and accepted trade practices. The incumbent lays common and face brick, firebrick, cinder and cement block, glass block, terra cotta, and various artificial and natural stone in constructing and repairing such items as walls, walks, manholes, boilers, and catch basins. The incumbent lays whole brick in straight, horizontal rows, corners, and more complex curvatures for structures that may include large planters, stairwells and architectural features.

Painting
Paints surfaces by patching, sanding, dusting, and applying paint by brush, spray, or roller to interior or exterior surfaces. Determines the methods, techniques, devices, and materials that are best suited to the surface finish required to insure surfaces have a smooth textured and decorative appearance, for example glossy finish, flat finish, grained effect, or a finish that must meet specified thickness. Prepares surfaces by hand and power sanding, sand blasting, wire brushing, filling, shaping, and leveling with metal and synthetic resins. Mixes and applies pre-coating agents such as pickling and alkali compounds to remove scale, rust, dirt and old paint from surfaces so that coating materials will adhere properly leveling dents and scars. Applies coating materials including paint, varnishes, shellacs, and special painting materials with any of the accepted trade devices including brushes, rollers, rollers with extension handles, airless spray guns including pole guns and graining devices designed to give special effects. Uses coating techniques that insure surfaces are fully coated, protected and free from drips and runs.

Manages and directs the administrative activities of health care professionals who are responsible for the medical, dental and allied health services of the facility, and for overseeing the provision of the best possible patient care to the inmate population.

Health care services provided include inpatient and outpatient care in either an institution setting or at a local hospital, as well as routine health maintenance services, emergency services and chronic care of inmates with long term illnesses.

Serves as a cost center manager to prepare estimates and administer an annual budget. Manages a procurement system to provide adequate levels of medical, surgical, dental, and pharmaceutical supplies.

Provides administrative supervision to subordinate staff which may include an Assistant Health System Administrator, Pharmacist, Clinical Nurse, Medical Records Technician, Public Health Service (PHS) staff, contract staff, etc.

Establishes and maintains good relationships with local hospitals and other health service installations, representatives from colleges and universities, accrediting agencies and the community at large, for the purpose of promoting understanding of quality care and the health care delivery system.

Develops and coordinates internal review systems to assure compliance of the standards of the American Correctional Association (ACA) and Joint Commission standards, as well as other regulatory groups and higher agency authorities.

Implements the agency’s re-entry initiatives including timely Inmate Skills Assessment data entry at admission and evaluation of health status documented in an updated electronic exit summary at release.

Ensures the provision of release medications and electronic transmission of health records to community healthcare providers rendering continued medical or mental health care when applicable.

This includes MCPs, policies and procedures regarding VHA's Office of Academic Affiliations (OAA), Medical Residency Programs, Associated Health Programs, Scholarship Programs, Nursing Education Programs and multiple other programs within the Education Service portfolios of staff and trainee development.
• Facility expert regarding these MCPs, handbooks and procedures; as such, has knowledge and expertise in the corresponding regulations of national VA, OIG, accrediting bodies and academic affiliates.
• Bargain at the national level regarding MCPs that require union bargaining.
• Provides education, training, consultation, and recommendations to CVHCS's executive team, academic affiliates, chiefs, site directors, HPTs, and medical center staff.

The applicant will be the first point of contact for complex calls. Extensive knowledge of the medical center policies and directives is required to respond to inquiries from Veterans, staff, and other agencies regarding applying for health care, eligibility. The applicant will receive incoming calls from patients, family members, and outside agencies. They will independently use and navigate through Veterans Health Information Systems, technology architecture (VISTA) and the electronic health record (CPRS) obtaining and identifying information while determining the nature of the call. The full performance level AMSA will know how to properly document notes in the patient's electronic health record and relay messages and direct calls appropriately.

The applicant verifies eligibility and entitlement for benefits of all applicants using various methods including income assessments, military discharge documents, Veterans Information Solution (VIS), Veterans Enrollment System (VES), Common Security Employee Manager (CSEM), Veterans Benefits Management System (VBMS), and other means and communication avenues to VA and external entities. The applicant manages catastrophic disability and hardship requests. The process of verifying eligibility is complex and criteria differ for each type of benefit applied for.
