Major duties include, but are not limited to:

• Establishes internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process.
• Independently secures the required administrative and managerial support to meet operating requirements.

• Serves as an Alternate Facility Hazardous Recall Coordinator.

• Coordinates the personnel management program for Logistics Service, performing all aspects of human resources requirements. Advises the Chief and Supervisors regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, employee career development, human resources training, and other human resources related activities.

TIME LIMITED POSITION: This time-limited position will provide the peer support apprentice the time to learn and develop the necessary skills to perform as a peer specialist and to earn a peer specialist certification. After successful completion of a State or VA-approved contract vendor's peer specialist certification training process, and the necessary year of specialized experience, and time-in-grade requirements, the position would be eligible for a permanent, peer specialist position.

The Peer Support Apprentice functions as an interdisciplinary team member, assisting physicians and other professional/non-professional personnel in a rehabilitation treatment program. Peer support apprentices perform a variety of therapeutic and supportive tasks that include assisting Veterans in articulating their goals for recovery and personal wellness, learning and practicing new skills, helping them monitor their progress, assisting them in their treatment, modeling effective coping techniques and self-help strategies based on the apprentice's own recovery experience, and supporting them in advocating for themselves to obtain effective services. The position functions as a role model, exhibiting competency in personal recovery and use of coping skills and serves as an advocate, provides information and peer support services for Veterans in outpatient, inpatient and/or community settings. This individual must develop the ability to assist others in treatment, based on the principles of recovery, wellness, and resiliency, by promoting self-determination, personal responsibility, and the empowerment inherent in self-directed recovery. By inspiring the hope that recovery and resiliency are achievable goals, the position can assist and empower Veterans, who are diagnosed with mental illnesses and/or co-occurring disorders, as well as other chronic illnesses or injuries, to achieve their personal recovery goals. The position performs a wide range of tasks to assist Veterans in regaining independence within the community and mastery over their own recovery and wellness process. As an entry level position, most duties are performed under close supervision by either a licensed independent provider (LIP) or a non-licensed provider who works under a LIP. The purpose of the supervision is to facilitate learning and the development of skills. The knowledge required for this position will be attained through ongoing instruction provided by the supervisor or designee (e.g., the Local Recovery Coordinator). In addition, the position must complete a State or VA-approved contract vendor's certification training process, to be eligible to be hired as a peer specialist.
Duties include, but not limited to the following:

• Participates in the service, training, consultation, and other professional activities of VA health care services and functions as a fully vested member of the multidisciplinary team.
• Uses personal recovery experiences to model coping techniques and recovery tools to coach Veterans on relevant skills needed for self-management of their health condition(s) and pursuit of their personal wellness.
• Observes behaviors that might indicate difficulty adapting or responding to treatment (e.g., missed assessment appointments, failure to attend or maintain abstinence, risk to self or others, disruptive behavior), completes appropriate documentation, and reports concerns to the treatment team in a timely manner.
• Uses ongoing individual and group meetings to teach Veterans how to identify and combat negative self-talk and overcome fears by providing a forum that allows Veteran to share their experiences.
• As necessary, handles crisis interventions for Veterans and addresses other emergent situations through immediate consultation with the supervisor or most available clinical provider.
• Maintains a working knowledge of current trends and developments in holistic approaches in wellness and recovery by reading books, journals, and other relevant materials.

GS-12 Supervisory Medical Technologist- Evenings/Nights

Duties include but are not limited to the following description:

This is considered the full performance level for a supervisory position. An MT/CLS at this level serves as the Off Shifts Supervisory Medical Technologist providing direction for motivated staff requiring minimal technical supervision to GS-9, GS-10, and GS-11 staff in the areas of Blood Bank, Clinical Chemistry, Hematology, Coagulation, Immunology and Urinalysis as well as providing direction to non-testing personnel, GS-6 and GS-7 in specimen collection, specimen processing and accessioning and quality control activities of the front desk section and phlebotomy service.

The incumbent is directly responsible for the staff working in the sections referenced above including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancement, and, when appropriate , disciplinary actions; identification of continuing education and training needs. This individual assures compliance with accrediting agency and regulatory requirements as part of the overall laboratory quality management program and assures corrective action is initiated as needed. This supervisor assures orientation and competency of assigned staff.

Functions of the position include but are not limited to the following description:

• Supervises the Off Shifts for the core clinical lab, evaluating and monitoring performance of section testing, organization and supplies. Recognizes and reacts to indicators of malfunction; assists, if necessary, to locate and implement corrections.

The Chief Financial Officer (CFO) serves as the financial manager for the VA Connecticut Healthcare System. The Chief Financial Officer provides sound recommendations and advice to the Medical Center Director and Senior Leadership concerning the administration and coordination of Fiscal policy, programs and system designs within Fiscal Service and the VA Connecticut Healthcare System. Duties include but are not limited to:

• Provides leadership and financial services to a large complex healthcare system.

Serves as program support assistant responsible for performing duties in a variety of functional specialization's to provide information and management assistance in planning, controlling and/or reporting on the fiscal resource, acquisition of equipment and services, program accomplishment and program administration. Major duties include, but are not limited to:

• Performs a variety of administrative duties designed to assist administrative management for Education Service operations and the efficient accomplishment of test objectives.

GS-11 Pharmacist:
1. The Pharmacist recommends appropriate selection of drug therapy based upon the pharmaceutical principles of pharmacokinetics and pharmacodynamics, monitoring for efficacy, side effects and clinical outcome; after review with a Clinical Pharmacist, S/he prescribes as appropriate.
2. In conjunction with Clinical Pharmacist review, provides patient-specific therapeutic drug monitoring and communicates relevant findings and/or recommendations to other health care providers in charge of the patient.
3. Performs continuous evaluation of prescribed medications to assure optimal drug therapy.
4. Provides medication counseling to patients.
5. In conjunction with a Clinical Pharmacist, serves as a drug information resource by providing up-to-date drug information to prescribers, other health care professionals, patients and caregivers.

GS-12 Clinical Pharmacist:
1. Provides patient-specific therapeutic drug monitoring and communicates relevant findings and/or recommendations to other health care providers in charge of the patient both orally and in writing. Monitoring will include prospective review and intervention concerning the following:

• Therapeutic appropriateness of a patient's drug regimen
• Therapeutic duplication in the patient's drug regimen
• Appropriateness of the route and method of administration
• Degree of patient compliance with the prescribed drug regimen
• Drug-drug, drug-food, drug-laboratory, or drug disease interactions
• Clinical and pharmacokinetic laboratory data to evaluate the efficacy of drug therapy and to anticipate side effects, toxicity, or adverse effects.
• Physical signs and clinical symptoms relevant to the patient's drug therapy

2. Provides medication counseling to patients.
3. Serves as a drug information resource by providing up-to-date drug information to prescribers, other health care professionals, patients and caregivers.
4. Evaluates prescriptions by reviewing the patient's chart for pertinent laboratory data, drug-drug and drug-nutrient interactions, monitors for adverse drug effects, and drug allergies.
5. Performs medication reconciliation at all transitions of care, including updating the medication profile to reflect an accurate, active list of VA and non-VA medications. This may include adding non-VA medications or discontinuing duplicate medications or those the patient is not taking.
6. Assesses drug safety and efficacy, including evaluation of physical symptoms Reports adverse drug events (ADE), near misses, and medication errors in alignment with VA ADERS reporting program.
7. Recommends formulary alternatives and completes non-formulary consults as assigned.
8. Provides pharmacokinetic consultation, including dosing vancomycin and aminoglycosides, in accordance with local policy.
9. Implements PBM Committee policies including therapeutic interchanges and automatic substitutions to include appropriate patient and provider education.
10. Performs all tasks having to do with medication preparation and dispensing in Outpatient and Inpatient Pharmacy Operations which include Mental Health, Chemotherapy, and Controlled Substances.
11. Reviews all medication orders for appropriateness, drug selection, dosage, route of administration and the amount, prior to dispensing.
12. Ensures all medication orders are entered into the electronic patient medical record.
13. Reviews medication profiles and monitors for compliance or potential abuse; problems encountered shall be resolved.
Selects, compounds, dispenses and fills a range of drugs including extemporaneous preparations, special formulations, ophthalmic (subconjunctival and intravitreal injections), narcotics, investigational drugs, oncolytic agents, etc., in both outpatient and inpatient areas. Adequate quality assurance procedures shall be followed as applicable.
14. Assumes an active role in the overall pharmacy-training program consisting of pharmacy students, pharmacy residents, pharmacy technicians, and pharmacist.
15. Responsible for conducting on-the-job training and provide guidance for all Pharmacy Operations processes and procedures.

Work Schedule: Rotating Day Shifts (0700-1530, 0730-1600, 0800-1630, 0830-1700, 0930-1800, 0700-1830, 0700-1930). Will be required to work at least one weekend per month (weekend tours include 0700-1530, 0700-1830, 0700-1930, 0730-1600, 1130-midnight, 1530-midnight). Will be required to work some holidays and provide coverage for odd tours and nights (1230-2100,1530-midnight, 2000-0830, 2000-0730, midnight-0800). May be required to work extra weekends and holidays during periods of staffing shortages. Tour of duty can be changed based on agency's needs.
