This position utilizes knowledge of policies and procedures for delivery orders and small purchases and knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments. The Purchasing Agent maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities. The position serves as a Project Engineer at an assigned Department of Veterans Affairs (VA) Healthcare System. This position performs project planning, produces designs, manages designs, manages construction, and provides construction administration for Minor Construction Projects, Non-Recurring Maintenance (NRM) Projects, Station Level Projects, and Leases, including all areas and aspects (architectural, electrical, life safety, mechanical, civil, structural, etc.) at an assigned medical center and associated Community Based Outpatient Clinic (CBOC)'s. A. Performs Healthcare Planning/Design Management
The position determines the requirements for healthcare projects in relation to the needs of the Healthcare System, inclusive of the parent site, as well as off-site locations under the auspice of the Healthcare System, whether VA owned or leased. Project needs are determined for the organization down to the department level based on a broad array of guidelines, standards, regulatory requirements and mission priorities. The position evaluates how to accomplish the requirements of the project and determines the associated risks necessary to complete the construction within the healthcare facility and identify ways to mitigate project risk.

The position provides a broad review of all disciplines of Engineering when applied to a healthcare environment to support construction document reviews and preparation.

B. Manages Healthcare Design and Construction Administration

C. Performs Healthcare Construction Management and Post Project Activities
The position provides direction and guidance to the contractor for construction within the facility. Provides approvals on means and methods performance of work and how it is conducted within a medical environment to ensure impacts of the construction does not impact patient care operation or provides a risk to patients or staff.

Explores background information (literature, reports, and discussions with others having specialized knowledge of the issue) including code reference checks (National Fire Protection Act, International Building Code, Americans with Disabilities Act), and multiple other related jurisdictional codes.

The incumbent will independently determine the needs of the Veteran/caregiver and provide administrative support across inter-professional clinics and support centers. The MSA is responsible for scheduling and rescheduling appointments, referring patients to other medical specialty clinics, providing information to patients necessary to resolve complaints, interactions with both internal and external customers, reviewing and documenting clinical and administrative electronic health records (EHR); obtaining medical information from patients, coordination information and actions related to patient care and services; and scheduling appointments in accordance with VHA national scheduling guidelines. MSA refers all questions regarding medical attention to the appropriate health care team member.

Independently performs a full range of duties related to the delivery of healthcare services at JJP VA Medical Center. The MSA advises clinical staff on current administrative processes, working collaboratively across administrative and clinical services at the medical center to address patient's needs. The MSA provides customer service with the ability to identify customer concerns, and refer to the appropriate staff, as necessary, to ensure a satisfactory resolution.

The MSA's responsibilities can include any point the Veteran interacts with the medical center while navigating their health services. This includes but is not limited to assistance with screening patients, visitors, and caregivers, assisting with Veteran's interaction with kiosks and self-service machines, clinic registration and scheduling. MSA will be required to communicate with Veterans through all patient outreach modalities including: JJP Call Center, VA Video Connect Appointments (VCC), VetText, and Vetlink.

The MSA will use advance knowledge of the health care process to ensure clinic utilization is optimized and effectively supports the needs of the organization and the Veterans. This requires practical knowledge of computerized data entry and information processing systems to enter, modify, and retrieve sensitive patient health information (PHI). The Dialysis Registered Nurse (RN) is a professional nurse with specialized knowledge and demonstrates advanced beginner skills when providing and directing care for patients with end-stage renal disease (ESRD), acute kidney injury (AKI), and late-stage chronic kidney disease (CKD). The lnterventional Radiologist is charged with delivering the best possible care to our Veterans. This care must be delivered in accordance with hospital policy, meeting or exceeding national standards and VHA national benchmarks. Assigned duties and responsibilities are performed throughout the Albany Stratton VA Medical Center, often in a close interdisciplinary arrangement and consultation with other clinical services such as the Department of Surgery, Internal Medicine, Primary Care, Anesthesiology, Emergency Medicine etc. Interdisciplinary collaborative care implies active participation in interdisciplinary conferences and adherence to interdisciplinary care and treatment strategy decisions. The successful candidate acts as a cooperative and collegial team member with the entire medical center staff. Duties include but not limited to:

• Maintains current medical knowledge, technical skills, and excellent diagnostic, judgmental, and therapeutic acumen.

The Medical Supply Technician (Sterile Processing) - QA serves as the monitoring/Tracking specialist for all activities of SPS, which includes the operating room case cart management system. The major duties and responsibilities of this position include but are not limited to:

• Monitors the process of cleaning/decontamination, sterilization, reprocessing, and distribution of critical, semi-critical and non-critical Reusable Medical Devices (RMD). This includes following the use of bacteriological controls, principles and methods of sterilization, packaging, and assembly of simple to more complex items for therapeutic and surgical procedures.
• Develops procedures to evaluate the quality of work performance and outcomes as it relates to the quality assurance program.
• Maintains a system of internal and external reviews ensuring overall compliance of all critical, semi- critical and non-critical RMD used within the medical center.
• Tracks and analyzes required documentation pertaining to critical, semi-critical and non-critical RMD within the scope of SPS for quality control purposes.
• Utilizes qualitative analysis tools to prepare reports for trending, evaluate operations and facilitate improvements in workflow and quality processes.
• Troubleshoots computer programs related to SPS operations and trains staff on the inputting of data associated with the cleaning and sterilization of equipment, biological processing, and quality assurance programs.
• Collaborates with SPS management when deviations occur.
• Validates SPS policies on cleaning and sterilization as it relates to manufacturer information for use, standards, and mandates.
• Updates the quality assurance program annually or when manufacturer information and guidelines are changed.
• Uses instrument marking techniques for the proper identification and tracking of surgical instrumentation after sterilization. Marks existing and new instruments and uploads to CensiTrac
• Maintains records produced by automated equipment tracking systems.
• Demonstrates high proficiency in computer programs as they are responsible for providing expertise, guidance, and training, when necessary, for and to the staff and management of the Sterile Processing Service on the automated equipment tracking system and its interconnection with the Case Cart, Decontamination and Preparation areas.
• Demonstrates competency in and uses automated equipment tracking systems to plan for and determine current and future supply and instrument requirements to meet the needs of the facility.
• Utilizes and is proficient in electronic equipment tracking systems and data communication systems and is required to remain up to date as technology changes and improvements to systems are made.
• Reviews data and validates information, develops templates for reporting purposes, analyzes data for performance improvement.
• Monitors the quality of input and output of automated inventory management systems, recommends system and program changes to improve timeliness, accuracy, and utility of inventory information for users.
• Participates in the installation of automated instrument tracking systems in SPS by defining the nature of information required, organizational responsibilities, computer network requirements, and the nature of output from the service.
• Demonstrates competency in and uses various instrument marking techniques for the identification of instrumentation and utilizes the appropriate technique for the instrument composition and use.

• Supervises all areas of food production and service including food preparation, nourishment, tray delivery and retrieval;
• Takes corrective action for any problems that might arise on the floors pertaining to food service;
• Receives and inspects deliveries and requisitions all supplies needed in all food service areas;
• Prepares performance ratings/competencies for all employees under their direct supervision;
• Discusses work performance and problems with employees, monitors tardiness and attendance, provides guidance and makes necessary adjustments in assignments when necessary;
• Carries out the responsibilities of the position within general instructions, standard procedures and established policies;
• Ensures subordinates complete the tasks to which they are assigned and explains work requirements to meet food service schedules;
• Establishes priorities for daily operations in the event of emergency situations; defines the standards of quality and quantity to be met;
• Serves as a member of the in-service training team by providing individual and/or group instruction for employees;
• Provides guidance and assistance for lower grade employees in making decision when assembling patient trays and utilizing correct foods to be served on modified diets;
• Maintains inventory of food service supplies and equipment;
• Conducts quality assurance monitors and sanitation reviews;
• Supervises the delivery and retrieval of patient trays which includes interacting with members of the multidisciplinary team;
• Performs other related duties as assigned.

The work is performed in kitchen areas where the steam and heat from cooking and dish washing equipment often cause uncomfortably high temperatures and humidity. The work area is well lighted but usually noisy from food service activities, and there is danger of slipping on floors where food or beverages have been dropped. Food service workers are regularly exposed to hot liquids, sharp cutting blades, hot working surfaces, and extreme temperature changes when entering walk-in refrigeration or freezing units.
