Job Description

• Define and integrate functional area strategy into the overall HR Strategy, ensuring alignment with the overall El Camino Health goals and Vision 2025.

• Drive a high performance team through building team capability and confidence

• Continually monitor and stay up to date on HR, business, and societal trends

• Use a comprehensive approach to making HR recommendations and decisions, including workforce and market data insights; financial implications to ECH; and HR functional expertise

• Continually monitor the impact of HR decisions and weighs the impact on the employee- and manager-experience

• Manage the day-to-day HR operations for HR functions / service centers, ensuring timely, consistent, and efficient service delivery.

• Develops and implements HR tiered service delivery in alignment with HR transformation initiatives; builds service level agreements / expectations; drives use of chatbot and self-service functionality.

• Lead the HR process improvement / process mapping activities

• Establishes and maintains HR service delivery agreements

• Leads, manages, and develops service delivery team

• Develop continual process improvements within shared services structure

• Develop and manage to shared services reporting metrics and tracking data to fulfill SLA’s

Qualifications

• BS/BA degree in human resources, business, social science, or related field required; Master’s degree preferred

• Minimum 15 years of HR management, business, finance, and/or organizational development with 8 years or more working in a managerial, program management, and/or director level

• Thorough understanding of ECH financial structure, budget process, and growth strategy

• Demonstrated ability to create and execute strategic plans using analytical, critical thinking, problem solving, and innovation skills

• Embraces challenges and collaborates with peers, colleagues, team members across El Camino Health

• Engages and supports ongoing engagement and development of team

• Experience in developing and leading HR operations and service

• Able to see the big picture while also ready to get into the details

• Highly proficient in utilizing and leveraging data and analytics to track success, make decisions, understand program effectiveness and drive action

• Strong written and verbal communication and presentation skills

• High degree of organizational skills and ability to manage multiple, competing projects and priorities simultaneously

• Strong project management and organizational capabilities with meticulous attention to detail

• Develop and uphold project plans, schedules, and resource allocation for multiple project workstreams.

• Champion timely and effective communication, continuously updating stakeholders on the project's advancement.

• Manage project meetings, meticulously document meeting minutes and pivotal decisions, and diligently track action items.

• Organize, track, and maintain project and program documentation.

• Participate in project/program meetings as requested.

• Assist in the preparation of materials to support project meetings.

• Maps new or existing processes to build continuous improvement.

• Reviews status of projects and budgets, manages schedules, and prepares status reports.

• Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients and other stakeholders

Qualifications

• Bachelor's degree in subject matter area or closely related field with at least 6 years of related project management experience

• Knowledge and experience with managing multiple project schedules 

• Knowledge of human resources functional areas

• Extensive experience with project management software, Visio and MS office products

• Ability to communicate effectively.

• Adaptability and willingness to work in fast-paced environments while meeting deadlines and satisfying evolving project parameters.

• Experience creating processes and procedures that support effective project management.

• Experience with data collection and the development of dashboards for presentations.

• Excellent organization and time management skills, including a strong ability to prioritize and multitask across competing projects.

• Ideally, Project Management Professional (PMP) Certification.

Job Description

• Apply expert labor relations concepts to represent the objectives at the bargaining table and leads internal decision-making and approval process. Utilizing an understanding of system-wide goals and priorities, leads all levels of negotiations in various bargaining units.

• Use strategic insight, business savvy, and polished and professional communication skills in promoting productive relationships and minimizing disruptions caused by labor-related issues.

• Partner with internal and external parties to plan and lead union negotiations, e.g., finance, legal, advisors.

• Develop and maintain positive working relationships with operations’ leadership, employees, and union leadership.

• Provide training sessions for employees, supervisors, and management to enhance their understanding of labor relations policies, practices, and legal requirements.

• Manage and mediate labor-related disputes, grievances, and conflicts between management, employees, and labor unions.

• Work to find mutually acceptable solutions, addressing concerns and minimizing disruptions to operations.

• Advise management on disciplinary actions, terminations, and other matters to ensure compliance with the union contract regarding personnel policies.

• Support investigations and documentation of employee issues or violation of company code of conduct, collective bargaining agreement or any company policy.

• Serve as a resource for managers regarding contract interpretation and application of HR policies and programs.

• Responsible for arbitration hearing preparation.

• Responsible for developing and revising union contracts, leading labor management meetings and documentation related to labor relations assignments.

Qualifications

• BS/BA degree in human resources, business, social science, or related field required, or equivalent experience, Master’s degree preferred

• Minimum 8 - 12 years of HR management or labor relations with four years or more years in labor relations and contract negotiation experience

• Extensive Labor Relations and Human Resources experience in increasingly responsible positions.

• Expert analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.

• Expert knowledge of labor relations function and other subject areas of human resources.

• Problem solving with flexibility and sensitivity to both the needs of the individual and the business

• Polished and professional communication (verbal/written) skills.

• Interpersonal skills to be able to relate well to all levels of the organization.

• Skilled in understanding and explaining labor contracts, resolving disputes and negotiating wages and policies.

Job Description

The Organizational Change Management Consultant will work within human resources, and have primary responsibility to:

• Design, build, and support the implementation of an Organizational Change Management (OCM) plan to meet the needs of HR Transformation, especially focused on stakeholder management and engagement; strategic communications; and learning / training.

• Conduct stakeholder analysis, change impact analysis, training needs assessment, and other up-front work, and gain buy-in through consultation, communication, training or other engagement with managers or staff.

• Partner with internal resources for operational activities and implementation of the OCM Plan

• Build OCM infrastructure including tools, resources, and approaches to enable repeatable program.

• Design and implement a robust knowledge transfer approach and coach / mentor ECH employees in OCM

• Lead client teams in successfully implementing change management strategies to drive adoption of client initiatives.

• Partner with program leads and project managers to integrate change management activities.

Qualifications

• BS/BA degree in human resources, business, social science, or related field required, or equivalent experience.  Master’s degree preferred.

• Minimum 12 years of HR management, organizational change management, large scale transformation programs, and/or organizational development management experience

• Change management related degree and/or certification (e.g., Prosci, ACMP)

• Knowledge of HR processes and tools

• Consulting experience preferred.

• Extensive experience in executing change management strategies and partnering with organizational teams in the design, development and implementation of plans is preferred.

• Experience applying advanced knowledge of OCM processes, methods, and best practices.

• Demonstrated experience in building OCM methods, tools, and practices.

• Strong interpersonal, analytical, presentation, and critical thinking skills, including the ability to routinely interface at all levels of the organization quickly and interchangeably.

  • Engages with executives to share approach, provide context and rationale, and exchange insights and value proposition

  • Mentors / coaches team members

• Demonstrates ability to build relationships and interact with senior management and key partner groups

• Ability to quickly understand organization’s current technologies, practices, and strategic direction

• Strong presentation, verbal, and written communication skills with the ability to articulate complex ideas in easy-to-understand business terms to all levels of management including senior leaders.

• Experience leading, coaching, and mentoring OCM team(s)
