The Program Manager is responsible for providing overall leadership and direction for the program as well as overseeing the planning, implementation, and management of the program within the Veterans Health Administration. The incumbent provides overall management and support of Scholarship and Clinical Education programs including daily communication with various customers and stakeholders at all levels of the organization, charter groups and arrange meetings, collect and analyze data, formulate and implement program development and improvement activities, assist in survey administration and the management of funds.

Major Duties Include:

• Performing application evaluation and explaining eligibility criteria to candidates.
• Identifying current and future program needs and establishing priorities.
• Preparing responses at the request of Congressional staff offices related to program area.
• Collaborating with other agencies for application selection.
• Preparing annual and supplemental requests for funding and decision documents.
• Collecting and analyzing data for purposes of determining funding needs for program support, identifying additional disciplines to include in legislative proposals and determining cost-effectiveness of educational assistance opportunities.
• Serving as a national technical expert on the laws, regulations and policy that govern the operation of Scholarship and Clinical Education programs.
• Creating and justifying the annual budget of programs along with management of received funds.
• Developing budget reports and assisting in budget allocation and execution for the program and monitoring the use and rate of expenditure of budgeted funds.
• Collecting, inputting, managing, and maintaining data, record keeping, and creating and generating budget and financial reports.
• Developing comprehensive plans and processes to attract program candidates based on projected
  occupational needs.
• Developing policy/guidelines, instructional methods, materials, etc. to support program participation to meet Administration recruitment needs.
• Providing subject matter expert analysis and advice on agency-wide student loan financial recruitment &
  retention programs.
• Collaborating with Third Part Vendors for processing of payments.

Duties of this position include but are not limited to:

• Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members;
• Serves as a technical reviewer for all personnel actions to include reviewing and releasing actions;

This position is part of the Veterans Integrated Services Network (VISN-12) for the Veterans Health Administration (VHA). The Lead Human Resources Specialist position is aligned under the Shared Service Unit (SSU) with Recruitment and Placement (R&P) and will be assigned to provide services to any of the 8 facilities in VISN 12 which are located in Illinois, Wisconsin, and Michigan.

Major Duties:

• Program Planning and Implementation:
  • Participates in short and long term National and Region-wide telehealth planning.
  • Manages National, Regional & cross-VISN TMH and Tele Primary Care clinical projects with specific emphasis on technological connectivity between participating provider and recipient Health Care System Medical Centers, CBOCs and other VA facilities.
  • Assists participating provider sites and individual veterans with establishing home based CVT (hCVT) services including provision of mobile device solutions, installation and operation.
  • Obtains and consolidates information for presentation to the Clinical Resource HUB Director and to respective National, VISN and facility leaders/staff for use in the planning, development, and the operation of integrated regional programs.
  • Develops and coordinates internal review systems for tracking equipment, technological capacity and inter-system connectivity for planning and operations.
  • Provides technical expertise in the field of Tele Health care planning and systems redesign.
  • Identifies the development, training and orientation for TH network needs.

The Supervisory HR Specialist, (ER/LR) Performance, provides technical guidance and assistance to management and senior leadership regarding Employee Labor Relations issues in a wide variety of occupations including Title 5 General Schedule (GS), Wage Grade (WG), administrative and clinical, Hybrid and Title 38. The Lung Cancer Screening (LSC) Registered Nurse (RN) Coordinator will organize and coordinate the implementation and day-to-day operation of Lung Cancer Screening. The LSC RN Coordinator in this position will work under the direction of the program leader, with the guidance of a program coordinating committee, to organize the launch of lung cancer screening, coordinate day-to-day program activities, provide education about the program to providers and patients, track and coordinate ongoing patient care, and collect and report program evaluation data as requested by leadership. The RN Coordinator will serve as an operational resource for local program members, which may include clinical staff from primary care, mental health, pulmonary medicine, cardiothoracic surgery, pathology, medical oncology, and radiation oncology. In the performance of these assigned duties, the RN Coordinator will assure adherence to any national or facility protocols, procedures and program plans established for lung cancer screening.

Additional Duties:

• Participate in role orientation per local procedure and training as found in the LCS Toolkit
• Organize and lead in-services to share information about the Lung Cancer Screening program with clinical staff
• Serve as an operational resource for clinical staff involved in the program
• Work with the local clinical applications coordinator to ensure that any clinical reminders and templates are implemented appropriately
• Support activities to identify appropriate patients for lung cancer screening
• Discuss the program and screening harms and benefits with patients (if part of local process)
• Facilitate follow-up referrals to evidence-based smoking cessation care
• Complete clinical documentation in the electronic medical record, as needed
• Monitor patients due for screening and assist with scheduling screening scans and follow-up procedures
• Collaborate with Radiology to facilitate the efficient scheduling of imaging examinations
• Monitor and assist with follow-up of abnormal findings including referral of any incidental findings
