3. Review and administer Family Medical Leave Act (FMLA) requests, medical certifications, and track hours and eligibility. Enter FMLA requests in Kronos and FMLA tracking software. Researches FMLA law and reviews reports to bring issues of non-compliance and policy administration questions to appropriate HROM and FMLA department leader. Continues ongoing research to maintain understanding of how FMLA impacts multiple states.
4. Review and administer Tuition Investment Program eligibility, requirements, and request payments. Follow-up with customer as needed to request required repayment of funds when applicable.
5. Assists customers (managers, employees, medical professionals, and external entities) by phone, email, or in person to resolve any FMLA or other general Human Resources related issue, to schedule appointments; to coordinate services; or to address other needs. Serves as a centralized location for all Human Resources information. Helps customer by providing information and the use of appropriate Human Resources processes and policies. Responds to required government or agency inquiries related to unemployment or employment verifications.
6. Provides data entry, maintenance, tracking, and auditing work as needed to Payroll/Benefits/Compensation departments to ensure timely and accurate processing of payroll and benefit enrollment through Kronos and Lawson software. Works with managers on resolution of issues. Audits electronic Human Resources processes. Maintain, monitor, and audit other Human Resources programs, as needed.
7. Under supervision from the compensation department leader, gathers compensation data from spreadsheets, recommends job matches, and completes salary market surveys. Updates and maintains survey spreadsheets.

CACI’s customer is looking for a full-time Junior to Senior-level Human Resources Specialist (Government Recruiters) to join our dynamic team. The chosen individual will be responsible for working alongside SMEs developing effective recruiting strategies to identify and hire qualified candidates for government roles to fulfill critical mission objectives.

What You’ll Get to Do

• Develop strategies with Government hiring managers to identify and recruit qualified Federal civil-service personnel.

• Act as a resource and facilitate Government staffing requirements, while identifying recruitment priorities.

• Assist with identifying, screening, and referring applicants to Government hiring managers for consideration within the organization.

• Schedule interviews and coordinate all necessary arrangements as needed (i.e., travel arrangements).

• Collect necessary information for candidate interviews such as work history, education, relevant training/certification, and job skills.

• Assist Government personnel with interview preparations, using behavioral-based techniques to determine if individuals meet specific requirements.

• Assist and provide guidance to Government hiring managers regarding conditional offers.

• Aid with onboarding requirements for Federal civil-service personnel.

• Provide frequent updates to Government hiring managers regarding federal position openings and candidate statuses.

• Track and maintain staffing metrics.

• Serve as the main POC for all candidate updates and questions.

You’ll Bring These Qualifications

• TS/SCI with Polygraph

• Three years of demonstrated experience supporting and developing an understanding of a federal agency’s staffing needs and overall mission objectives.

• Strong understanding of employment laws.

• Strong oral and written communication skills.

• Strong interviewing skills.

• Strong customer service, interpersonal and critical thinking skills.

  Education

• Bachelor’s degree in Business Administration, Human Resources, International Relations, Economics, or a similar field. An additional two years of experience may substitute a bachelor’s degree.

Our Contract Administration unit is hiring a Contract Administrator to join our collaborative, dedicated team. We are seeking a team player with strong interpersonal skills, including written and verbal communication, who demonstrates an ability to effectively engage DHS internal partners, program professionals, and leaders to develop, negotiate, implement, and monitor contractual agreements, thereby ensuring effective procurement and delivery of goods and services. The Contract Administrator performs professionalwork, requiring strong analytic reasoning, and critical thinking skills. They facilitate their work in partnership with multiple City professionals/departments including the City Attorney’s Office. The successful candidate will be an engaged, detail-oriented contracting professional who can provide guidance and use contracting experience and skillsets to proactively organize a variety of service agreements, resulting in timely execution of various contracts and agreements pertaining to Human Services operations.

Contract Administrators are assigned to multiple department programs or service procurements at once. The successful candidate will be expected to cultivate subject matter expertise in your assigned programs and divisions while also having the desire and flexibility to take on new assignments and projects as needed. Collaborating with programs and vendors requires thoughtful engagement and critical thinking skills to discern optimal service delivery models in coordination and compliance with funding requirements as well as local, state, and federal guidance. Contract Administrators actively manage challenges and opportunities, ushering DHS contracts through all stages of their life cycle from conception to execution and archival statuses. Essential duties for the Contract Administrator include:

• Develops requests for information, applications, proposals, and qualifications (collectively RF(x)).

• Markets opportunities for contracting to provide professional services to the Citizens of the City and County of Denver, including moderating pre-proposal conferences; reviewing proposals and complex financial information from proposal submittals; and developing and overseeing evaluation parameters, including evaluation criteria, evaluation panel training, proposal scoring, vendor interviews and demonstrations, and best and final offers.

• Tracks and responds to market changes, works with stakeholders and determines operational or other efficiencies for improving performance, prepares feasibility studies, which involves: researching and compiling statistics on demographic factors, various markets, and economic conditions; analyzing of revenue data; and preparing reports and recommendations for management.

• Independently evaluates and reviews complex specifications for RF(x) opportunities to ensure consistency with local, state, and Federal guidance. Communicates the status to stakeholders and vendors throughout the contracting process.

• Negotiates the final terms of contracts, assists with developing scopes of work and budgets, and manages executed contracts.

• Provides technical guidance to staff and contractors throughout contract life cycle.

• Acts as a liaison to the City Attorney’s Office, follows prospective contracts throughout the review, execution, amendment, and renewal process, and coordinates actions for breach of contract situations.

• Maintains a tracking system of procurement and contract files throughout the term of the contract, archives all resource documents.

• Cultivates, fosters, and maintains positive working relationships with managers, supervisors, employees, and other stakeholders to gain their cooperation and support.

Additionally, the Contract Administrator is responsible for:

• Initiating agreements created and executed in accordance with policies, procedures and within established deadlines

• Updating information in all databases accurately and timely; facilitating regular meetings with assigned program areas

• Communicating and working collaboratively with all internal and external stakeholders to effectively facilitate and navigate through the entire contracting process while displaying a positive and professional demeanor

• Creating descriptive ordinances and resolutions for presentation to City Council

• Generating scopes of work accurately including budgets, reporting, services to be provided, applicable City, State, Federal, program rules/regulations and clearly defined outcome measures, participation in all team meetings, and mandatory training

• Project management responsibility in generating templates and desk aides for all programs requiring multiple contract administrators to execute contracts

• Researching local, state, and federal funding streams that may apply to contract budgets to ensure compliance of all Scopes of Work and Agreements created

• Monitoring contracts for compliance

• Participating in ongoing process improvement events aimed at addressing contracting issues, developing innovations and efficiencies within the contracting process, and addressing complications and issues related to the processing of contracts.

About You

Our ideal candidate will have/ be able to:

• Contracting experience, to include public assistance programs and/or services

• Experience working or collaborating with governmental agencies

• Experience in writing clear scopes of work and analyzing budgets associated with public assistance contracts

• Strong communication, negotiation, and customer service experience, with excellent interpersonal skills, including but not limited to written and verbal communication skills, relationship cultivation, and relationship management

• High attention to detail and ability to manage competing priorities and multiple project timelines

• Experience in data entry associated with Salesforce, Jaggaer, Bidnet and Workday or any comparable information management and/or contract processing/solicitation system

• Critical thinking and reasoning skills with a solutions-focused approach to problem solving

• A desire for continuous learning and willingness to challenge the status quo in our systems and forge new paths.

• Proficiency in working with multiple computer applications, including Microsoft Teams, Microsoft Outlook, Word, Excel and PowerPoint
