The candidate will be working on a new Financial Investigation Team created as a result of the Companies House Reform Act. This will contribute to the wider objectives of the Companies House reform legislation and to the protection of the UK, its citizens and its economy from economic crime.

The primary responsibility will be the planning and preparation of financial investigations for the purpose of confiscations under POCA in England and Wales, presenting case material including financial statements and attending court if necessary.

This is a travelling officer role and the job holder must be prepared to undertake travel with some infrequent stays away from home. On occasions, the job holder must also be prepared to work unsocial hours.

The post holder will:

• be confident in their ability to produce excellence in investigations as directed, with an ability to innovate and to operate in a high governance environment, under pressure both alone and working as part of a motivated team.
• be responsible for their own casework and will be expected to conduct and successfully manage a number of investigations at any one time. You will play a full part in the operation of the team including project work when required
• assist providing guidance and support in all matters relating to financial investigation. You will therefore need to be an experienced practitioner and be able to conduct Proceeds of Crime Act investigations in respect of POCA Parts 2 and 8 powers, and importantly, be fully conversant in their use with recent evidence of completing confiscation statements. POCA work will be in support of the wider criminal investigations undertaken by the Criminal Investigation Team.

Responsibilities

The successful candidate will:

• the successful candidate must be authorised to conduct confiscation investigations in England and Wales using POCA Part 2 powers
• the successful candidate must be authorised to conduct money laundering investigations in England and Wales using POCA part 8 powers
• work within an investigation framework and complying with Insolvency Service and legal standards
• maintain your AFI accreditation status on FISS by undertaking CPD as necessary
• research legislation
• produce investigation plans to deliver managerial objectives
• liaise with the stakeholders in respect of evidence gathering and timetables
• be effective and proactive in client relationship management
• gather the evidence identified to meet the requirements of the investigation plan
• make court applications in respect of POCA orders & warrants
• produce high quality POCA statements for the Crown Court and for management
• prepare case files for prosecutors
• manage CPIA disclosure responsibilities
• comply with data management requirements under DPA 2018 and GDPR
• complete tasks as efficiently as possible and play a full part in all aspects of the operation of the team

You will be adept at managing projects and programmes, reporting and a variety of formats including dashboards along with forging strong relationships. You will use your skills to build relationships across the team creating a cohesive programmatic approach managing the processes for setting, tracking and monitoring delivery of the business plan. Beyond the team you will build a network of senior leaders from across the public sector, working together to identify, prioritise and deliver highly strategic projects in service of our vision: ‘To be the best commercial function in the UK’.

Reporting to the Programme and Reporting Manager, you will support the effective planning, management and delivery of the team's projects ensuring alignment with the strategic priorities and timelines.

You will support planning, risk and issue management, stakeholder engagement and governance to drive and monitor the delivery of the business plan. You will manage processes across the Strategy & Communications, Standards & Oversight (SCSO) Portfolio.

Key duties:
● Supporting the successful management of programmes within the SCSO portfolio, ensuring management processes are performed effectively and efficiently.
● Using formalised project processes and procedures within the portfolio, implementing recognised project management methodologies in accordance with GovS 002.
● Coordinating accurate and timely reporting within the portfolio, ensuring that stakeholders are kept informed of progress through projects and programmes.
● Implementing and maintaining quality control and assurance measures through project lifecycles.
● Delivering stand-ups and planning sessions on a frequent basis, ensuring team outputs are aligned with organisation objectives.
● Communicating effectively with internal and external stakeholders.
● Produce briefing materials such as updates, progress reports and governance board packs.
● Ensure continuous improvement and development of all PMO processes taking advantage of available technology particularly Jira and Power BI.
● Run governance arrangements including weekly team meetings. Producing minutes, booking rooms, board packs etc.
● Assist and Lead (where appropriate) with the establishment of any new projects and all associated processes including monitoring and reporting.
