The Lead Human Resources Specialist position is aligned under the Shared Service Unit (SSU) with Recruitment and Placement (R&P) and will be assigned to provide services to any of the 8 facilities in VISN 12 which are located in Illinois, Wisconsin, and Michigan.

Major Duties:

• Responsible for the general working oversight of HR Specialists, GS-0201 series, in regard to Recruitment and Placement (R&P).
• Operates independently and receives assignments in terms of overall goals and objectives.
• Distributes and balances workload among employees in accordance with staff workflow.
• Instructs employees in specific task and job techniques and makes available written instructions, reference materials, and supplies.
• Provides on the job training to new employees in accordance with established procedures and practices.
• Identifies management problems and analyzes them from the management viewpoint.
• Provides technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment.
• Troubleshoots and resolves difficult and controversial internal and external staffing and placement problems.
• Responsible for the quality review of Staffing, Recruitment and Placement information management systems and its management to ensure compliance with regulations and interpretation of the organization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation.
• Reviews and analyzes problematic or potentially controversial situations and provides expert advice to management to resolve those situations (pay, Professional Standards Boards, records and processes compliance).
• Advises staff on difficult and unusual recruitment, placement and pay issues or problems.
• Performs other duties as assigned.
