ROLE PURPOSE / SUMMARY The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area. The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realising this ambition. The EPPR/BC function is within the Directorate for Strategy and Corporate Services; the Directorate lead the organisations oversight and assurance function, working with partners to ensure delivery of agreed plans and are responsible for the delivery our statutory duties for the system control centre and emergency preparedness resilience and response (which will need to cover a 7-day/week) This post is responsible for ensuring the EPRR, Business Continuity operational requirements are established and in place along with across the wider team the SCC operational requirements of the ICB are in place reflecting the asks of national guidance and ICB audit. The post holder will work with the team across the portfolio that includes EPRR and Business Continuity and ensure the SCC function is fulfilled. The need for plans and robust processes and assurance cycle is paramount to the success of the role, team and function for the organisation, this includes but is not limited to EPRR annual core standards assurance. The post is required to be able to support the System Control Centre function for the organisation which requires the ability to be rostered across seven days a week from 8am to 8pm or as defined by local, regional, national requirement. The EPPR/BC function is within the Directorate for Strategy and Corporate Services; the Directorate lead the organisations oversight and assurance function, working with partners to ensure delivery of agreed plans and are responsible for the delivery our statutory duties for the system control centre and emergency preparedness resilience and response (which will need to cover a 7-day/week) This post is responsible for ensuring the EPRR, Business Continuity operational requirements are established and in place along with across the wider team the SCC operational requirements of the ICB are in place reflecting the asks of national guidance and ICB audit. The post holder will work with the team across the portfolio that includes EPRR and Business Continuity and ensure the SCC function is fulfilled. The need for plans and robust processes and assurance cycle is paramount to the success of the role, team and function for the organisation, this includes but is not limited to EPRR annual core standards assurance. The post is required to be able to support the System Control Centre function for the organisation which requires the ability to be rostered across seven days a week from 8am to 8pm or as defined by local, regional, national requirement. COMPETENCY BASED KEY DELIVERABLES Responsible for decisions made during the course of duties, seeking guidance and escalating issues where appropriate Assist with the delivery of project plans and workstreams, as directed by line manager and raising any issues with delivery to line manager Supervision of less experienced team members Responsible for the monitoring of one or more budgets Support the Team in the development and revisions of Business Continuity Plans/Impact Assessments across the ICB and with a broad range of organisations, building in learning from previous incidents through the analysis of impact on the local system Support the Team in the development and revisions of EPRR protocols, plans and work with health and resilience multi-agency partners to ensure preparedness and response plans are in place for the System With the Associate Director ensure that exercising is scheduled to reflect local, regional and national asks and requirements Support the Team in the development of specific system Business Continuity plans to support the System and organisation. Analysis of highly complex scenarios need to take place to effectively plan and exercise accordingly. Support with the On Call process including contingencies relating to Business Continuity Planning and Surge. First point of contact for the team, leading the coordination of training, rotas and ensuring the on call function of the organization is staffed and covered. Prepared to represent the in Tactical Level Essex Resilience Forum response and pre-event meetings if required. Work with other EPRR, Business Continuity Leads in response ensuring a consistent and measured approach. Keep abreast of new national and regional policies, and guidance on emergency planning and Business Continuity interpreting this for the organisation and implementing changes as necessary With the Associate Director and team ensure a transparent and robust process for the Annual Core Standards process for the ICB and those NHS commissioned service providers meeting ICB reporting timeframes and required governance including monitoring process where compliance is not demonstrated or achieved Develop specific system plans and action cards to support the system and Local Resilience Forum. Support the System Control Centre and UEC team ensuring effective cover Use and ability to update Resilience Direct, On Call teams channel with relevant documentation Ensure risk registers are updated for the team working with the Associate Director so that risks are clearly monitored and mitigated (where possible) for the respective Board/Committee Lead the Local Health Resilience Partnership coordination of agenda, updating of actions with the respective leads, working with the Chairs to ensure the agenda is reflective and meets the requirements of the organisation Through close working with colleagues in the ICB/ICS, continuously improve the standards of EPRR, Business Continuity and risk management

They will find opportunities for systems exploitation by designing technical solutions to assist the ICB in optimising on current connections or developing new connections beyond and not exclusively to the health and social care sectors. The post holder will lead the technical elements and wider system programme team to ensure that technical workstream and programmes are planned and carried out effectively, safely and securely. The post holder will develop and implement solutions for improving the flexibility and efficiency of systems integration, reducing the complexity of information systems in a cost-effective manner. This post will be responsible for the main technical work with the supplier and with system partners and their IT providers. They must have an expert understanding of clinical data as well as thorough technical expertise. Mid and South Essex ICS has committed to delivering three major strategic digital change programmes, with one of these programmes being the Mid and South Essex Shared Care Record. This programme is currently being implemented across Mid and South Essex Health and Social Care organisations and will transform how we deliver care to our residents, through enabling front line health and care professionals to access a multi organisational view of a person’s record, helping them make more informed decisions at the point of care. We are currently within the implementation phase, so this is an exciting time to join the programme.

We are recruiting a technical lead for the programme to provide strategic direction on solutions design, technical expertise to shape core technologies for the integration of records and as well as the leadership experience to support driving the successful delivery of a large-scale digital programme. This role will offer opportunities to work system-wide, so will require excellent relationship management skills, as you will be working with senior leadership and their teams across a variety of professional disciplines and organisations, leading on managing the technical element of the supplier relationship as well as needing to maintain and build relationships with other key stakeholders, both regionally and nationally, as well as with third party organisations.

The role will work alongside the Shared Care Record Programme Manager to drive delivery of the programme on a day to day basis by ensuring the programme team and key stakeholders have the visibility they need regarding the technical elements of the programme, so you will need well developed communication skills, particularly in terms of communicating technical detail to a non-technical audience.

Whilst the role is fixed term for 18 months initially, the programme itself is funded over multiple years.
