At the full performance level, the incumbent serves as the Health System Specialist for the Associate Director. He/She has authority over and responsibility for the daily operation of activities taking place within the Associate Directors Service Line and is accountable for consistency and standards of delivery within the service line. This includes guidance and oversight in the policy development, evaluation, improvement and oversight of financial regulations, fiscal requirements, established standards of healthcare delivery and management of healthcare concepts and practice. This position facilitates the active and complex interactions necessary for the smooth delivery of the many aspects of health care operations. The core duties of this position include but are not limited to:

• Identifies and resolves management issues within the service line.
• Participates in day-to-day policy making as well as in long-range planning and development of strategic plans, goals and objectives.
• Applies the specialized principles and practices of healthcare management in directing or supporting a health care system.
• Provides full staff assistance on administrative matters affecting operation of a VA medical center or health care system.
• Advises on matters related to planning, development, direction and evaluation.
• Serves as a key member of the leadership team and participates in executive leadership discussions, decisions, and policy development.
• Provides program direction to other managers at the facility.
• Participates in the analysis and interpretation of workload and other data used in resource planning.
• Directs and assists leadership in management analyses and development of reports pertaining to program plans, development operations and assessment of any planning phase of the Healthcare System's activities.
• Formulates and develops management policies, standard operating procedures, protocols, and standard work.

Position is located in the Human Resources Office of a Bureau of Prisons (BOP) federal correctional facility.

Responsible for assisting in administering and implementing human resource programs at the facility.

Contributes to the staffing functions by developing recruitment sources and methods, participating in recruitment activities, advising prospective applicants, scheduling and conducting interviews, requesting certificates of eligible candidates, and preparing requests for security clearances.

Provides assistance in administering employee relations matters, including administration of the incentive awards program, performance evaluation program, and leave administration program.

Assists in administering the employee-management relations program to ensure stable and cooperative relations between management and line staff.

Provides advisory services to a wide range of employees.

Provides advice to timekeepers, employees, managers, and supervisors on leave regulations.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis. 

Serve as one of three team chiefs in the Investment Security Group (ISG) in the Office of Economic Security and Emerging Technology (OESET). Oversee a team of contract analysts and staff officers in the development and coordination of all source analysis in support of the CHIPS Act process and Commerce Department's Bureau of Industry and Security (BIS), in accordance with Commerce Department-mandated timeframes.

In collaboration with ISG's other team chiefs, oversee the development and coordination of all-source analysis in support of the Treasury-led Committee on Foreign Investment in the US (CFIUS) process and the DOJ-led Team Telecom process.

Collaborate with ISG's other team chiefs to oversee the development and coordination of all-source analysis outside of these specific processes, including more strategic business intelligence analytic products for distribution to wider audiences through the PDB and ISG's in-house products.

Provide expert guidance and leadership to multiple teams in the production of well-crafted sophisticated, complex analytic finished intelligence products on sometimes controversial or particularly difficult issues in support of United States (US) foreign policy and national security objectives; review final analytic products, written and oral, for clarity, organization, accuracy, and logic; effectively explain highly complex concepts and results to non-expert customers and tailor products to correspond to customer needs.

Serve as the IC lead for intelligence support to the Department of Commerce's CHIPS Program Office; back up the other Team Chiefs who have the lead for the other processes.

Conduct first-line review of analytic products for the CHIPS Program and BIS and, as necessary, conduct first-line reviews products for all the other processes. Draft or conduct first-line review of prep books for ODNI seniors participating in policy meetings for which ISG has the lead, as necessary.

Manage the CHIPS Act process and BIS support for ISG. Task out CHIPS Act Applications and BIS requests to staff and contractor analysts and ensure analysts meet deadlines.

Develop and maintain working relationships with senior ODNI officials and, as necessary, principals throughout the intelligence and policy communities; identify issues and developments with internal and external peers, communicating regularly to exchange subject information.

Develop and maintain a continuing substantive dialogue with analysts and managers within the IC on the key issues associated with foreign direct investment and participation in the US economy in high technology sectors, including, but not limited to, semiconductors, high-performance computing, quantum, and artificial intelligence, in collaboration with ISG's other Team Chiefs.

Help craft and implement a strategic program of analysis in ISG.

Stay abreast of major developments having to do with foreign acquisition of US businesses and corporations, particularly, but not exclusively, in high-tech sectors, focusing on a wide-range of potential threats to national security.

Recognize, value, build, and leverage diverse collaborative networks with the ODNI and across the IC.

Plan, develop, utilize, and refine methodological tools and approaches to gain a comprehensive understanding of complex and significant analytic issues and incorporate insights and findings into well-crafted, sophisticated finished intelligence products.

Serve as a member of the ISG leadership team.

Help advance ISG's foreign engagement efforts by participating in analytic exchanges and/or delivering briefings to liaison on foreign investment security related topics.

Engage in analytic outreach with private sector interlocutors and events to advance ISG's, OESET's, and the ODNI's efforts to glean insights from outside of the IC related to investment and investment-security related trends, particularly in high-tech sectors.

Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

As a Director for Financial Technology, you will:

• Serve as a central point of contact for all regulated entities on fintech related risks, and emerging financial technology matters and lead the OFT team activities for banks and fintech firms to interact with the OCC regarding those areas outside of the OCC direct supervision capacity.
• Serve as an expert advisor to the Deputy Comptroller (DC) and Chief Financial Technology Officer (CFTO), other Deputy Comptrollers, and the SDC for BSP, as well as provide expert advice and briefing for the Comptroller and the Executive Committee as appropriate on all matters regarding new and emerging financial technology within the banking and financial services industry.
• Under the leadership of the CFTO, implement the OCC's Responsible Innovation Framework, by directing Office of Financial Technology (OFT) staff on its key components including outreach and technical assistance, awareness and training, coordination and facilitation, and research and interagency collaboration. Identifies and leverages existing programs, structures, and processes to ensure that fintech initiatives efficiently integrate with and complement established OCC operations.
• Manage the development of OCC policy materials related to emerging products, services, processes, and technology within the OCC's supervised financial entities, including nonbanks, and banks' fintech partners.
• Continually evaluate the implications of innovative developments within the financial industry against the expertise of the OCC staff responsible for bank supervision and support initiatives to expand the examiner skill set related to financial system innovation and technologies, (such as distributed ledger technology and model risk management), alternative recruitment efforts (e.g., targeting
  non-traditional skills such as advanced information technology, cybersecurity, and mathematical modeling), and expanded rotational assignments.
• Lead, motivate, and develop the OFT staff and determine resource needs and obtain appropriate/necessary approvals to meet resource requirements and ensure understanding of OCC goals, initiatives, and programs by all employees.

Responsible for the maintenance and repair of the institution buildings and structures, through the supervision of inmate workers.

Supervises and trains inmate workers in various phases associated with the construction, repair, maintenance, and renovation of buildings and related structures, grounds, fixtures and utilities, requiring the use of a variety of trade practices such as carpentry, masonry, plumbing, cement work, painting, welding, roofing, and other related trades.

Responsible for design and development of plans, specifications and blueprint drawings.

Responsible for adhering to safety procedures for hazardous material handling, OSHA requirements, and environmental issues.

Responsible for the education of prison staff about drug abuse, drug abuse treatment and the local prison program.

Administers eligibility and psycho-social assessments as the basis for individual treatment planning.

Attends meetings with supervisors, other drug treatment DATSs, the unit team, etc., to share information, knowledge, ideas, and recommendations for the drug abuse treatment participant.

Provides nursing expertise and leadership in medical/surgical, mental health and other specialty units throughout the institution.
