Sandwell Council is currently seeking to appoint two Enforcement Officers to join its Private Sector Housing Team as part of a two-year project.
The Enforcement Officers will lead a focused intervention project in the Cape Hill area of Smethwick proactively inspecting private sector housing, ensuring compliance with housing standards.
Your new role
As an Enforcement Officer, you will carry out enforcement activity dealing with conditions in private sector rented accommodation, having particular regard to tackling rouge landlords who exploit vulnerable communities.
You will carry out full inspections of properties to ensure compliance with HHSRS, Decent Homes Standard and other relevant legislation such as Building Acts, Environmental Protection Act, HMO regulations, Housing Acts and other relevant legislation relating to building safety and conditions. Maintain detailed and accurate records of visits, enquiries, actions, decisions and calculations.
You will be identifying and targeting primarily flats and HMOs over commercial premises within the Cape Hill area of Smethwick. Researching ownership and responsibility of premises and arranging proactive inspections. Inspecting HMOs that are unlicensed, providing reports and building case files.
Undertake inspections of Houses in Multiple Occupation (HMO) using the Housing Health & Safety Rating System (HHSRS) to identify disrepair, other non-compliance with local and statutory requirements and breaches of management standards.
Take action where necessary to ensure compliance with relevant legislation, including the preparation and service of statutory notices, orders and demands in accordance with prescribed forms and procedures.
Conduct Neighbourhood Renewal Assessments (NRA's) and other detailed investigations on areas of houses and individual long-term empty properties. Determine the most satisfactory course of action.
Prepare reports for Operations Manager and for Director/ Cabinet Approval.
Prepare paperwork for civil penalty offences and for prosecutions, give evidence in court in the formal enforcement of statutory notices.
Prepare papers and legal statements and represent the Council in First Tier Tribunal-Property Chamber (Residential Property) appeals and provide expert witness evidence.
What you'll need to succeed
To be successful in this role, you will need a HNC in construction, a degree in Environmental Health or related subject, and be able to demonstrate at least 2 years' experience in Private Sector Housing regulation.
You will also need a certificate of competency in application of the HHSRS regime and knowledge of the Housing Act 2004, the Housing Health and Safety Rating System (HHSRS), and the local authorities' regulatory and enforcement powers in relation to HMOs and private sector housing conditions.
In addition, this role will be an ASAP start,. Before starting, you will need to pass your reference and compliance checks. On registration please have your 2 most recent employment details available for reference checks.
What you'll get in return
This role is a full-time, temporary position based in Sandwell, the role is £18.06 per hour (PAYE)
This is a two-year temporary project.
Due to the council going through a period of transition, permanent opportunities may be available.
