The Chief Architect (CA ) will ensure definition of the organization's architecture platform through knowledge of the agency's legacy information technology (IT) platforms, coupled with applied knowledge of advanced information systems architecture, software development techniques, and industry best practices all of which are consistent with agency mission and objectives, applicable laws, regulations, principles, and standards.

The CA provides technical expertise for legacy system design, development, and operations. The CA will ensure an enterprise and inter-agency approach to architecture and integration. The CA will provide policy and governance for architectural and technical direction throughout the systems development lifecycle. The CA will also provide guidance on reference implementations for key technology decisions. The incumbent is responsible for driving the logical data model design, major interfaces design, security model selection and design and hosting/deployment and contingency design of all new systems.

The incumbent will collaborate with the agency's CIO, Deputy CIO, Chief Information Security Officer (CISO), program management office, and senior agency officials responsible for budget and procurement/ acquisitions and business partners to communicate SSA's technology, architecture vision and strategy ensuring that agency architecture can support the growing and evolving needs of the enterprise and SSA's growing and diverse constituencies.

Additionally, the CA:

• Defines the overall architecture strategy and vision for the organization, ensuring alignment with business goals and objectives. Sets policy, provides governance and oversight, and provides technical expertise in the following areas:
  • Information System and Technology Architecture
  • Security, Data, and Business Architecture
  • Solution Engineering
  • Governance and Oversight
  • Processes and Tools
• Utilizes expert-level technical knowledge, judgment, and resource management skills based on in-depth knowledge of the organization's information systems technologies and architectures to develop and maintain an aspirational long-term architectural road map for the enterprise and target state architectural blueprints.
• Oversees the design and implementation of technology solutions, guiding the technical team, and ensuring that the architecture is scalable, secure, and efficient. Through collaboration with various stakeholders, the CA helps to translate complex business needs into sustainable technology strategies.
• Designs and oversees the development of a business data architecture and mapping methodology for enterprise data within programmatic and analytic applications.
• Reviews and approves major architectural designs to ensure compliance with internal standards and the strategic direction of the organization. Communicates architectural decisions, plans, goals, and strategies to agency executives and senior level management.

The Office of Customer Service, led by the Associate Commissioner (AC, OCS), plans, organizes, and directs all activities of the office and is directly responsible for the accomplishment of the organization's mission by monitoring service delivery and performance, analyzing customer feedback, and identifying solutions that improve the customer's experience through a wide range of service delivery channels. As one of two Deputy Associate Commissioners for Customer Service (DAC, OCS) the incumbent is responsible for providing national oversight and direct support for SSA's customer service channels, including Call Answering Sites, Field Offices (FOs), Workload Support Units (WSUs), and Program Service Centers (PSCs). The incumbent researches and evaluates the applicability of innovative concepts and new technologies and recommends ways to improve customer service. Additionally, the DAC, OCS oversees the design, implementation, and maintenance of effective management information (MI) systems to assess the operational effectiveness and efficiency of SSA public service operations.

The Deputy Associate Commissioner for Executive Operations and Strategic Management (DAC, OEOSM) serves as a liaison with the Office of Human Resources on organizational realignment recommendations and supporting documentation for Deputy Commissioner approval and provides guidance on Equal Employment Opportunity policies and procedures, and on sensitive personnel issues within overarching Agency guidelines. Oversees OHO's administrative and personnel delegations of authority program.

The DAC, OEOSM is responsible for administering and leading OHO's employee development, career and succession planning programs, and general activities of the OHO National Training Center and Learning Resource Center. Develops overall OHO training policy and develops operating procedures related to training and employee development for OHO employees nationwide. Provides technical assistance to components to conduct needs analysis and set priorities and conducts a comprehensive training evaluation program to ensure the cost-effectiveness of training and stewardship of resources devoted to meeting training needs. Administers and manages the performance management program, the PACS appraisal system, and employee recognition programs, ensuring fair and equitable treatment of all employees. Manages OHO recruitment needs in accordance with annual hiring plans and administers recruitment plans among OHO components at the Headquarters and field levels.

The incumbent formulates, develops, communicates, and oversees field practices and procedures governing Administrative Law Judge (ALJ) conduct, performance, and alleged public misconduct complaints in coordination with the Office of the Chief Administrative Law Judge (OCALJ). Processes requests for settlements in labor relations matters. In coordination with Office of Labor Management and Employee Relations (OLMER) and the Office of General Counsel (OGC), conducts administrative investigations of harassment and other potential misconduct. Working closely with the OCALJ, provides advice, guidance, and counsel to field offices in specific areas of identified needs. Working closely with OGC and the OLMER, reviews, researches, and recommends action on ALJ conduct and performance issues to OCALJ. Investigates allegations of misconduct from the public regarding Administrative Law Judges during the hearing process. Provides technical analyses, guidance and advice concerning administrative procedures involving ALJs. Represents OHO on relevant ongoing and ad hoc workgroups, task forces, etc. Consults with the Office of Civil Rights and Equal Opportunity regarding equal employment opportunity matters. Responsible for executing OHO's duties associated with audits and nationwide initiatives stemming from involvement with oversight organizations (e.g., GAO, OIG, etc.). Handles and disseminates information requested under the Freedom of Information Act (FOIA) and the Privacy Act.
