CLASS DESCRIPTION
The Baltimore City Department of Housing and Community Development is seeking an Operations Officer II, Director of Special Operations, Code Enforcement for our Code Enforcement and Emergency Management Division – Special Operations, Emergency Management and Human Services Section.
ESSENTIAL FUNCTIONS
- Continually analyzes data to describe, predict, and improve performance while leading a team of Senior Inspectors in the observation and documentation of unique and isolated issues of property maintenance and code enforcement.
- Routinely employs, written and verbal communication to advise, inform, and educate employees colleagues and provide updates to senior management staff.
- Prepare and present reports through data visualization and onsite investigations (quantitative, and qualitative).
- Performs as a project manager coordinating operations across multiple agency, internal and external partners to provide security, cleaning, boarding, and ombudsman services for vacant buildings and the mitigation of illegal tenancy throughout the City of Baltimore.
- Contributes to the review and edit of processes aimed at the dissemination of defining operating policies, standards, practices, and procedures for those cases occurring outside the normal boundaries of property maintenance and code enforcement issues.
- Payroll review and approval and other duties as assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Have a bachelor’s degree in business administration, public administration, management, or related field from an accredited college or university.
AND
EXPERIENCE: Have four (4) years of experience in professional-level administrative, operations, or technical work.
OR
NOTES (EQUIVALENCIES): Have an equivalent combination of education and experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS:
Must have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of the principles and practices of public and business administration and management, including the process of planning, organizing, staffing, directing, and controlling.
- Knowledge of methods and procedures for the collection or organization, interpretation, and presentation of information.
- Knowledge of the basic principles of accounting, budgeting, fiscal controls, and statistics.
- Knowledge of management practices and methods.
- Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects.

- Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups.
- Ability to establish and maintain effective working relationships with city officials, community, and business groups.
