As a Physical Security Specialist, ensures the safeguarding of NRC classified and sensitive unclassified information and the assurance of adequate physical protection of NRC Headquarters, Regional Offices, contractors, and all NRC-managed facilities against criminal, terrorist, or hostile intelligence activities. Evaluates the adequacy of existing physical security policies and recommends new and revised policies, standards and procedures to enable the branch to administer the facilities security program effectively and efficiently.
Reviews and evaluates facility security plans for adequacy, disapproving those that fail to adhere to NRC Security Program requirements.
Coordinates and conducts comprehensive facility security surveys (initial, special, periodic and termination) to determine adequacy of procedures, security measures and systems in effect.
Identifies deficiencies and the potential for compromise of classified and sensitive unclassified information.
Disapproves NRC facilities for the handling/storage of classified and sensitive unclassified matter if all security measures have not been implemented or are not consistent with security regulations and policies.
Implements the NRC security infraction program by conducting inquiries and analyses of incidents involving the possible compromise of NRC classified information and provides recommendations for corrective action.
Conducts special inquiries and investigations regarding the loss or unexplained disappearance of government property. Conducts preliminary inquiries into suspected violations of Federal laws of security interests to determine if an actual violation requiring referral to the FBI, through the Office of the Inspector General, has occurred. Performs these inquiries and investigations under conditions requiring considerable discretion and tact.
Oversees and assures the installation of intrusion detection and access control equipment for NRC Headquarters buildings by coordinating with and ensuring that appropriate Security Specialists are notified when installation is complete and in order.
Provides day-to-day personal and telephonic advice and assistance on intricate and varied facilities security matters to NRC personnel, contractors, licensees and others, in order to assure their implementation of NRC facilities security policies in an efficient and effective manner. This includes the presentation of formal and informal briefings, where required.
Prepares and develops facilities security policies, standards and procedures for NRC's security program with a major objective of safeguarding National Security Information, Restricted Data, and sensitive
unclassified information. These policies, standards and procedures apply to NRC Headquarters and Regional Offices, NRC contractors, NRC licensees and others affected by U.S. national policies and regulations developed by DFS.
Maintains cognizance of new statutes, Executive Orders, directives and Presidential decisions that impact or may impact on the NRC Facilities Security Program. Analyzes and evaluates the impact on the NRC Security Program and operations and prepares appropriate revisions to NRC facilities security directives and other security publications. Staffs facilities security directives and interprets and explains impact for other NRC program offices.
Establishes and maintains liaison with other government agencies, industry personnel and local law enforcement personnel to maintain an awareness regarding the security threat to NRC buildings, personnel and classified or sensitive unclassified matter; to remain cognizant of current standards and policies; and to become aware of the capabilities/availability of new security equipment (e.g., intrusion detection and access equipment) to assure a continuing ability to provide guidance and advice which is current, effective and efficient.
Continually applies the Facilities Security Program to specific NRC Headquarters--buildings/offices and applies the program to Headquarters-administered activities, as needed throughout the United States (e.
g., Atomic Safety and Licensing Board hearings). Such applications must provide for and assure the physical protection of NRC classified activities, property and personnel, and routinely includes the security aspects of buildings and grounds; use and deployment of guard forces; and may include modifications to buildings and/or security plans for fire and safety; communications; emergency planning (e.g, bomb threats, civil disorders, relocation and fire); and coordination of the above with law enforcement agencies.
Assures uniform and consistent interpretation and application of branch policy, procedures, and standards to assure the branch administers the facilities security program effectively and efficiently.
