As an Equal Opportunity Investigator, at the full performance level, you will perform the following duties:

• Utilizes a variety of investigative techniques such as interviews or fact-finding conferences, and a variety of instruments such as requests for information, position statements, exchange of letters or memoranda, interrogatories, and affidavits to investigate alleged violations of Federal equal employment opportunity laws;
• Requests documentary evidence and interview witnesses and responsible management officials (RMOs) to obtain their testimony about the claims;
• Prepares affidavits tailored to the appropriate model of proof for review and signature by these witnesses and RMOs; AND
• Uses evidence obtained during the investigation to write and organize the Report of Investigation (ROI), as well as to prepare an investigative summary which summarizes the ROI.

Specific duties include:

• Counsel veterans, their dependents, and beneficiaries regarding all benefits available through the Department of Veterans Affairs, as well as non-VA benefits available through other organizations concerned with veterans.
• Discuss with the claimant the immediate and long-term factors that may influence the decision between different benefits.
• Acts as an advocate for veterans and ·their beneficiaries in their dealings with other VA elements and organizations that affect their claims.
• Describes the types of documentation needed to expedite claim processing, as well as how to find, fill out, and submit the paperwork needed for the particular type of claim being submitted.
• Collects the required data and finish a claim with the veteran and/or a family member present.
• Explains the VA's judgments to the claimant and provides verbal or written justification for those decisions.
• Occasionally, along with a senior specialist, may represent the Department of Veterans Affairs at various outreach events such seminars, committee meetings, service organization meetings, home visits, and other veteran-related activities.
• Determines the needs of those looking for social services and refers them to the proper government or nonprofit groups that provide those services.
• Analyzes and interprets laws, rules, and protocols where precedent and guidelines may not be clear, the incumbent must exercise discretion and judgment.
• Ability to interpret and apply laws, guidelines, regulations, and precedent opinions to provide accurate entitlement determinations and benefit payment information.

• As a Senior Civil Engineer (Structural) within the PD-MCX, you will Plan, schedule, organize, direct, coordinate, and perform complex structural designs and technical studies to include:
• Conventional Facility Design; Computerized Analysis and Design; Surface and Shallow Buried Hardened Facilities; Deep Underground Facilities; Statistical Design Methods; and developing protective design criteria.
• Direct nuclear and conventional weapons effects and threat analysis (airblast, airblast and direct-induced ground shock, cratering phenomena, ejects, debris and dust, radiation, and firestorm, and projectile penetration)
• Direct, coordinate, and review structural design work and technical studies contracted to Architect-Engineer (A-E) firms and research organizations.
• Brief the highest levels of Army staff elements on PD-MCX programs that have Army-wide application for the purposes of coordination and facilitation of program execution.
• Define the scope-of-work to be performed based on engineering knowledge, judgment, and sponsor requirements.

At the full performance level (GS-14) the major duties of this position include but are not limited to the following:

1. Supervise and manage a comprehensive audit program to ensure compliance with the statutory requirements of SMCRA.
2. Develope and provide objectives and techniques necessary to carry out the mission of the audit function, exercising technical and administrative direction.
3. Management of a program that works on a broad range of auditing, analytical, and investigative techniques to ensure compliance with the statutory requirements of the SMCRA.
4. Develop and implement standards for measuring the efficiency and effectiveness of field audit operations.

• Performs pre-award and post-award functions involving highly specialized procurements of significant importance to the agency. Requirements typically involve systems or programs such as those involving research, development and production of extensive, specialized equipment or systems; state-of-the-art Information technology products, equipment and/or services impacting customers throughout the nation and/or world; or similarly complex commodities and/or services integral to national defense or security.
• Performs procurement planning. Identifies those large-scale systems, components, equipment, and services to be acquired by contract. Develops procurement objectives and strategies in terms of competition and price range and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations. Prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules.
• Serves as an advisor to program officials in procurement planning meetings, identifying the procurement objectives and methodologies to be used and assists in the preparation of statements of work and acquisition plans. Prepares determinations and findings and solicitation documents. Performs detailed analyses of all elements of cost in contractor proposals and makes competitive range determinations. Conducts pre-proposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract. Obtains appropriate data from business and technical officials. Issues necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities or clarification of contract clauses. As required by the lack of meaningful cost and price information, incumbent explores new or innovative contracting approaches to arrive at an equitable contractual arrangement.
• Plans a comprehensive negotiation strategy, coordinates strategy with others technical experts involved and leads negotiations which are conducted with contractors to develop the contract prices and terms. Awards the contract. Performs contract administration, including incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of Government property reporting, approval of progress payments, final payment and contract close out. Terminates contracts for the convenience of the Government or default by the contractor.

The Office of Acquisition Information Technology Services provides transformational system development, incremental system development, operational and management services for Federal Acquisition Services (FAS) business applications. The organization advises FAS leadership and program areas on IT tools that support and enhance FAS’s business operations. IDQ is organizationally aligned to the FAS business areas to most effectively deliver the IT services, systems, and functions they need. Additionally, IDQ provides cloud integration technology functions as a shared service for all of GSA IT.

As an IT Program Manager you will develop, implement, and/or oversee multi-year IT initiatives of such magnitude they must be
carried out through multiple related projects.

You will be responsible for the following duties:

• Managing long term IT projects which include: identifying customer needs and requirements; analyzing systems requirements and environments.
