• Performs pre-award and post-award functions involving highly specialized procurements of significant importance to the agency. Requirements typically involve systems or programs such as those involving research, development and production of extensive, specialized equipment or systems; state-of-the-art Information technology products, equipment and/or services impacting customers throughout the nation and/or world; or similarly complex commodities and/or services integral to national defense or security.
• Performs procurement planning. Identifies those large-scale systems, components, equipment, and services to be acquired by contract. Develops procurement objectives and strategies in terms of competition and price range and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations. Prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules.
• Serves as an advisor to program officials in procurement planning meetings, identifying the procurement objectives and methodologies to be used and assists in the preparation of statements of work and acquisition plans. Prepares determinations and findings and solicitation documents. Performs detailed analyses of all elements of cost in contractor proposals and makes competitive range determinations. Conducts pre-proposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract. Obtains appropriate data from business and technical officials. Issues necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities or clarification of contract clauses. As required by the lack of meaningful cost and price information, incumbent explores new or innovative contracting approaches to arrive at an equitable contractual arrangement.
• Plans a comprehensive negotiation strategy, coordinates strategy with others technical experts involved and leads negotiations which are conducted with contractors to develop the contract prices and terms. Awards the contract. Performs contract administration, including incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of Government property reporting, approval of progress payments, final payment and contract close out. Terminates contracts for the convenience of the Government or default by the contractor.

As a PUBLIC HEALTH TECHNICIAN (Title 32), GS-0640-8, you will maintain Force Health Protection through planning, evaluating, and management principles related to epidemiological, operational, and occupational and public health programs. This includes occupational health, hearing conservation, reproductive health, bloodborne pathogens exposure control, communicable disease control, immunization, disease vector surveillance, disease/epidemiological surveillance, aircraft inspection, facility sanitation, food safety and vulnerability, health risk assessment, medical intelligence, and operational medicine.

Major Duties - This is NOT an all-inclusive list:

• Ensure statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and health (AFOSH) directives in the ANG area of assignment.
• Determine educational/training requirements for employees by analyzing existing compliance data.
• Ensure pre- and post-deployment medical screening, documentation and required post-deployment medical follow-up activity is accomplished as directed in current Air Force Instructions (AFIs) and Health Affairs policy.

• Interview and educate employees, consults the workplace supervisor and determines the need for employee work restrictions and counsels the employee on potential health hazards that may affect pregnancy and reproductive health at the workplace, at home, and during recreational activities.
• Formulate, implement, and execute methods and educational strategies for identification, control and/or elimination of vector-borne illness with regional health agencies.
• Analyze scientific and compliance data to determine the scope and frequency of required occupational health surveillance.

The Office of Acquisition Information Technology Services provides transformational system development, incremental system development, operational and management services for Federal Acquisition Services (FAS) business applications. The organization advises FAS leadership and program areas on IT tools that support and enhance FAS’s business operations. IDQ is organizationally aligned to the FAS business areas to most effectively deliver the IT services, systems, and functions they need. Additionally, IDQ provides cloud integration technology functions as a shared service for all of GSA IT.

As an IT Program Manager you will develop, implement, and/or oversee multi-year IT initiatives of such magnitude they must be
carried out through multiple related projects.

This position serves as a data analyst within the Training, Evaluation, and Assessment Metrics division for LEADS where they will help build on existing data processes to develop more efficient ways of capturing, storing, manipulating, and analyzing data related to DHS learning and development initiatives. This position is located in the Public Buildings Service, Real Estate Division (RED). This division manages the acquisition of leased space – and the renovation of existing leased and federal space – to support customer agency real estate needs.

This position has job functions that must be executed within specific geographic locations. Duties include, but are not limited to:

• Serves as an expert in project management and serves as the primary point of contact in developing and maintaining Division project management policy, practice, and training regimens. This includes developing and maintaining policy and training documents by staying abreast of Public Buildings Service (PBS), Regional, and Division project management dynamics in both leased and federal space.
• Serves as a knowledge expert/resource to all Project Management Branches and Division staff overall as required on all aspects of project management, developing and providing guidance, one-to-one guidance if requested, formal and informal training or briefings or other information sharing in this program area.

What will I do in this position if hired?

In this Civil Engineer position, typical assignments include:

• Reviewing design and construction plans, cost estimates and schedules in Hazard Mitigation Assistance grant applications; and
• Validating cost estimates and cost-effectiveness analyses; and
• Providing assistance to internal and external partners on FEMA's benefit cost analysis tool and methodology; and

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This Supervisory Federal Air Marshal (SFAM) position is located in the Chicago Field Office, Field Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS).
