As a SECURITY SPECIALIST (UNIT DEPLOYMENT MANAGER), GS-0080-09, you will manage deployment and logistical assets to ensure productive and effective utilization of materiel funding and requirements for all Security Forces tasks and responsibilities. Perform other duties as assigned.

• Act as "project manager" for the change order, responsible for evaluating its design feasibility and cost effectiveness; conducting coordination with project personnel.
• Negotiate differences in scope, direction of change, and costs of labor, materials, equipment, overhead, etc., at issue with the contractor.
• Review contractors proposals and/or user requests for additions, deletions, modifications, or other contract changes.
• Prepare construction cost estimates, computing quantity take-offs and estimates of work involved in the various features of the work being modified.
• Prepare documentation of contract modifications and negotiations, assuring that content, form, and procedures are in accordance with District policy.
• Conduct analyses of construction contract claims involving disputes on contract interpretations, government-caused delays, differing site conditions, constructive suspension, acceleration, and other impact and labor-inefficiency claims.

Summary:
The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Exercises and Inspections Branch of the Plans and Programs Office. Leads and directs the Exercises and Inspections Branch (XPI) within 673 ABW Plans and Programs (XP) office. Directly supervises six specialized exercise planners to include the wing's Chemical, Biological, Radiological, Nuclear, or High-Yield Explosive (CBRNE) defense expert and the wing's 300-man exercise evaluation team (EET). Plans, directs, conducts, and controls 673 ABW Operational Readiness Exercises (OREs) in concert with 3 WG and 176 WG, based on PACOM OPLANS, including Phase I Initial Readiness Response Exercises - testing the wing's ability to transition from peacetime to a wartime posture and Phase II combat employment - testing the wing's ability to perform wartime or contingency missions in a simulated deployed high threat environment. Ensures over 7,000 Elmendorf-based Airmen are prepared for wartime tasking through effective and efficient exercise planning, execution, and evaluation. On behalf of the Joint Base installation commander, directs the planning and execution of the installation's Emergency Management (EM) exercise program. Responsible for exercising and evaluating the installation's EM, CBRNE defense and defense support for civil authorities plans and processes. Ensures branch personnel are qualified and trained to exercise and evaluate all critical wartime functions in accordance with AFIs, HHQ guidance and wing plans. This Transportation Security Inspector position is located in Charlotte/Douglas International Airport (CLT), Transportation Security Administration, Department of Homeland Security (DHS). As a Transportation Security Inspector, you will be responsible for ensuring security compliance of persons and transportation systems and entities regulated under the Title 49 Code of Federal Regulations (CFR) Part 1500 series. You will perform selected assignments and progressively responsible inspection work such as:

Description:
As Range Engineer you would serve as the lead government technical expert for all Western Range instrumentation assets supporting launch and test operations and are at the forefront of emerging technologies and expanding test and launch needs of the DoD/commercial industries. This is a unique position that combines detailed mission planning and technical understanding with real-time console support. You serve as a subject matter expert for a wide range of instrumentation including telemetry, radar, command transmitter and communication systems and how this system of systems interfaces with launch and test users at the Western Range. This knowledge is used to aid in making time critical decisions on console to direct actions to resolve issues and make recommendations to leadership during launch and test support, ultimately ensuring public safety and user requirements are met. You are also involved in the acquisition process for new instrumentation, providing operational technical inputs to these projects and oversee contractors and their support.

The ideal candidate should possess Bachelor of Science degree in Engineering, preferably Electrical or Systems. Familiarity with Western Range instrumentation systems such as telemetry, radar, command transmitter, and communication systems, or experience with similar systems. Operational console experience during launch/test operations. Strong problem-solving and analytical skills to make technical recommendations while under time critical situations. Root cause investigative experience desired. Highly self-motivated with ability to adapt and learn.
