• Maintains extensive knowledge and expertise in the certification and compliance processes for all certification programs within GCBD that help firms engage and expand in the federal marketplace.

• Direction and oversight of all aspects of small business development and certification programs supporting government contractors to include 8(a) Business Development (8(a)), Women Owned Small Businesses (WOSB), Economically Disadvantaged Women Owned Small Businesses (EDWOSB), Veteran Owned Small Businesses (VOSB), and Service Disabled Veteran Owned Small Businesses (SDVOSB), and Historically Underutilized Business Zone concerns (HUBZone).
• Identifies and implements opportunities for continual process improvement to harmonize programs, streamline and reduce burdensome requirements, and communication effectively across all SBA certification programs.
• Ensures the coordination and development of policies, plans, operating procedures, and standards for effective implementation, administration and promotion of the Agency's certification and government contracting business development programs.
• Leads all efforts and maintains extensive knowledge and expertise in the certification and compliance processes for certification programs and all business development programs to include the 7j funded training programs and the Mentor Protégé Programs that help firms engage and expand in the federal marketplace.

OII's flagship investment and innovation programs deliver billions in funding to many thousands of U.S. Small Businesses and startups each year. The Financial Policy Specialist (Director of Policy) leads and coordinates all aspects of OII's policies, regulations, rules, and legislation for the SBIC and SBIR/STTR programs.

• Develops, recommends, and interprets the national policies, objectives, and priorities of OII's funding programs consistent with the intent of national legislation and SBA's authorities.
• Develops, recommends, analyzes, and interprets national policies, objectives and priorities relating to the financial needs of high-growth, innovation, technology, and R&D-focused small businesses and designs solutions to meet these business capital needs through access to investment, federal grants and contracts, advisory services, and public-private partnerships.
• Develops materials and position papers on OII's programs and the investment and innovation support needs of the small business community for use in Congressional hearings and/or briefings.
• Provides technical and administrative supervision to subordinates.
• Supervises staff 20% of one's time.

This position is with SBA's Office of Investment and Innovation (OII) Investment and Innovation Ecosystem Development (IIED) Division. OII leads programs that provide the U.S. growth-oriented small business and startup community with access to financial capital, networks, assistance, and research and development (R&D) funds to build and grow small businesses and innovative startups. IIED is responsible for engaging with ecosystem stakeholders and managing the SBA Regional Innovation Cluster Initiative and the Growth Accelerator Fund Competition.


Duties include, but are not limited to:

• Managing a portfolio of SBA's development initiatives, providing oversight, and evaluation of program milestones; reviewing quarterly reports to identify problems and issues, providing training and resolving problems.
• Resourcing management process for greater program management; facilitates the programming and efficient use of funding to support requirements.
• Developing specific program planning data that incorporates cost, scheduling, forecasting, and evaluating.
• Developing an understanding of the role and the authority and exercises persuasion and professionalism to assure compliance with best program practices, methods, and management policies.
• Contacting public and private sector resources to determine scope of their programs and initiatives for small business owners; identifies key metrics for management consideration.

As a Human Resources Specialist, GS-0201-11/12, you will be responsible for:

• Provides oversight of staffing and recruitment activities to ensure Delegated Examining and Human Resource Operations are conducted in a manner consistent with SBA strategic goals and policies, and governmentwide laws, rules, and regulations.
• Provides advice and guidance to the servicing HR offices and OHRS divisions in development of their corrective action plan to address the required and recommended actions.
• Collaborates with other staff in the development of new or revised policy guidance for review by the Strategy Director and other HR managers, staff and serves as the point-of-contact for the division during the review and concurrence process, prior to finalizing the policy.
• Develops written training materials and reference guides for complex training programs. Assists in the development of training plans for other facets of HR training, as appropriate to ensure the content is compliant with laws, regulation, and policies.

As a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST at the GS-2210-15, some of your typical work assignments may include:

• Serves as senior financial & program - subject matter expert for SBA's Capital Access Financial Systems (CAFS) which supports the agency's trillion-dollar disaster and guaranty loan portfolio.
• Responsible for defining and monitoring performance metrics for OCA and provides recommendations for process, systems and quantitative and qualitative factors.
• Managing risk-based information security, data security, and cybersecurity programs within Federal guidelines and National Institute of Standards and Technology (NIST) standards.
• Oversees the daily operation of the team, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
• Serves as a point of contact for the agency with OCA Lending Partners and Vendor Associates concerning the interaction with OCA financial assistance business applications; addresses Federal Information Security Modernization Act (FISMA) and IT audit findings; and represents and speaks for the OCA in conferences and meetings with Agency program officials, other agency officials, private sector lender or financial services organizations and national professional groups regarding complex system issues impact on OCA and its customers.
