Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Analyzes and interprets criteria related to all aspects of airport and aviation planning. Reviews, provides technical guidance and accepts airport master and system plans prepared by airport sponsors, State aeronautical agencies, and metropolitan planning agencies. Serves as an ADO resource and liaison between ADO and RO personnel on all airport and aviation planning issues. Provides advanced technical guidance for the preparation and coordination of local, metro, and state system airport demand forecasts and Airport Layout Plans. Reviews and approves local airport demand forecasts and Airport Layout Plans. Serves as the ADO point of contact for all forecasting and capacity reviews internally with peers and supervisors as well as externally with stakeholders. Develops the ADO Airports Capital Improvement Program (ACIP) and may administer the Passenger Facility Charge (PFC) program. Collaborates with ADO environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act and other environmental programs. Provides technical guidance and reviews airport sustainability programs. Provides detailed level assistance to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Ensures planning results are in compliance with applicable Grant Assurances. Develops the ADO input to the National Plan of integrated Airports System (NPIAS) and conducts reviews to ensure that FAA guidance is
being met during the initial submittal of NPIAS entry/removal requests. Provides technical review and analysis of all land documentation in coordination with the compliance specialist. This includes land use compatibility plans, change in land use requests, land release, and land acquisition. Performs in depth review of appraisals submitted by sponsors to ensure that land acquired under a project is properly configured, has good title and cost is reasonable. Ensures conformance with the Uniform Relocation Act. Prepares correspondence for review by management. Correspondence may include Congressional responses, briefing papers, approval letters, and guidance to sponsors associated with all aspects of airport development. Provides advisory and advanced technical guidance to the ADO and to the public on all aspects of project implementation including airport planning and programming, airspace, airport design standards, and contract administration. Participates in community activities, such as Advisory Committees, public workshops, and public meetings or hearings. Possesses advanced experience in coordinating public outreach meetings. Provides technical guidance and reviews planning consultant contracts, including determination of reasonableness of cost, to ensure that selection is in accordance with professional services procurement requirements. Approves payments on AIP funded projects. Reviews benefit/cost and life-cycle costs analyses. Prepares ADO recommendation related to project support and prospective funding. Reviews and makes recommendation for modification of standards requests to management and/or RO. Forwards recommendations to RO for approval. Reviews project justifications and eligibility analyses to ensure projects are ready for grant funding. Serves as the liaison for communications with the RO. Maintains project status using the Office of Airports database system (SOAR). Possesses an advanced understanding of grant project management and associated financial reports. Serves as an ADO resource for the final review of planning projects and submittal of recommendations to management for grant financial completion, including eligible final payment or recovery as appropriate. Performs other duties as assigned.

• Performs role of Functional Area Representative for HQ Air Force Reserve Command Force Generation Center, Forces Division, managing and executing peacetime, contingency and wartime force generation operations.
• Performs force planning and execution duties for AFRC personnel and equipment during joint, Air Force, MAJCOM, and Air Force Component GFM and AFPC/DPW rotational and emergent/contingency operations.
• Advises senior deployment readiness specialists in specific phases of a complex mobilization process and develops operating procedures for management and utilization of AFR mobilizations and deployments.
• Serves as the HQ AFRC Force Generation Center representative at subordinate, lateral, and higher headquarters mobilization planning meetings/workshops, Consolidated Planning Schedules (CPS) reviews, and Scheduling Integrated Process Team (SIPT) meetings/conferences to develop mobilization operations plans and programs.

In this Recovery Planning Coordinator position, you will serve as the Region's expert on local and community recovery planning and capacity building, providing authoritative advice and consultation to interagency and other partners, program participants, and stakeholders, and must demonstrate the ability to plan coordinated recovery efforts and advise State, Tribal and Local governments on planning and capacity building matters.

Typical assignments include:

• Analyzing quantitative data to identify if communities may need disaster recovery technical assistance; brief disaster leadership; and engage community leaders.
• Performing Community Assistance tasks at a regional and/or level, in collaboration with and under the guidance of regional Interagency Recovery Coordination and/or leadership; maintaining ongoing communications with partners and developing planning products.
• Coordinating community based pre- and post-disaster recovery planning and capacity building support to state, tribal, and local government officials, as well as Federal, Private, and Non-Governmental recovery partners.
• Facilitating community planning engagements in concert with all internal and external partners. Interfacing with interagency partners, including hazard mitigation, to support recovery plans, before and after disasters.
• Providing technical assistance and support in development of recovery plans in coordination with local resources to disaster-damaged communities.
• Developing and implementing workplans, procedures, and policies to manage long-term disaster recovery is in line with Federal and Regional doctrine and guidance.
• Developing and maintaining contact with governmental agencies, private non-privates and other organizations to exchange ideas and remain current on community recovery developments.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

• Coordinating responsibility for ensuring that regulations and policies developed in the recovery areas are consistent with the statutory requirements and existing policy, that their need is justified, and that they are adequately supported by appropriate analysis.

This announcement is for a position as a FEMA Local Hire. Local Hire employees help FEMA respond to, recover from and mitigate hazards by performing a variety of emergency management functions which are not limited to disaster survivor assistance, conducting and verifying damage assessments, and providing administrative, financial and logistical support.

Local Hires are Temporary Positions. The Local Hire Program is an appointment type granted under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Section 306 (b), which authorizes FEMA to appoint such temporary employees as necessary to accomplish work authorized under the Act. Appointments under this authority within FEMA are made to the excepted service and are nonpermanent in nature. A local hire's term of employment is 120 days. Local Hire appointments may be extended, in 120-day increments, based on the needs of the disaster.
