The Role

This role will support the Business Management Director (BMD) to deliver strategy and planning support within both teams across FPP and PACT. It is responsible for the development of business plans as well as ensuring agreed plans are monitored and reported appropriately.

As Senior Transformation Strategy Manager, the post holder will lead and work as part of a dynamic team in delivering an effective service supporting managers and staff across their functional team, within the Transformation Directorate to: Works with others to create the environment for multi-disciplinary teams to incubate, test, translate and operationalise strategies, ideas, improvements and key commitments. Work with multi-disciplinary teams in the definition of strategic measures of success and management of insights across portfolio areas Work with teams in a matrix way; convening and providing thought leadership across policy, clinical, technical and professional (e.g., commercial) experts. Applies a whole system approach within the functional area and beyond. Works through options development, prioritisation, incubation and innovation activity. Ensures full suite of products, services, platforms, levers, incentives, wider interventions are effectively deployed in support of shared / multiple policy objectives. Works to align the portfolio to deliver against national policy and strategy commitments Acts as a convening point across the Transformation Directorate and NHS England to ensure strategic objectives are communicated, clear and understood by all teams The post holder will work across boundaries with teams in a matrix way to help define the strategic approach for the Directorate.

Develop a clear understanding of all aspects of service delivery and ensure that the business agenda promotes service delivery and improved care for patients. Have responsibility for co-ordinating the strategic planning processes for the Directorate, incorporating all aspects of the business and service delivery agenda. Directing and ensuring the delivery of a number of disparate work streams across clinical teams, in conjunction with the appropriate Service Manager or Professional Lead. Provide formal presentations, on complex financial and service proposals, to Trust wide and Directorate management boards. Manage the Directorates central budget and ensure proactive steps are taken to reduce overall expenditure. Identify and manage procurement opportunities to reduce overall costs of the service, increase productivity and efficiencies and liaise with the corporate procurement process. Provide leadership and management of specific Trust wide programmes of work aimed at delivering a co-ordinated approach to managing resources and minimising risk. Direct and advise the Directorate Senior Management team on processes and systems to manage and minimise the Trusts exposure to financial risk. Line management responsibilities for key staff in the business and Performance Team and the Directorate EA/PA Team. Lead the Directorate response to procurement opportunities and actively look for new opportunities for the expansion of the business of the Directorate. Lead on a range of service improvement projects across the Directorate and develop policies that support implementation of improved operational processes and systems. Lead on the design and development of programmes to support the delivery of Oxleas priorities, Directorate priorities, NHS targets and other service priorities. Co-ordinate identified work streams through the use of skilled facilitation and project management, to deliver the Trusts and the Directorates service priorities. Provide support and training to managers and front-line staff in the use of effective service improvement techniques and evidence-based approaches to managing change. Lead development of and testing of new ideas and approaches that can support the Directorate deliver improvements. Overall responsibility for the financial management of the Directorate, putting corrective measures in place or identifying, developing and negotiating new income flows where necessary. Manage and maintain financial systems which will enable the Directorates services meet their financial targets. Take appropriate action to ensure that all budgets are properly managed by delegated budget holders. Manage the functions of the Business Office team and oversee the delivery of accurate and timely financial information to support the budgetary and business planning process. Take lead responsibility for the co-ordination of the Directorates financial reporting to external bodies such as SEL and Local Authorities. Leadership Lead on the development of an overall financial management strategy to address key areas of financial risk for the Directorate, working with the Service Director, Clinical Director, Associate Directors, Service Managers and the assigned directorate Senior Finance Manager to ensure that services are delivered within the budget allocation and meet Trust financial cost improvement targets. Lead on the development of detailed plans to deliver CIPs targets and cost pressures and identify potential areas for efficiency and improvements. Lead on the development of a financial reporting process that dovetails with the service performance and clinical information reporting systems to ensure a comprehensive strategic overview is provided to the management team. Take a leadership role in the development of business cases, both to secure new funding sources in order to deliver services, but also in response to tender applications. Lead on complex change management programmes within the Directorate, working across service areas, with clinical teams and managers to improve delivery of services and outcomes for service users. Collaborate with corporate colleagues to develop and improve the use of new technologies to support and increase the productivity of service delivery and procure new services or supplies and ensure appropriate contract monitoring arrangements. Own and manage the directorate Risk Register Health & Safety leadership for Community Mental Health Teams Communication Key working relationships with Directors, Executive, Business Managers in the Organisation, Senior Management Team, corporate support department(s) teams and senior staff including Commissioners, Local Authorities, GPs and also with voluntary organisations

This contract role is focused on delivering market evaluation as part of our Design Phase, which runs through to February 2025. The BA will work closely with the core project team, and existing BA, engaging with internal stakeholders and solution providers explore and evaluate future technology options.
