Major duties and responsibilities include:

• Studying the local suitability of the weather, degree of moisture in the air, soil and stages of plant growth to decide when and where the work will be accomplished.
• Must determine the quantities of plants, seeds, etc. needed for specific areas.
• Using own judgment, directs and performs tasks such as watering of all lawns, policing grounds, snow and ice removal, use of hand and power tools, mowing of lawns utilizing push type and riding lawn mowers, weed eaters, weeds flower beds, trims shrubs and trees, and mulches shrubs and flower areas.
• Cleaning all engineering storage areas when required.
• Responsible for the maintenance and minor repair of all equipment utilized by grounds maintenance.
• Knowledge of the use of grounds equipment, mowers, weed-eaters, snow blowers, hand tools, tractor, edger, fork-lift and street sweepers, and will be required to do maintenance and preventive maintenance of all grounds equipment.
• Diagnosing and controlling plant diseases, planting and transplanting plants and proper watering practices.
• Determining the proper type, time of season and application of fertilizers and herbicides for contractor application.
• Trimming and pruning plants as needed to maintain growth and appearance.
• Reproducing plants through cutting, grafting, rooting and the layering process.
• Performing maintenance and repair on all sprinkler systems.
• Ensuring that all equipment is maintained, is oiled and in safe operating condition before use, must properly clean and check equipment before storing, and report to supervisor any equipment not in proper or safe operating condition.

The Substation Operator (Instructor) must have the technical qualifications and knowledge required to perform all duties, tasks, and responsibilities contained in the Substation Operator/D.C. Substation Operator job standard. While permanently assigned to the TTC, the incumbent is required to maintain currency in work practices, safety procedures, and certifications of the trade. The job may perform field work.

As a Substation Operator (Instructor), you will:

• Collaborates with Transmission Field Services (TFS) management, craft committee, and functional team in development of course outlines, lesson plans, and testing and evaluation materials to meet craft training objectives established by management.
• Provides instruction in general trade theory and substation operations and switching practices and procedure utilizing various delivery approaches or combination of methods (e.g., classroom, virtual, simulated controlled environment, etc.)
• Provide reports and feedback to managers, field supervisors, or Craft Committees, as appropriate.
• Sets the pace and example of behavior on the jobs (field/classroom), explain work rules, regulations, and policies.
• Develops assessment methods and instruments (written examination, skills-based exercises, etc.) appropriate for the subject matter.
• Plan, schedule and coordinate training courses. Arranges for guest speakers/instructors, arranges equipment and suitable training locations based on need (e.g., field, lab, etc.) or subject matter (physical/virtual).
• Maintains training records (e.g., examination results, training evaluation forms).

Duties -

Utility Systems Repairer Operator responsibilities include but are not limited to:

• Journeyman-level acquired training and/or experience in the repair and operation of boilers and auxiliary equipment in plants of this size.
• Broad knowledge of all phases of boiler plant operation and be able to use that knowledge to grasp the interrelations between the various processes found in the boiler plant and associated systems.
• A proficiency in reading and interpreting blueprints, schematics, and diagrams.
• An analytical ability when it comes to taking logs, viewing trends, and interpreting what the data means and how it can help predict situations that may be occurring so that they operator can anticipate changes before they possibly become catastrophic.
• The ability to select and use proper hand tools, power tools, and test equipment used for maintenance and repairs.
• Computer skills to be able to navigate the Siemens and Johnson Controls panels, the VistA Work Order System, as well as the ability to proficiently use the Microsoft Office suite of programs.
• The ability to complete their required duties in a timely manner, without mistakes, with little to no supervision.
• Excellent customer service and communication skills when working with both hospital staff and other engineering trade personnel.
• Operating all controls of the boiler plant in both automatic and manual modes of operation, as the situation requires.
• Perform hourly rounds on equipment and recording readings in accordance with the facility's policies and procedures.
• Maintain the Boiler Plant Logbooks and records and providing proper shift turnover to oncoming Operator.
• Operate and monitor graphic control systems and various metering systems for the boiler plant. Analyze the chemistry of the boiler water, feed water, water softening, and condensate systems using standard chemical tests. If any of these tests are found to be out of specification, take required actions to correct the discrepancy, which can include adjusting the pumps or modifying the electronic control system.
• Communicate with appropriate personnel per medical center policy concerning station fire alarms, disaster notification and various other alarm systems.
• Performing various housekeeping functions within the boiler plant.
• Operation, as needed, of the three 30,000-gallon below-ground propane storage tanks, the associated air mixing equipment, and all metering and monitoring equipment.
• Monitoring the Sensodyne Gas Detection system for any potential buildup of combustible gasses or carbon monoxide in the boiler plant, propane yard, or co-gen plant spaces.
• Ensure that all boilers and associated equipment are operated IAW manufacturer recommendations and VA Boiler Plant Operations policies.

- Leads a team of trades and/or labor workers. On a regular and recurring basis, utilizes trades and/or labor knowledge and skill to lead a team of three or more workers in performance of various related work. Performs work. Performs non-supervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led.

- Performs GMV Training and Certification within the Training, Validation Office (TVO) and leads other military and civilians performing training. Trains newly assigned military vehicle operators on a wide range of vehicles to include buses, tractor trailer, forklifts, wrecker/recovery vehicles, passenger vans/buses ranging from 12 passengers to 55 passengers.

- Administers Installation GMV Licensing Function and Installation Vehicle Misuse Program. Performs Operator Records and Licensing functions within the TVO office issuing and updating GMV licenses for personnel across JBSA.

- Drives buses, tractor trailers and/or other vehicles typically having a GVW of more than 32,000 pounds to include wrecker/recovery vehicles, and one or more electric, LPG, or diesel-powered forklift trucks to facilitate loading and unloading duties. May be required to transport bulky and unwieldy items.
