As a senior manager within Atlas, the post holder will have responsibility for the overall management of a multi-disciplined complex facilities service, covering both acute and community locations and will therefore be a highly skilled professional with significant senior management experience in the leadership of a large multi-disciplinary Facilities service in an organisation of comparable complexity.
Together with overall managerial responsibility for Atlas facilities staff at all levels, the post holder is expected to provide a customer focused, cost effective and efficient building and engineering service using a combination of in-house staff and a range of independent contractors and professionals; including appointed architects, quantity surveyors, mechanical and electrical consultants, principal contractors, sub-contractors, and specialist contractors.
The frequently fast changing, dynamic acute working environment, requires the post holder to demonstrate the ability to respond and adapt flexibly to the needs of the service. Therefore, they must have a high level, practical and theoretical knowledge of facilities services, the associated compliance legislation and be comfortable dealing with a wide range of stakeholders.

Whilst not exhaustive, the following duties represent an indication of the key duties and responsibilities expected of the post holder.
Strategy & Planning Related
The post holder will:
• Take the lead on shaping the future provision of facilities services at Atlas. This will include the strategic development of services to ensure they are high quality, progressive, responsive to internal and external demand and fully support the strategic direction of the company and the future operational needs of the service delivery contracts.
• Be responsible for the development and implementation of the on-going long term Atlas Facilities Strategy and the associated delivery plan, ensuring that any related financial and facilities management resources are correctly planned and prioritised.
• Use technical and professional building and engineering expertise advice, as necessary, to support the reconfiguration and integration of various services associated with the overall Atlas Facilities
• Support the company’s annual business planning process, including the production of appropriate facilities management plans, which should be flexible where possible, to allow for any potential adjustments, that may be required, to meet the changing needs of the service.
• Liaise with Senior Leadership Team (SLT) colleagues to ensure that any facilities management implications, arising from business plans developed within other services, are identified and where necessary, appropriately resourced.
• Research and develop the latest facilities management strategies, innovations, and practices and where appropriate, implement new methods of working throughout the Company, in order to obtain the optimum return on resources.
• Ensure full liaison is undertaken with colleagues from the capital and property, estates and medical engineering teams to effectively manage the interface between operational, building and engineering matters and all developments regarding capital investment projects.
• Ensure, facilities services are represented in all minor building and engineering projects
• Plan and deliver, through the facilities management teams in both the acute and community services, the active management of all aspects of all services, making optimal use of the resources available.
• Evaluate any customer performance review reports received, relating to facilities issues and where appropriate, formulate and implement action plans to improve service provision.
• Have overall responsibility for ensuring that facilities division business continuity contingency plans and emergency procedures, for use in the case of facilities loss, in respect of all operational functions, are developed and available for implementation if required. In addition, ensure that all related plans are communicated to and fully understood by all facilities staff.
• Contribute to and occasionally lead, on the development of selected policies and strategies in a multidisciplinary facilities environment, recognising the complex integration with other departmental policies.
• Ensure that sustainable service development is properly considered in all estate related decisions and liaise with the Atlas Energy Officer as appropriate.
• Have overall responsibility for the production of management plans to ensure that all areas of the estate are of an acceptable standard, utilising audits and condition surveys to support the development of a 5 year backlog estates and facilities maintenance strategy.
• Develop and present business cases where appropriate and ensure that such schemes and projects are adequately funded and resourced.
• Lead the provision of a comprehensive operational risk approach, ultimately responsible for facilities risk register, review, update, forward planning and reporting
Performance & Delivery
The post holder will be expected to:
• Have overall responsibility to ensure that professional standards of service delivery, workmanship and production are maintained at all times and that all facilities services are delivered in accordance with national standards, mandatory controls and regulations, the facilities strategy and related policies and procedures.
• To be responsible for dealing with all facilities management related emergencies which may occur and for the activation and escalation of the Atlas ‘Facilities Emergency Plan’, whilst operating and being part of a ‘On-Call’ system.
• Have overall responsibility for direct multidisciplinary staff and contractors and specialist contractors undertaking a variety of complex and highly complex work in the facilities environment. Ensure all work is appropriately planned, prioritised, sequenced and executed to the agreed programme and standard and delivered within budget.
• Ensure that any contractual disputes are managed during service / project procurement and monitor contractual performances in line with associated programmes, specification or other agreed schedules.
• Manage and chair meetings as appropriate, ensuring minutes / meeting notes and associated action plans are produced to record the progress
• Have overall management responsibility for all levels of facilities staff, including the resolution of disciplinary and grievance matters when required.
• Support property and capital colleagues as appropriate to ensure the smooth delivery of projects.
• Have overall responsibility for the management of both the acute and community facilities and engineering workforce and for ensuring that workload is prioritised and delivered to both fulfil statutory requirements and to meet the client’s needs.
• Participate in the Atlas's ‘On Call’ rota for out of hours facilities Providing cover for service continuity in the event of breakdowns, essential service failures, fire and floods or facilities related issues and ensuring that the ‘Facilities Emergency Plan’ is implemented where appropriate. Including, acting as lead manager in the event of a major incident.
• Have overall responsibility at site level for the professional and technical management of highly specialised areas of facilities management including cleaning, waste, portering, transport etc.
• Have overall responsibility for the management of Soft FM contracts, both internal and external, in addition to all levels of directly employed staff, to ensure the effective delivery of operational facilities
• Take a lead role in negotiating appropriate facilities related contracts.
Compliance, Reporting & Regulatory Duties
The post holder will:
• Be the Company’s nominated officer (approved person where appropriate) with regards to the management of facilities statutory compliance ensuring that both Atlas and its clients comply with all aspects of facilities statutory compliance. Although not an exhaustive list, compliance areas will include:

• HTM Compliance
• Cleaning

• Catering
• Portering
• Transport
• Central Alerting System (CAS) alerts
• Contracted Services
• Pest control
• Security
• Risk Management
• Ensure that Atlas and its client keeps abreast of any changes in legislation and guidance appertaining to Facilities ; Providing specialist compliance advice to the general facilities team and where necessary, to the Company’s clients.
• Liaise with SLT to ensure that appropriate Quality Assurance (QA) and Compliance systems are implemented throughout the Facilities function and ensure that key responsibilities and deadlines are met.
• Develop and embed robust governance, systems and processes throughout the Facilities division and maintain and keep updated all facilities related policies and procedures
• Ensure, where applicable, that all works are carried out in compliance with Building Regulations, Health and Safety legislation and guidance, fire precautions provisions, HTM’s and all other related statutory and Department of Health/NHSI requirements.
• To ensure that any action which is arising from hazard notices, safety notices, defect and failure reports or relating to other regulatory breaches, is carried out and that the outcome is monitored and reported on as required.
• Ensure that any work-related injury, disease and dangerous occurrence as defined in The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) are reported to the Health and Safety Executive within the appropriate timescales.
• Ensure accurate records relating to health and safety data are maintained.
• Be responsible for reviewing all relevant incidents and near misses within the team, ensuring that corrective action is taken and providing data within agreed regular reports.
• Be responsible for managing and monitoring the implementation of all compliance issues, including codes of good practice in response to professional and NHS guidance.
• Interpret and advise on national policy in order to develop, implement and monitor all assessment frameworks identifying any risks for the organisation and ensuring compliance with national standards and best practice.
• Have overall responsibility for managing and complying with all statutory instruments and guidance ensuring best practice related to building fabric and engineering services.
• Has a supporting SLT role for ensuring that the Atlas CAFM system is developed and maintained appropriately. Including the capture of all relevant asset information, the production of all relevant performance reports and full alignment to all relevant standards and compliance requirements.
