About The Role
OCS are recruiting for a Facilities Manager to be based in East Kilbride. You will be working flexibly to meet business requirements, Monday to Friday between 07:00 to 22:00, 40 hours per week, on a permanent, full-time basis. You will be responsible for overseeing effective delivery of Cleaning services, Porterage, Catering, Helpdesk, Window Cleaning, Grounds Maintenance and other service lines and ad hoc areas as required. Both BPSS and SC security clearances are required for this role.

Duties will include:

• You will oversee service delivery, manage performance levels and support improvements to service delivery across all service lines, collation and provision of all required reporting, contract administration and support the contract management team, in line with all processes and procedures
• Ensure all process and procedures are in place and regularly reviewed and updated for each service line with the support of the Service Leads for the relevant areas
• Manage the service delivery to the required standards to maintain contractual performance to the required levels against KPIs and SLAs
• Full line management responsibility for the teams on site
• Recruitment of employees to ensure optimum resources levels are maintained at all times
• As a direct point of contact with the client you will be required to build and maintain relationships, acting in a pro- active and professional manner with the ability to solve problems and think on your feet
• Your day to day responsibilities are to manage the site effectively to ensure all areas are fully staffed at all times, audits and daily checks are carried out and that the site runs smoothly and to the agreed service level agreements in place
• You will have an understanding of contracts and exceptional organisational skills
• You will oversee helpdesk management, analyse data and collate reports as required for Facilities Manager and the Senior Management Team to ensure KPIs are met across all service areas

The successful candidate:

• Will have a background relevant experience to effectively deliver the role
• Will manage a team of operational delivery employees, around 20 employees
• Sound financial knowledge regarding budgets, P & L accounts, stock and staffing spends
• A professional management style and knowledge of Payroll and HR procedures including recruitment, disciplinary and grievance hearings would be an advantage
• Ability to demonstrate customer focus and to have daily meetings with the customer
• High level of planning and organisational skills
• You will have direct contact with the client so immaculate personal presentational is key

You will be seeking to strategically develop opportunities to add value to the estate. Working to ensure compliance with regulatory standards and managing maintenance operations.

Your new role

• You will be developing and delivering a comprehensive strategy for the estate that aligns with the organisation's objectives.
• Identifying and developing opportunities to increase revenue and create new income streams
• Maintain strong and successful relationships with companies' existing network of managers, contractors and property owners. Maintain and prepare accurate financial records, forecasts, monitor expenses and create cost-saving initiatives.
• Lead in house maintenance team comprising 1 x maintenance lead, 2 x electrician, 1 x plumber, 1 x concrete specialist, 7 x labourers and 1 x apprentice joiner.
• Create maintenance schedules and delegate tasks to team members and supporting contractors.
• Supervise maintenance workers and ensure they follow safe working practices.
• Preparation of risk assessments and method statements.
• Project management.
• Prepare an annual property maintenance plan.
• Responsible for legal compliance of the portfolio of properties from a property management perspective - including legionella, asbestos, electrics and fire.
• Responsible for appointment and management of contractors dealing with the portfolio including - grass cutting, weed control, general reactive maintenance, pest control, fire alarm system, intruder alarm system, roof inspections, roof / gutter / downpipe maintenance, drains, fire hydrant system, decoration, electric testing, barrier and gate service / maintenance, dock levellers, roller shutter doors, fire doors, sprinkler systems, fire extinguishers, boilers, mansafe roof systems and lightning protection systems
• Preparation and management of site records, including O&M manuals.
• Manage property maintenance approved contractors list.
• Scheduling contractors for major works as required.
• Staying on call and responding to emergency maintenance needs.
• Management of maintenance staff training needs.

What you'll need to succeed

• Technical knowledge of electrical, mechanic and hydraulic systems for planning and troubleshooting.
• Proficiency operating modern maintenance technology.
• Good verbal skills, including active listening and the ability to translate complex information.
• Good written skills.
• The ability to communicate effectively with senior management team and personnel at all levels.
• Organisational skills for scheduling maintenance tasks and ensuring job completion, even during emergencies.
• Attention to detail, ensuring maintenance tasks are not overlooked.
• Ability to prioritise tasks.
• The ability to work under pressure and on tight timescales.

Responsible for the first line management supervision of the cleaning and food services team within a specified zone. Responsible for the appropriate deployment of staff to ensure that agreed service requirements are met over a 7 day period. To promote flexibility, teamwork and good working practices within the cleaning and catering teams. To undertake appraisals for staff within zonal area of responsibility. To undertake cleaning audits point of service audits and surveys in line with Trust requirements and ensure any rectifications are undertaken in a timely manner. Liaise with clinical staff regarding the delivery of service provision in cleaning and catering. Work with the Facilities Management Team to ensure continuous improvements to service delivery. Where necessary undertake cleaning and catering tasks to support the teams on an ad hoc basis. Provide and receive routine information, to be able to inform staff and patients about cooking processes food choices and menus available. Resolve staffing issues; which may include changing the method of service delivery reorganise menus at short notice; decide on alternative food options. Co-ordinate the requirements for the Trusts mini deep clean programme & add hoc Hydro peroxide requests. Ensure the availability of cleaning and catering consumables at all times and monitor usage. To stand in for colleagues in their absence in areas relating to the day to day running of specified areas of responsibility, plan staff cleaning / catering work; adjust staff rotas for unplanned absences; rotate visits for quality assurance spot checks. Ensure that the issue and control of keys / swipe card access is managed in accordance with departmental Procedures / Trust Policy. To assist the Training Team in the development and training of new and existing staff linked to personal. To assist staff with new procedures; Explain technical issues, such as COSSH regulations, or those providing training.
