JOB SPECIFICATION & RESPONSIBILITIES

OBJECTIVES

1. To assume full responsibility for the cost-effective operation of the Engineering Department.
2. To prepare the annual and revised Engineering budget in close co-ordination with the Financial Manager and Management, commensurate with operational requirements of the property.
3. To keep accurate records and monitor closely all Engineering budget expenditures, and to ensure that the budget is adhered to and costs strictly controlled.
4. To allocate and countersign all invoices chargeable to the Engineering budget before being processed and charged.
5. To establish an efficient system for the control and verification of all fuel deliveries to the premises.
6. To ensure the repair works being carried out in most economical and effective manner.
7. To supervise closely all engineering personnel in the performance of their duties.
8. To delegate duties and responsibilities, as required, to the Assistant Maintenance Manager.
9. To develop and implement a Comprehensive Preventive Maintenance Programmed for all equipment in the Hotel. 
10. To co-ordinate and, if so requested, supervise special projects and employment of outside contractors.
11. To establish a well-organized Engineering Store and keep close control on consumption of material, stores and inventory control.
12. To implement a comprehensive elevator emergency procedure and initiate employee training on emergency release procedures with the elevator manufacturer’s agent.
13. To advise management on all matters of potential improvement to the operation.
14. To assist the purchasing department with suggestions for the most economic purchase of parts and consumable and to issue clear and concise purchase request for such items.
15. To be knowledge of statutory legislation in employment and industrial relations.
16. To control and monitor closely all utility consumption, and to ensure optimum energy usage by all departments in the Resort.
17. To observe energy efficiency of all equipment, forwarding to management suggestions for replacement of energy inefficient equipment and to report to management all wastage of energy.
18. To assume full charge of building maintenance which includes guest room, public area, kitchen and all back of house. 
19. To establish a regular planned guest room servicing programmed in accordance with industry standards.
20. To supervise major repair and maintenance of Electrical and Mechanical Services.
21. To be fully in charge and responsible for the smooth function of the Department’s administration and maintenance of an efficient filling system.
22. To make sure that all documents related to the operation of the department are being kept up to date, and that all records are correctly maintained and filed.
23. To assume full responsibility for the preparation and timely submittal of all reports.
24. To maintain a comprehensive library of manuals and parts lists of all operational equipment, as well as a complete set of up to date drawings of all areas and systems.
25. To perform an annual evaluation of all Engineering personnel.
26. To ensure that all employee report for duty punctually.
27. To ensure that all employees wear the correct uniform and name tag at all times. 
28. To create an efficient and professional team of employees.
29. To implement department training programmed ensuring the necessary skills of all employees to perform their duties with the maximum efficiency.
30. To ensure that all Engineering staffs are fully familiar with and have a complete understanding of handling Mechanical & Electrical equipment’s.
31. To select and recruit, in conjunction with Human Resource Office, suitable employees for the operation.

Job Description:

• Overall responsible for managing the Engineering & Maintenance Department.
• To study, plan and organize factory machinery, equipment & utilities upkeep & preventive maintenance works in order to reduce breakdown and effective repairs so as to achieve Engineering & Maintenance Department target and objectives.
• To liaise and work closely with production staff in order to optimize performance of plant machinery.
• To plan & organize the deployment of personnel and assignment of works.
• To oversee the Engineering Store operation.
• Liaise with overseas/local vendors and contractors pertaining to outsourcing of spare parts & services.
• Liaise closely with procurement and study together in order to get the optimum pricing, services and delivery timing.

As a DEPUTY SURFACE MAINTENANCE MANAGER (Title 32) with the Texas National Guard, your duties will include, but will not be limited to:

• Manages, directs, coordinates, and oversees the ARNG State Surface Maintenance program. Determines goals and develop plans independently or jointly with higher management. Contributes significantly to the determination of resource needs, allocation of resources, and is accountable for their effective use. Makes or recommends organizational changes that have considerable impact, such as those involving basic structure, operating cost, and key positions. Considers a broad spectrum of factors when making decisions including such matters as employee relations, labor-management relations, and the effect on other organizations. Coordinates program efforts with other organizations or with National Guard Bureau personnel.
• Plans and schedules work and production to be accomplished by subordinates, sets and adjust short-term priorities. Assigns work in consideration of employee skills and mission requirements.
• Manages all aspects of the maintenance program, to include long- and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc. Formulates directives, serves on policy boards, serves on financial management committees, etc. Ensures compliance with National Maintenance Program (NMP) business procedures when scheduling and executing sustainment maintenance operations.
• Provides technical and administrative advice to the Director of Logistics, commanders, and various staff officers regarding the surface maintenance programs, fiscal matters, organizational planning, and staffing for all levels of maintenance. Represents the state in major command conferences affecting the maintenance program. Serves as a liaison with Army Commands, the NGB, DOL, Army Depots, etc., in all matters pertaining to maintenance activities.
• Plans and establishes maintenance policies, programs, and procedures to assure effective support of DoD (Department of Defense) and training mission requirements. Confers with commanders and staff to establish and implement maintenance policies, programs, and procedures. Establishes goals, objectives, and requirements for surface maintenance related funds.
• Evaluates accomplishment of the surface maintenance program to ensure systems and programs are functioning properly; effective utilization and maintenance of equipment; and that projects are accomplished within established deadlines. Adjusts major scheduling of projects, as necessary, to meet changing requirements. Evaluates and ensures that results of equipment surveys and cost feasibility studies for additions or changes in the surface maintenance program are consistent with the latest technical developments and the needs of the state.
• Directs inspections of operating activities to determine the condition of required facilities, the effectiveness of maintenance activities in support of programs, and to ensure coordination between such activities. Analyzes maintenance activity inspection reports and directs corrective action when necessary.
• Directs and coordinates the correction of maintenance deficiencies affecting unit readiness. Analyzes maintenance production impacting equipment readiness. Responsible for authorizing the level of maintenance to be performed at Table of Distribution and Allowances (TDA) for maintenance activities. Serves as a member of appropriate Authorized Stock List (ASL) review board(s). Directs and controls activities related to materiel readiness, including the Maintenance Assistance and Instruction Team and Command Maintenance Evaluation Team programs, to ensure efficient operation of all facilities and organizations.
• Serves as program manager for surface maintenance funds. Develops the maintenance financial requirement portion of the logistics budget for submission to the Program, Budget and Accounting committee. Ensures funds are obligated in accordance with the state budget plan. Advises and directs others regarding surface maintenance related funds.
• Conducts staff conferences to outline priorities and collaborate on budget impacts caused by increased costs, changes in programs and facilities, mission/weapons system changes, and requirements for new facilities or facility remodeling, etc.
• Exercises significant responsibilities in dealing with, or advising, higher ranked officials of other units or organizations. Assures that manpower requirements are met and coordinates through the DOL to provide manpower requirements justifications and other necessary information. Allocates available manpower resources. Develops, manages, and administers the maintenance ADSW program.
• Performs other duties as assigned.

A WL-5801-10, SURFACE MAINTENANCE MECHANIC LEADER:

• Assigns work orders to specific crewmembers and selects workers for various jobs on the basis of knowledge, skills, and abilities.
• Passes on to workers instructions received from the supervisor, demonstrates proper work methods, and starts work. Insures that needed plans, blueprints, material, and tools are available, and that needed stock is obtained from supply locations.
• Works along with other workers and sets pace performing non-supervisory repair work of the same kind and level as that done by the group led.
• Checks work in progress and when finished for compliance with supervisor's instructions, work orders, and established shop procedures on work sequence, procedures, methods and deadlines; and directs or advises other workers to follow supervisor's instructions and to meet deadlines.
• Performs maintenance, troubleshooting, and major repair on heavy-duty mobile equipment, combat, tactical, and automotive vehicles.
• This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, bulldozers, power shovels, tanks, tracked combat vehicles, all terrain vehicles, semi trailers, forklifts, tractors, and accessory equipment.
• Troubleshoots, repairs and/or overhauls, as a regular and recurring duty, a variety of the mechanically complex major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems.
• Troubleshoots equipment with a variety of the mechanically complex major systems and diagnoses difficult performance problems and the cause of mechanical failures by means of visual and auditory checks, uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges and computer diagnostic tools.
• Utilizes embedded diagnostics in equipment and a wide variety of specialized original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair.
• Removes and disassembles engines and complex major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems.
• Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures, and improvises repair techniques when standard procedures are not available.
• Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems.
• Independently performs repairs and maintenance functions with little or no supervision in remote locations.
• Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work on interconnected complex systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems.
• Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity.
• Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required.
• Inspects supported equipment prior to use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioning properly.
• Performs electrical repairs on complex state of the art electrical and electronic systems requiring extensive training on specialized diagnostic equipment to identify problems.
• Assists in the maintenance of production reports and records, and makes recommendations to the supervisor. Plans, organizes, and performs technical analyses as required or assigned.
• Makes recommendations to the supervisor as to adjustments necessary to effectively, efficiently and economically accomplish the work and maximize production.
• Other duties as assigned.

The primary purpose of this position is to serve as the Senior Air Reserve Technician (ART) Officer with overall supervision and management of either an Aircraft Maintenance Squadron , a Maintenance Squadron , an Equipment Maintenance Squadron or a Component Maintenance Squadron at an Air Force Reserve Command (AFRC) unit-equipped or associate unit.

RESPONSIBILITES:
1. Plans, organizes, and oversees the activities of the squadron. Manages assigned maintenance resources and ensures production meets operational requirements and technical standards. Recommends procedural and technical improvements and modifications.
2. Exercises supervisory personnel management responsibilities to include personnel and position management, equal opportunity, security, and safety. Advises employees regarding policies, procedures and directives of management. Maintains sound positions management practice when determining types and numbers of positions to support the organizational mission.
3. Represents organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with internal and external customers. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.

Major Duties: These positions lead a trail crew in the construction, repair, and maintenance of drainage structures, brushing and clearing of trail corridors, safe felling of tress and hazard tress, dry masonry, carpentry, and rigging. Lead trail crews in building and repairing log and dimensional wood structures including multiple stringer bridges, retaining walls, handrails, steps, and causeways. Plan, lay-out, and select proper tools and materials and schedule the operational needs of a crew. These positions require heavy physical labor, carrying heavy objects, rolling rocks and logs by hand and with tools. These positions require working in the backcountry, carrying a backpack, power or hand tools and frequently require hikes up to 20 miles per day. Projects are in mountainous terrain and require work at high elevations.

Physical Effort: Heavy physical effort is required in bending, lifting, and using hand and power tools in trail work. As examples of typical strenuous activity, incumbent: Frequently lifts and carries objects weighing over 100 lbs., must carry and roll rocks and logs, move rocks of several tons with rock bars, use hammers to crush or shape rock, and use shovel and other hand tools extensively. Frequently hikes up to 20 miles daily and must be able to do so while carrying a backpack, power and/or hand tools.

Working Conditions: Incumbent must have the ability to live and work effectively in backcountry areas in close contact with small numbers of people for extended periods of time. Incumbent must live and work out-of-doors on projects in mountainous terrain at elevations between 8,000 and 13,000 feet in all extremes of adverse weather conditions. Trail work is dusty, and hazardous conditions may exist when moving rocks and logs, working in and around rockslide areas, working around livestock or explosives, falling and bucking trees, and working around rigging equipment and machinery.

(1) Leader Duties:
a. Assigns work orders to specific crewmembers and selects workers for various jobs on the basis of knowledge, skills, and abilities. Passes on to workers instructions received from the supervisor, demonstrates proper work methods, and starts work. Insures that needed plans, blueprints, material, and tools are available, and that needed stock is obtained from supply locations. Works along with other workers and sets pace performing non-supervisory repair work of the same kind and level as that done by the group led. Work performed by the incumbent involves troubleshooting, maintenance and major repairs on heavy-duty mobile equipment, combat, tactical, and automotive vehicles.
b. Assures that there is enough work to keep everyone in the work crew busy. Checks work in progress and when finished for compliance with supervisor's instructions, work orders, and established shop procedures on work sequence, procedures, methods and deadlines; and directs or advises other workers to follow supervisor's instructions and to meet deadlines. Answers workers' questions regarding procedures, policies, written instructions, and other directives. Interprets work instructions and assists lower graded repairers or trainees in the more difficult and complex tasks. Provides information to the supervisor on status and progress of work, causes of delays, and overall work operations and problems. Assures that safety and housekeeping rules are followed.

(2) Non-Supervisory Duties:
a. Performs maintenance, troubleshooting, and major repair on heavy-duty mobile equipment, combat, tactical, and automotive vehicles. This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, bulldozers, power shovels, tanks, tracked combat vehicles, all terrain vehicles, semi trailers, forklifts, tractors, and accessory equipment. Troubleshoots, repairs and/or overhauls, as a regular and recurring duty, a variety of the mechanically complex major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems. Makes repairs and modifications to assemblies and components such as voltage regulators, generators/alternators, brake cylinders, etc., for use or placement in systems for which they were not specifically designed. Improvises work when standard procedures do not apply.

b. Troubleshoots equipment with a variety of the mechanically complex major systems and diagnoses difficult performance problems and the cause of mechanical failures by means of visual and auditory checks, uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges and computer diagnostic tools. Utilizes embedded diagnostics in equipment and a wide variety of specialized original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair. Determines what adjustments may be necessary to complete work orders, and whether any additional repairs other than those specified or indicated on the work order are necessary.

c. Removes and disassembles engines and complex major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Improvises, substitutes, or alters components or parts to fit into systems for which the items were not specially designed or finds other ways to correct defects when existing methods and procedures do not give desired results.

d. Independently performs repairs and maintenance functions with little or no supervision in remote locations. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work on interconnected complex systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems. May provide Field and limited Sustainment maintenance at unit locations as part of a "contact team."
