In this position, you will:

• Develops optical and electrical particle characterization methods and applies those methods to reference materials of interest to the biopharmaceutical community, and oversees operation of an X-Ray Photoelectron Spectroscopy (XPS) laboratory to provide surface characterization capabilities to researchers from multiple NIST divisions.
• Conducts reference material method development and operations of XPS laboratory with minimal management supervision.
• Scope of XPS tasks include development and maintenance of instrument capabilities, training of and guidance to users, monitoring instrument performance, initiating necessary corrective actions, promoting safe operations, and communicating instrument issues with users, thereby ensuring continued quality and availability of XPS instrument to NIST user group.
• Conducts research in particle characterization and XPS characterization of surfaces, leading to reference materials or contributions to papers that support industrial applications in these areas.

***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP***
This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4), Surface Maintenance Facility. The purpose of this position is to perform limited diagnosis, routine repairs, and maintenance on combat, tactical, commercial, and special purpose vehicles and equipment. May assist higher graded mechanics in the performance of maintenance duties.

DUTIES
1. Performs limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assists higher graded mechanics in the repair and/or overhaul of major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes routine repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components. Performs work in accordance with technical manuals, lubrication orders, maintenance bulletins, regulations or management policies.

2. Performs limited diagnoses to determine the cause of mechanical failures by means of visual and auditory checks and/or uses basic test equipment such as compression testers, voltmeters, ohmmeters and pressure gauges. Determines when parts should be cleaned, adjusted or replaced with standard parts to complete work orders.

3. Removes, replaces, adjusts, cleans and installs parts and components such as wheel seals, switches, sensors, fuel pumps, water pumps, power steering pumps, brakes, filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, mufflers, battery cables, and other items of similar complexity.

4. Independently performs routine repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems using standard parts. Receives guidance and instruction from a higher graded mechanic or supervisor to perform non-routine and more complex repairs on portions of major assemblies and/or systems. May provide field maintenance at unit locations as part of a "contact team". Recovers and evacuates inoperable vehicles from the unit location of breakdown.

5. Conducts limited readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs Preventive Maintenance Checks and Services (PMCS) and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc. Performs other preventive maintenance operations as required to ensure that equipment is functioning properly.

• Maintains an online inventory of supplies and is fully responsible for determining minimum stock levels.
• Reviews requisitions and revises quantities ordered based on the number of items on hand, and orders substitutions when items are not available.

The incumbent performs the following duties:

• Directs the work of others to provide timely service for patient testing. Plans work schedule of subordinates to insure blood drawing and sterile urine collection coverage on all nursing units, outpatient clinics, central accessioning and processing allowing for unexpected changes in workload considering shortages in staff and emergency situations which demand that strict deadlines are met.
• Coordinates with area supervisors and the Chief of Phlebotomy, in handling day-to-day problems and solutions to unusual problems. Communicates with patients, doctors, head nurses, and other nursing staff on a daily basis to provide pickup service to the nursing units. Contacts nursing and laboratory personnel when mutual problems arise regarding the quality or promptness of specimen collection. Investigates complaints received regarding the collection and/or delivery of specimens.
• Provides input on annual evaluations of members of the team which is reviewed by the supervisor and Chief of Phlebotomy. Recommends awards, step increases, reprimands, separations, or recognitions for outstanding performance of team members. Counsels and makes recommendation for personnel actions. Accounts for the attendance and floor assignments during duty hours in order to ensure prompt and efficient services within the Clinical Center and the Outpatient Clinics.
• Performs complex accessioning routines required by the update of the laboratory information system (LIS) to match tests requested to number and type of specimen tubes received in order to properly account for all orders on the patient. The sophistication of the LIS requires additional clerical work in obtaining the proper labels for tests and in maintaining the paper transmittal sheets for easy retrieval.
• Enters orders into the Clinical Research Information system (CRIS) for outpatients according to the complex research protocols requirements. This requires clerical duties to match handwritten orders to the patient visit and entry of the appropriate request in the CRIS.
• Trains members of the Phlebotomy Service in the accessioning and processing functions as well as higher grade Medical Technologists from other Services within the Department of Laboratory Medicine to accession and process specimens for evening, night, and weekend coverage. Instructs users to access the Clinical Research Information system (CRIS) and to enter test results and order comments into the computer.
• Instructs phlebotomists regarding specimen acceptability based on sufficient volume of specimen for the test(s) requested, proper container, transport media, and other conditions. If the specimen is not sufficient, incumbent contacts the requesting physician to see if there are any particular preferences for certain tests over others; incumbent makes sure the preferred tests are performed first.

Troubleshoots, performs maintenance and major repairs on heavy-duty mobile equipment, combat, tactical and automotive vehicles. This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, conveyors, bulldozers, power shovels, compressors, generators, tanks, tracked combat vehicles, sedans, buses, all-terrain vehicles, trucks, semi-trailers, forklifts, tractors, and accessory equipment. Troubleshoots, repairs and overhauls major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes repairs to assemblies and components such as voltage regulators, generators/alternators, brake cylinders, etc. Performs work in accordance with modification work orders, technical manuals, lubrication orders, maintenance bulletins, regulations or management policies. May repair a variety of more complex major systems to include engines, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems. Troubleshoots equipment and diagnoses the cause of mechanical failures by means of visual and auditory checks and/or uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges, and computer diagnostic tools. Utilizes embedded diagnostics in equipment and a wide variety of original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair. Determines what adjustments may be necessary to complete work orders, and whether any additional repairs other than those specified or indicated on the work order are necessary. Removes and disassembles engines and major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems. May install pistons, sleeves, rings, bearings, rods, crankshafts, timing gears, and rocker arms. May be required to perform fuel injection equipment repair, overhaul, rebuild, and calibration duties utilizing a variety of complex test and calibration equipment. Independently performs repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems such as injectors, leaking wheel cylinders, corroded mufflers, fuel tanks, brake cylinders and worn brake shoes, voltage regulators, generators, injector pumps, and fuel pumps. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work. May provide Field and limited Sustainment maintenance at unit locations as part of a "contact team." Recovers and evacuates inoperable vehicles from the unit location of breakdown. May assist higher graded mechanics in repairing a variety of interconnected systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems. Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required. Inspects supported equipment prior to use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioning properly. May inspect in-process repair work of lower graded repairer to ensure equipment is being repaired in accordance with pertinent requirements. May serve as a commodity inspector during Command Maintenance Management evaluations (COMET) or as a member of a Maintenance Assistance Instruction Team (MAIT). Instructs operator/crew in the maintenance of equipment and provides technical advice and assistance to supported units when requested. May maintain and repair electronics communication equipment by removing and replacing components and elements. Equipment includes such items as radios, field telephones, amplifiers, switchboards, recorders, intercoms. Assists in the maintenance of production reports and records, and makes recommendations to the supervisor. Plans, organizes, and performs technical analyses as required or assigned. Makes recommendations to the supervisor as to adjustments necessary to effectively, efficiently and economically accomplish the work and maximize production.
