As a SURFACE MAINTENANCE REPAIRER (Title 32) with the Texas Army National Guard, your duties will include, but will not be limited to:

• Performs limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assists higher graded mechanics in the repair and/or overhaul of major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes routine repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components. Performs work in accordance with technical manuals, lubrication orders, maintenance bulletins, regulations or management policies.
• Performs limited diagnoses to determine the cause of mechanical failures by means of visual and auditory checks and/or uses basic test equipment such as compression testers, voltmeters, ohmmeters and pressure gauges. Determines when parts should be cleaned, adjusted or replaced with standard parts to complete work orders.
• Removes, replaces, adjusts, cleans and installs parts and components such as wheel seals, switches, sensors, fuel pumps, water pumps, power steering pumps, brakes, filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, mufflers, battery cables, and other items of similar complexity.

• Conducts limited readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs Preventive Maintenance Checks and Services (PMCS) and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc. Performs other preventive maintenance operations as required to ensure that equipment is functioning properly.
• May perform routine maintenance and limited repairs on basic communication equipment such as radios, field telephones, amplifiers, switchboards, recorders, intercoms by removing and replacing components and elements. Performs minor body and fender, or other metal repairs, using peening hammers, dollies and limited welding. Performs limited repairs and routine maintenance on small arms and accessory equipment by replacing worn or damaged parts. Makes minor repairs to canvas and leather items using bonding/sealing compounds and hand tools such as awls, canvas needles etc.

MAJOR DUTIES:

This Maintenance Mechanic position is assigned to the Facilities Division of Big Bend National Park and directly reports to the Supervisor for Buildings and Utilities. The incumbent will perform custodial duties daily, and occasionally in multiple location. Must have basic knowledge of cleaning products and supplies and how to safely use them. The incumbent should have basic knowledge of common building materials, paints, and petroleum products.

The incumbent will assist higher graded workers preform repairs and routine maintenance in constructing, altering, modifying, or repairing a wide range of features in buildings interior and exterior including framework, rafters, joists, insulation, sheet rock, doors, windows, and flooring. Should be able to identify common material needed for carpentry and painting work. The incumbent will be required to assist others with installing and repairing any combination of plumbing fixtures, meters, pumps, couplings, unions, and joints needed for proper operation of the plumbing systems. Incumbent may be required to use a variety of hand and power tools and must operate them safely. Carries heavy items to and around work sites. Loads and unloads supplies, material, tools, and equipment. Performs duties with oversight and/or review of work during progress or upon completion.

Operates motor vehicles and performs pre-vehicle operation inspection such as fluid levels, lights, brakes, and operational procedures, greasing moving parts, changing oil, fuel and air filters, cleaning and washing vehicles, and minor parts changing repairs. Big Bend National Park encompasses 801,000 acres of the Chihuahuan Desert with more biodiversity than almost any other national park and a dark sky designation. Elevation in the park varies from 7825' to 185'. The climate is generally pleasant with hot summers (90-110+ degrees F.) and mild winters (30-50 degrees F.). DAYCARE AND SCHOOL INFORMATION:

The San Vicente Independent School District (SVISD) and SVISD Early Learning Center (ELC), are in Panther Junction and serve those that live in Big Bend National Park. SVISD ELC, is a state-accredited daycare facility for children ages 18 months to 4 years of age. Daycare services are currently free of charge (subject to change). The SVISD elementary school, is a Texas Education Agency, A-Rated, elementary school (K-8). SVISD will include High School as well (9-12) starting in 2024. • Manages, directs, coordinates, and oversees the ARNG State Surface Maintenance program. Determines goals and develop plans independently or jointly with higher management. Contributes significantly to the determination of resource needs, allocation of resources, and is accountable for their effective use. Makes or recommends organizational changes that have considerable impact, such as those involving basic structure, operating cost, and key positions. Considers a broad spectrum of factors when making decisions including such matters as employee relations, labor-management relations, and the effect on other organizations. Coordinates program efforts with other organizations or with National Guard Bureau personnel.
• Plans and schedules work and production to be accomplished by subordinates, sets and adjust short-term priorities. Assigns work in consideration of employee skills and mission requirements.
• Manages all aspects of the maintenance program, to include long- and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc. Formulates directives, serves on policy boards, serves on financial management committees, etc. Ensures compliance with National Maintenance Program (NMP) business procedures when scheduling and executing sustainment maintenance operations.

Evaluates and ensures that results of equipment surveys and cost feasibility studies for additions or changes in the surface maintenance program are consistent with the latest technical developments and the needs of the state.
• Directs inspections of operating activities to determine the condition of required facilities, the effectiveness of maintenance activities in support of programs, and to ensure coordination between such activities. Analyzes maintenance activity inspection reports and directs corrective action when necessary.
• Directs and coordinates the correction of maintenance deficiencies affecting unit readiness. Analyzes maintenance production impacting equipment readiness. Responsible for authorizing the level of maintenance to be performed at Table of Distribution and Allowances (TDA) for maintenance activities. Serves as a member of appropriate Authorized Stock List (ASL) review board(s). Directs and controls activities related to materiel readiness, including the Maintenance Assistance and Instruction Team and Command Maintenance Evaluation Team programs, to ensure efficient operation of all facilities and organizations.

Develops the maintenance financial requirement portion of the logistics budget for submission to the Program, Budget and Accounting committee.
