Job summary: Support the Head of Procurement to provide and manage a professional procurement service to the Trust and the community alliance, contributing to the development and achievement of the Trust plan. Job responsibilities: Support the Head of Procurement in monitoring and reviewing the Linen and Laundry services within the Trust. Line management responsibility for Buyers, Supplies Assistants and Ward Inventory Controllers in the Procurement Department and the works stores. Deputises in the absence of the Head of Procurement. Responsible for buying, materials management and distribution across the Trust. Ensuring that the demands and needs of all wards, departments and community sites are met. Responsible for the procurement of high value, complex contracts ensuring appropriate project management process are in place, status reports are compiled, and public procurement regulations requirements are met. Procurement tenders and contracting activity to include detailed analysis, negotiation in compliance with current, Public Procurement Policies, Trust SFIs, SFOs and audit requirements. Identify and deliver complex procurement projects to achieve value for money and compliance Provide professional support to users in respect of the procurement process, including public contracting and required process to followed. Responsible for the theatres pick and pack team delivering all consumable requirements daily into theatres and day surgery. Communication: To establish and maintain an excellent operational high profile with all users of the Procurement Department. Chair consumer user group meetings to develop a realistic, value for money inventory of consumable items. Communicate at all levels within the organisation and present information to staff and senior managers. Communicate and ensure compliance with the relevant statutory, European, Public and Local procurement policies. Ensure that the Trusts Standing Financial Instructions (SFIs) and Standing Orders (SFOs) are adhered to at all times. Ensure that an effective communication network exists within the department and that all staff are aware of Corporate, and Directorate aims and objectives and their personal contribution in achieving this. Promote a positive image for the Procurement Department and the trust in all dealings with internal departments and external organisations, communicating policy changes which may have an impact on service delivery. Planning and organisational Skills: Contributes and inputs to the Trust, ICS and national work plan. Significantly contribute to the design and implementation of the Trusts Procurement Strategy as directed by the Head of Procurement. Develops and improves the relationship with other departments by proactively understanding the wants and needs of the organisation. Assist in the processes for undertaking the procurement of goods and services, central stock control and materials management ensuring sound controls are followed. Implement value for money exercises in high spend areas. Maintain and report savings achieved by monitoring the supply chain process. Adopt best practises and encourage other organisations and suppliers to support innovation and cost reduction initiatives. Research new goods and services to obtain best value for money. Support the Trust green plan around net zero responsibilities, leading to an increased commitment to environmental Procurement. Governance: Responsible for maintaining and monitoring compliance with the department Responsible for Health & Safety in the Procurement Department, carrying out all risk assessments and ensuring actions are completed in relation to the Procurement function in line with Trust policy. Assist in updating policies and procedures as appropriate on the introduction of new procurement techniques and procedures. Finance and Resources: Provision of advice in relation to corporate governance issues, Standing Financial Instructions (SFIs) and Standing Orders (SFOs), relating to procurement. Authorised signatory for the Procurement Department budget. Authority to approve expenditure from pay and non-pay budget. Support the Head of Procurement to deliver the budget within agreed target. Support and guide the professional and training development needs within the team. Responsible for ensuring that all Trust staff involved in the tendering process are fully aware of and adhere to the processes for procuring goods and services. Deliver training where required. Responsible for ensuring that all staff receive/attend specific mandatory and statutory training as required for the job. Leadership and management: To take full control and deputise in the absence of the Head of Procurement Ensures that risk assessments and the ensuing procedural guidance notes are adhered to, and other health and safety legislation is appropriately actioned in accordance with Trust Policies. Responsible for recruitment and selection of staff, performance appraisal, personal development plan; monitors and prioritises workload, performance and achievement of targets. Approve and monitor annual leave and sickness for direct reporting staff always ensuring adequate cover. Line manage members of staff directly reporting to Head of Procurement in the absence of the Head of Procurement. Monitor and report on high volume products and investigate Value for Money alternatives. Ensure that all product trials and evaluation sheets are completed, analysed, and signed off at the appropriate level. Line manage the linen and laundry services to include the sewing room in the absence of the Head of Procurement Research & Development: Responsible for auditing, updating, and reviewing the departmental ISO quality assurance system.
