• Designs, develops, and delivers innovative training curriculum to enable compliance with mandated certification programs for the Acquisition Workforce (AWF).
• Provides oversight and direction to the Acquisition staff in preparing responses to audits, inspections and Administrative inquiries (FOIA’s) that come into the Portfolio.
• Participates in conducting training for the AWF to improve acquisition practices and in the formation and implementation of Center level strategies. Initiatives are developed and tailored for AWF implementation.
• Monitors and controls transactions, prepares special reports and recommends suggestions on modifying existing programs. Ensures acquisition policies and operating instructions are followed by the AWF.
• Assesses the skills, performance, productivity and talents of employees and preparing written evaluations with supporting advice for improvement and knowledge.
• Manages a team of students and the associated workload; trains junior contract specialists, works with peers to provide a consistent training experience to include both technical acquisition training and guidance, as well as a more broad introduction to GSA, healthy workplace practices such as team building, and soft-skills training.
• Ensures that the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services.
• Leads the team in identifying, distributing and balancing workload ensuring tasks are in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.

• Provides expertise in recommending, initiating, developing and implementing contracting policies strategies, procedures, guidance and control for personnel Army-wide.
• Develops contracting policy and guidance for the Department of Army (DA) concerning all contracting functions.
• Provides expertise in the area of utilizing or referencing Government procurement regulations, statutes, policies, provisions and clauses.
• Provides expertise in regulations and policies for awarding and administering services contracts.

Duties include, but may not be limited to the following:

• Perform technical level purchasing support adhering to the Federal Acquisition Regulations (FAR), Veteran Affairs Acquisition Regulations (VAAR), Veteran Health Administration (VHA), and Prosthetics directives and handbooks, Veterans Integrated Service Networks (VISN) policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
• Submits Acquisition Plans and Procurement Packages for stock and veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to Electronic Contract Management System (eCMS).
• Verifies Data Universal Numbering System (DUNS) and Bradstreet information and ensures each vendor is in System for Award Management (SAM) and in good standing with the government to do business with.
• Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
• Ensure the services provides are documented not only as the type of service, but the duration.
• Complex purchasing: requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans.
• Routine purchasing: includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration.
• Performs other duties as assigned.

As a Procurement Analyst, you will:

• Plan, direct, and coordinate the Acquisition Strategy Review Board (ASRB) oversight program. Oversee the approval of all Major DOT Acquisitions to assess their impact on the Department's budget and operations, ensuring alignment with Secretarial and Administration goals and priorities.
• Develop, edit, and review acquisition policies and memoranda for presentation to the Senior Procurement Executive and other senior officials. Research and present issues objectively, ensuring proposals are consistent with goals and statutory, regulatory, and Departmental policies.
• Serve as a subject matter expert and technical advisor on researching legislation, Executive Orders, acquisition regulations, and other contracting policies and procedures necessary for contract execution.
• Represent the Department of Transportation’s acquisition interests at government-wide groups, panels, and workshops, including the Civilian Agency Acquisition Council (CAAC).
