Assignment: Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Recognized as the Commodity Management Division's subject matter expert and serves as advisor and consultant on inventory management matters. Plans, directs and manages the activities to include inventory management, supply management, receiving, purchasing, distribution, control of facility, pandemic, environmental supplies, office supplies, non-OIT consignment and prosthetics consumables, equipment instrumentation and applicable services.
Supply Management - Inventory Management, Control and Distribution 60%
- Oversees the inventory management, control and distribution of expendable inventory for a VA HCS and supported catchment area.
- Ensures maximum effectiveness in the management of inventories.
- Establishes procedures and oversees and reviews physical inventories and supply reconciliation.
- Establishes reporting techniques to foresee any potential problems in Supply control.
- Resolves any problem areas identified by the use of data and interpretation of such factors as value of items, volume purchase advantages, market conditions, storage facilities, holding characteristics, administrative costs, seasonal variations, cost of transportation, susceptibility of change and fluctuations, source of supply, and method of procurement.
- Plans the grouping of items and establishment of cycles of acquisition that will most nearly accommodate the best combination of these conditions, both marketing and otherwise.
- Analyzes, studies, develops, and directs systems in connection with the EX requirements in the medical center's annual budget development and strategic planning.
- Inventory accountability responsibilities may require site reviews throughout the VA HCS catchment area.
- Implements best practices, principles, tools and concepts to evaluate and improve supply system performance.
- Interfaces with peers, stakeholders and customers throughout the VA HCS and supported catchment area to coordinate management and control and resolve any issues or discrepancies.
- Develops strategies for implementing all future EX automated replacement systems, supply technologies and/or business practices.
- Coordinates with technical specialists on evaluating the impact of anticipated new technologies on supply processes and customer services; resolves conflicting requirements of several supply program areas.
- Serves as a member the Clinical Product Review Committee (CPRC).
Supervision - 30% - Supervises employees from separate but interrelated units comprised of the Inventory Management, Medical Supply Distribution and may include the Purchasing section
- Makes recommendations for promotions, reassignments and awards; and conducts semi-annual and annual performance reviews.
- Assists subordinate staff with performance issues as necessary; schedules and grants leave; and monitors overtime usage.
- Resolves informal complaints and grievances, discusses corrective actions with employees, and recommends appropriate disciplinary and/or adverse action.
- Assists in hiring and successfully transitioning new hires into the position.
- Develops the ability of subordinate staff as appropriate to perform and contribute to the organization through coaching, mentoring, providing ongoing feedback, and by granting opportunities to learn through formal and informal methods.
- Writes, develops, interprets and implements policies and procedures to ensure an efficient program, in order to avoid inefficiency at the medical center and supported catchment area.
- Continually assesses the operation of this program and develops and recommends new or revised procedures and directives, as needed, to ensure efficiency and effectiveness
- Ensures assigned areas of responsibility are in compliance with applicable policies, regulations, and guidance including safety.
- Assesses training and educational needs of the Logistics Service in order to develop, present, and evaluate effectiveness of training plans.
- Implements training programs and generates detailed reports as to the status and effectiveness of training plans.
Returns, Recalls and Reutilization - 10% - Manages Federal and agency programs for the return and reutilization of medical supplies.
- Ensures compliance and immediate response to the VA National Center for Patient Safety Recall Office.
- Approves emergent procurement decisions in coordination with stakeholders based on back order issues created by national recalls
- Serves as the utilization and disposal official for excess consumables.
- Other duties as assigned.
Work Schedule: Monday - Friday, 8:00am-4:30pm. Schedule may be subject to change based on the needs of the Agency.
