As a Financial Compliance Manager (Chief, Office of Compliance), you will:

• Direct and monitor the Bureau's internal control, product accountability, and internal quality audit program to provide reasonable assurance that assets are safeguarded from loss, misuse, or misappropriation, and to ensure conformance with the Bureau's quality management system.
• Oversee the planning and conducting of independent reviews of Bureau organizations, programs, systems and activities to assess the adequacy of and to improve internal controls and compliance with internal and external control-related requirements.
• Provide monthly and other periodic reports to executive level management in the Bureau regarding outstanding corrective actions and controls reviews.
• Serve as a member, Ex Officio, on the Bureau's executive level Internal Control Policy Committee (ICPC) and advise ICPC regarding internal control and audit related issues.
• Perform such human resources functions as interviewing staff, resolving employee complaints, effecting disciplinary measures, initiating personnel actions and training, developing staff (e-performance and workforce analysis), and supporting affirmative action programs that are typical of Office Chief positions in BEP.

• Independent process audit & compliance verification
• Leading issue mitigation for operational breaks, identify root cause, make recommendations for future prevention
• Provide governance to ensure remediation and improvements.
• Facilitate project teams in closure of verification gaps
• Ensure readiness of internal and external clients for any Audits & Compliance review with metrics
• Generate and report QCA related metrics and share the status review with senior Leaders in management
• Oversees key projects, processes and performance reports, data and analysis

Responsibilities:

• Lead the compliance and Investigation team and ensure compliance investigation process is appropriately conducted.
• Proactively assist the business with identifying appropriate remedial and preventative actions to prevent a re-occurrence and to understand trends and to analyse and report on such trends.
• Provide advice and support to internal parties including Senior Management and HODs of Corporate Office with related to litigation risk management, dispute resolution, settlement strategy, indemnities and other contract concerns as requested.

Qualifications and Experience:

ABOUT THE POSITION

The Director is fully responsible for the overall management, design, development, evaluation, and coordinating of activities for the Center. Implements a full range of duties including all matters concerning personnel recruitment, selection, and performance assessment; development and control of the Center's budget and approval of activities requiring the Center's resources. The incumbent will have oversight and authority of the Block Grant Program for data collection, evaluations, and the National Data Base(s).

Provides leadership in the development of a national substance abuse and mental health epidemiological studies program, including surveys, studies, methodological developments and systems which may involve over 3600 clinics, 1000 programs, 56 State and Territorial mental health and/or substance abuse programs, and numerous federal agencies.

Exercises oversight responsibility for epidemiological studies and service system data collection activities performed by the components of SAMHSA and provides expertise relative to epidemiological field investigations, research methods, statistical analysis and systems design. Assists the components through creative program management and development, in maximizing existing data analysis and collection programs to meet the new and changing needs of the field.

ABOUT THE POSITION

Supports the Director in oversight of all administration functions, including human resource planning and management, financial management and analysis, performance monitoring and reporting systems management, action item tracking, data request coordination, space planning, and any other related activities to assure the fulfillment of the overall administrative standards and process for the office.

Provides advice to the Center Director in coordinating and establishing policies, procedures, and standards for cross agency program initiatives i.e., data analytical designs and strategies, evidence based program evaluation and health information technology.

As an IT Specialist (Policy/Planning) (Division Director Capital Planning and Investment Control), you will:

• Have the primary leading role in the management of the Capital Planning and investment Control (CPIC) program, guiding and overseeing the selection, control, and evaluation of IT investments through the Agency's CPIC process.
• Act as the expert IT administrative subject matter expert and demonstrates proficiency in the areas of program establishment and implementation.
• Serve as the OCIO spokesperson regarding IT administrative issues to external interest groups, media, contracting officials, vendor, and high-level technical staff.

• The Director of Quality Improvement is responsible for coordination and leadership in all performance and quality activities (Performance Measurement/Improvement, External Reviews/Accreditation, Risk Management/Peer Review Coordination, Infection Prevention, Patient Safety, Controlled Substance Program).
• This position is dedicated to the pursuit of higher facility-wide performance in each domain of value (quality, satisfaction, efficiency) through application of expertise, influence, management, and leadership.
• Ensures the facility overall performance and quality programs are coherent and consistent with the network and system wide goals and strategic objectives.
• Aligns and integrates a quality performance management system with leadership roles, strategic planning, and organizational culture.
