Job Summary:
We are seeking a highly organised and detail-oriented Pensions Controls Lead to oversee the governance, controls and compliance aspects of the company's pension plans. The successful candidate will take a leadership role in the administration of pension plan governance, ensure quarterly SOX (Sarbanes-Oxley Act) testing is completed for all pension plans, and coordinate the reporting process to corporate. Additionally, the role includes conducting payroll testing, organising process walkthroughs with external auditors (PwC), and working closely with the internal teams. This position will also support the Pensions Controls Manager in ensuring that the Pensions Trust is audit-ready.
Key Responsibilities:
Lead Pension Plan Governance Administration:

• Organise and administer governance calls for the contract-based pension plans, ensuring all associated tasks are completed timely.
• Act as the primary point of contact for internal and external stakeholders related to these pension plans.

Quarterly SOX Testing:
- Conduct quarterly SOX compliance testing across all company pension plans to ensure proper financial controls are in place.
- Document and report the results of SOX testing to management, highlighting any risks or areas for improvement.

- Corporate Reporting:
- Compile and submit quarterly pension plan reports to the corporate office, providing a clear and accurate business position summary for each reporting cycle.
- Work closely with corporate to ensure the alignment of pension-related reports.

- Payroll Testing:
- Perform payroll testing related to pension contributions and deductions to ensure accuracy and compliance with company and regulatory standards.
- Identify discrepancies and coordinate with payroll to resolve issues.

- Process Walkthroughs:
- Coordinate detailed process walkthroughs with internal teams and PwC auditors, ensuring that all relevant documentation and explanations are provided.
- Collaborate with auditors and internal stakeholders to identify potential control improvements and address audit queries.

- Audit Readiness:
- Support the Pensions Controls Manager in ensuring that pension trust is fully audit-ready at all times.

Your new role at Eastleigh Borough Council

The team provides expert technical advice to the Council's Planning Team, considering factors such as noise, air quality, contaminated land, dust control, lighting, and waste management. The team also oversee the monitoring of the Council's Air Quality Management Areas and produce the Air Quality Action Plan to improve air quality for our residents and visitors.

In addition to managing the existing small team of experts and providing expert advice, the successful candidate would respond to consultations on licence applications and large events, lead in the development of new policy and guidance and represent the Council at local forums and technical working groups.

Main responsibilities:

• Deliver, with the team, a professional Pollution Control service with high standards of advice and support, resolving cases of varying complexity as they arise.
• Provide expert knowledge and assist with service delivery on pollution matters including statutory nuisance, Environmental Permitting, planning consultation, land contamination, air quality, and water quality, drainage, and public health funerals. Manage pollution enforcement and carry out environmental monitoring.

Role Responsibilities:

• Providing professional technical assurance support to the Wellbeing, Sustainability and Assurance, via the Senior Authorising Engineer and Technical and Safety Assurance Director against the People, Policy and Process pillars.
• Identification, assessment and periodic monitoring of Authorised Persons.
• Completion of professional technical compliance audits and reporting.
• Provision of AP support to mitigate priority resilience risk, as required.
• Ensure that "Significant Risk" Safe Systems of Work continue to remain "fit for purpose," and meet with the respective technical, safety and legislative standards, through regular reviews.
• Provide support to create, develop, deliver technical and safety assurance files, logbooks, policy and training documents and other Integrated Management System documentation.
• Assist in delivering the Enterprise level Technical and Safety Competence Management System through measurement, gap analysis and assessment of technical and safety knowledge, skills and experience.
• Ensure new technical documentation, including Compliance Bulletins, Directives and Alerts are properly drafted, peer reviewed, approved and published.

The successful candidate:

• Minimum HND-Level qualification in a relevant engineering discipline, a similar technical field or equivalent technical/engineering experience. Hold IEng professional status.
• Demonstratable AP/AE experience and qualifications with a minimum of at least 5 years relevant operation and maintenance experience.
• HTM, MOD and Pharma experience desirable.
• A comprehensive knowledge and understanding of aspects of safety and risk management, including current safety issues, legislation, management and ISO standards.
• Working knowledge of quality management systems with a high degree of procedural, technical and HSE compliance.
• Ability to interpret and provide authoritative advice on technical management issues.
• Experience of informing businesses in good practice technical management.
• Excellent writing, editing, analytical and organisational skills.
• IT Literate including Word, Excel, Project, PowerPoint, Smartsheets and Visio.
