HR Business Partner
Job Purpose
To work as Business Partner with management Teams, delivering strategic
goals with regards to people and talent. To establish an outcome focused
approach, driving efficiency and transformation, whilst maintaining the
highest professional standards. To provide support and guidance across
the full range of employee relations services in support of an overall
employment and wellbeing framework.
Main Areas of Responsibility:
Act as the primary interface between aligned directorate(s) and People and
Talent, ensuring appropriate commissioning and engagement of other People
and Talent specialisms to deliver directorate priorities
• Ensure that the overall employment framework is applied consistently, that the
business plans are aligned with the aims and ethos of the council and relevant
managers understand their role in this.
• Supporting leadership behaviours in key people management areas
• Work with directorates to support workforce planning and career
management, including: succession and recruitment planning, apprenticeship
programs, people development/performance, and employee engagement.
Giving support and guidance on the development and implementation of their
strategy and wellbeing initiatives

Giving support and guidance on the development and implementation of their
strategy and wellbeing initiatives
• Provide advice, guidance and support to senior managers on the full range of
organisational matters including; transformation, organisation design,
digitalisation (where it impacts upon people and processes) and also in other
areas of employment law, policy implementation, disciplinary and grievance
handling, trade union negotiations and dispute resolution.
• Support managers in addressing behaviour, attendance and performance
issues proactively and at an early stage where possible, working together with
them to develop key skills and capabilities within teams
• Manage a caseload and support colleagues within prescribed timescales and
specific SLAs, providing employee relations guidance and support to
management, contributing to an outcome focused environment and improved
services.
• Conduct reflective practice and support the development of others within the
team to carry out casework
• Undertake investigatory/disciplinary processes through to appeal stage and
prepare all necessary reports through to the drafting of Employment Tribunal
statements.
• Attend disciplinary and/or grievance hearings, appeal hearings and
Employment Tribunals in order to assist management
• Contribute to and attend meetings/project groups with staff and/or trade union
officials as part of the general consultation, negotiation, arbitration and
improvement processes
• Analyse management information, devise appropriate courses of action in
conjunction with managers contributing toward the strategic plan. Where
required prepare reports and present at meetings
Qualification and training:
Essential
• CIPD Level 7 or equivalent (A)
Experience Essential:
• Experience of undertaking the provision of a full ER support service
including applying HR policies, practices and procedures and
administering employee relations procedures with consistency, showing
initiative when faced with non-routine situations or requests.
• Experience of providing a proactive business partner function to support
the delivery of directorate service plans aligned with the overall strategic
direction.
• Extensive practical experience of Employee Relations case management,
providing advice and support to managers in line with current policy and
procedures.
• Extensive practical experience of undertaking investigatory/disciplinary
processes through to appeal stage, presentations of case and undertake
and prepare all necessary reports through to the drafting of Employment
Tribunal statements.
• Experience of dealing with a diverse range of business customers and ER
activity.
• A successful track record of building effective relationships with managers,
and employee representatives in a large and complex organisation.
• Experience of providing high standards of customer service.
• Experience of supporting organisational design and change management
to improve organisational performance and transformation aligned with the
organisational vision

Pay Per Hour: £23.79
